UK defense minister resigns over lack of defense funding
British Defense Minister John Healey resigned from Prime Minister Keir Starmer’s government, citing insufficient-or unwilling-funding for the United Kingdom’s defense needs amid rising international threats. In a resignation letter he posted on X, Healey said his warnings about the lack of resources were ignored and that Starmer’s Defense Investment Plan fell “well short” of what was required, leaving him no choice but to step down.
He acknowledged accomplishments during Starmer’s premiership, including increased defense spending and agreements with European allies, but argued the growing responsibilities facing the UK-ranging from NATO missions and Middle East tensions to continued pressure involving Russia and commitments after a future ceasefire in Ukraine-were not matched by adequate funding.
The resignation adds to mounting pressure on Starmer’s government as it also faces broader domestic unrest and strained resources, and it will require the administration to appoint a new defense minister while addressing Healey’s public concerns about readiness and risk to personnel.

In his resignation letter, posted on X, Healey complained that his warnings had gone unheeded and left the country in a precarious position.

“You have been unable, and the Treasury has been unwilling, to commit the resources that the nation needs to defend the country at this time of rising threats,” Healey said in his letter to Starmer.
Starmer’s defense investment plan, he argued, falls “well short of what is required at this dangerous time.”
The letter wasn’t all negative, beginning with praise for the accomplishments made under Starmer’s tenure, in which he included a boost in defense spending, new defense agreements with European allies, support for NATO, and soldier pay raises.
“You have led this as PM, earning wide respect at home and abroad. Like me, I know you are exceptionally proud of our Forces and all of those who work in U.K. Defense,” Healey wrote.
Being a resignation letter, however, the vast majority was dedicated to critiquing Starmer’s lack of investment in the U.K.’s defense sector.
Healey highlighted the increasing demands put upon the U.K., including leading the Strait of Hormuz military mission, rising conflict in the Middle East, leading NATO’s Arctic Security mission, increased attacks against Ukraine, increased threats from Russia, and the confirmation of a British presence in Ukraine after a ceasefire is signed.
He contrasted this increase in responsibilities with a lack of increase in resources. The final straw came when he saw the new Defense Investment Plan on Monday, which he said was inadequate.
“You know what defense needs. You made the argument for this powerfully in your speech at the Munich Security Conference back in February. Without a DIP that meets the moment in this way, I am being forced to make decisions that would reduce the readiness of our Forces and increase the risk to personnel on operations, and could make the country less safe,” Healey wrote.
“After explaining to you that I would not be able to accept a DIP settlement that does not give our Forces the resources they need, I am now left with no other option than to submit my resignation as your Defense Secretary,” he added.
The U.K. armed forces have been in terminal decline for decades, now representing a pale shadow of its former glory in the first half of the 20th century. It saw its worst and most rapid decline in the 2010s and 2020s, as waning interest in the Global War on Terror and increasing economic problems saw the diversion of defense funding to other areas. The U.K. was even upstaged by the French in the coalition effort against ISIS in the 2010s, with Paris able to send more resources than London.
The 2020s have seen these problems grow worse, especially given the increased call for limited resources in Ukraine and the Middle East.
Healey’s resignation could hardly have come at a worse time for Starmer, being just the latest of a cascade of major crises to hit Starmer’s beleaguered government, which is grappling with abysmal approval ratings.
His resignation was filed as Starmer was dealing with national unrest in response to the murder of a white British student by a Sikh and the attempted beheading of a Northern Irish man by a Sudanese immigrant. The latter led to some of the worst rioting the notoriously volatile Belfast has seen in recent years, with masked gangs attacking police and setting fire to immigrant housing.
Healey’s resignation will force Starmer’s government to redirect some of its strained resources to finding another defense minister, and addressing his now public concerns. This is all on top of weathering crises around immigration, crime, lingering fallout from the Mandelson affair, and more.
