Vindman is the former Director of European Affairs for the National Security Council, where he was a catalyst for Trump’s first impeachment in 2019. During his testimony, Vindman raised ethical concerns about a phone call between Trump and Ukrainian President Volodymyr Zelensky on July 25, 2019. During the call, Vindman accused Trump of withholding $400 million in military aid to Ukraine, as well as an invitation for Zelensky to visit the White House, in exchange for Ukraine publicly stating it was investigating then-presidential candidate Joe Biden.
Trump would ultimately be acquitted of the charges by the Senate on Feb. 5, 2020.
