Spencer Pratt’s ‘PAWS’ task force: ‘The city of angels is a city of dogs’
los Angeles mayoral candidate Spencer Pratt says he would create a “PAWS” Police Department task force to combat animal abuse if elected, arguing that current officials-Mayor Karen Bass and council member Nithya Raman-are not doing enough for animals on Skid Row and in city shelters. In a post on X, he called for harsh penalties for abusers and outlined a plan he says cannot be solved by rescue efforts alone.
Pratt’s five-part proposal includes ending abuse, expanding spay-and-neuter efforts, supporting animal efforts he calls “heroes,” fixing shelter conditions, and finding permanent homes for animals. He has previously criticized no-kill shelter performance, suggested spaying/neutering and cracking down on unlicensed breeding, and claimed volunteers and advocates have faced harassment while trying to get Bass’s attention. He also discussed potential improvements such as training programs involving inmates and said the city should overhaul how shelters operate. Pratt’s campaign also included allegations and claims about breeding and mistreatment on Skid Row, and he said the primary election is scheduled for June 2.

“There’s a reason ‘Dog’ is just ‘God’, backwards; they share an unconditional love for mankind. Both Nithya and Karen Bass ignore these poor animals being killed on Skid Row and in their city shelters. They don’t care. I will put an end to this horror. VOTE to save these animals,” Pratt wrote on X Saturday.

Pratt is facing current city Mayor Karen Bass and city council member Nithya Raman, who are both Democrats, in the primary election.
Pratt said the Protecting Animal Welfare and Safety task force will help implement a program that will clear out Skid Row, where he said animal abuse occurs daily.
“Anyone caught abusing animals is going to prison, I will have zero tolerance for animal abuse in our city,” Pratt said in a video posted on X.
The five steps of Pratt’s plan are:
- End the abuse
- Spay and neuter
- Support our heroes
- Fix the shelters
- Find them homes
“We cannot rescue our way out of this animal crisis,” Pratt said.
Pratt has been vocal about his passion for helping animals before. In one campaign ad, he highlighted the failures of no-kill shelters.
Fox News aired an interview with Pratt, where he said people on Skid Row are, “raping these dogs, they’re abusing them, they’re breeding them to the point that they die because they’ve been so over-bred.”
He said spaying and neutering is the best way to control shelter numbers, as well as shutting down “backyard breeders,” and prosecuting anyone selling dogs without city licensing.
He showed several news clips of puppies on Skid Row, and of owners intentionally breeding the dogs.
Pratt alleged that volunteers have been bullied, harassed, and have been trying to get Bass’s attention.
“These volunteers are on the front lines of this crisis, and they deserve to be heard,” Pratt said.
He also said that shelter conditions need to be improved, and vowed to overhaul the city shelter system.
“These aren’t murderers, they’re dogs,” Pratt said. “They’re innocent animals, and they live worse than serial killers on death row.”
Pratt gave examples of how the city could help the crisis, such as inmate trainer programs as a way to foster dogs.
“Dogs see the best in us, and they help us see the best in ourselves. Dogs are not property; they are not disposable. They are truly a gift from God,” Pratt said.
