The Trump campaign is implementing a new outreach strategy aimed at engaging “hard-to-reach, low-propensity voters” who have shown interest in supporting the Republican nominee for the upcoming general election. This strategy, revealed through campaign training materials, focuses on voters who have attended Trump rallies but have not been reliable in voting in the past.
Volunteers for the campaign are incentivized to reach specific lists of voters, aiming to personally visit at least ten out of a given list of 25, with rewards such as Trump merchandise and fast-tracked access to rallies for their efforts. The campaign claims to have a robust presence in battleground states, with hundreds of staff members and thousands of trained volunteers called “Trump Force 47 Captains.”
Additionally, external groups are assisting the campaign by registering voters at various events and knocking on millions of doors in crucial swing states. The campaign has reportedly made progress in closing the voter registration gap with Democrats in states like Pennsylvania, Nevada, and Arizona.
Despite facing challenges, the Trump campaign expresses confidence in its growing volunteer base and continued expansion of its outreach operations, aiming to mobilize voters effectively before the November elections.

The Trump campaign is deploying a new strategy to reach out to “hard-to-reach, low-propensity voters” who have indicated they could be interested in supporting the Republican nominee in the general election.
According to campaign training materials obtained first by Axios, Trump’s staff are working to court voters who have shown interest in their candidate by attending a rally but haven’t been reliable in showing up at the polls in the past. They are putting an emphasis on contacting voters who are less likely to participate in the election and are more disconnected from politics.
According to the documents, the campaign’s volunteers are incentivized to reach out to specific lists of voters. They are given an initial list of 25 voters, with a goal of visiting at least 10 in person. The volunteers are then rewarded for engagement with Trump merchandise and “expedited” entry into Trump rallies. As the volunteers contact and engage more voters, they are eligible for larger rewards. The most active volunteers could be rewarded with an exclusive “thank you party.”
An RNC official said Trump/GOP have hundreds of paid staff and over 300 offices across battleground states. The campaign has over 27,000 trained Trump Force 47 Captains and continue to train more daily, adding thousands per week.
Outside groups, such as Turning Point Action, helmed by Charlie Kirk, and other super PACs are helping supplement the campaign’s outreach efforts. They are also working with the Early Vote Action group, which has been registering voters at Trump rallies, gun shows, and other locations. The allied efforts will knock on a projected 15 million doors in the voting window across battlegrounds, according to an RNC official.
Additionally, Republican officials believe they’ve made progress in registering more Republican voters, cutting into Democrats’ traditional voter registration advantage in some states.
“In Pennsylvania, we have cut the DEM voter registration advantage over the GOP in half since 2020, from 685k in the 2020 election to 347k today,” an RNC official said. “We have flipped several key counties to an R+ voter registration advantage in the process.”
“In Nevada, we have cut the DEM voter registration advantage over the GOP by 2x Biden’s reported margin in 2020, from 87k registered Dem advantage in 2020 to just 19k today. In Arizona, we have double the GOP voter registration advantage to 130k in 2020 to 260k by the end of July,” the official said.
The Trump campaign had previously focused on getting 100,000 or more people to help with poll watching to “protect” the votes after they are cast, developing an “election integrity” team, an incentive that promotes the former president’s unfounded claims that the 2020 election was fraudulent.
“Team Trump continues to build out the most sophisticated and modern approach, ever. Our team is only expanding — we have new staff, offices, and volunteers weekly — with more enthusiasm, energy, and support from people and states Democrats take for granted,” Rachel Reisner, RNC Battleground States Communications Director said in a statement provided to the Washington Examiner.
“Our efforts will show this November, when American families who have felt the strain of Kamala’s failures send her packing and elect President Trump and Senator Vance,” she added.
President Joe Biden, and then Vice President Kamala Harris, benefited from the advantage of incumbency and virtually no primary season to get a head start on ground operations. From the beginning, it appeared the Trump team was behind in the numbers of volunteers in key battleground states. The Trump campaign said it has about 27,000 volunteers (and “hundreds of thousands” more in other roles, while Harris’s campaign has said it has 60,000 volunteers in Pennsylvania alone, per the outlet.
According to the Harris campaign, they have 312 coordinated campaign offices and more than 2,000 staff across the battleground states, including offices in Republican strongholds to cut into Trump’s margins. The Biden-Harris campaign utilized its fundraising muscle to open dozens of field offices in some of the country’s most Republican-leaning counties in swing states earlier this spring.
Trump and the RNC have trailed the Democratic presidential campaign and the Democratic National Committee in fundraising. The Harris political operation recently announced that it raised $361 million in August, more than double the $130 million Trump’s team raised the same month. In July, Harris’s record-breaking $310 million more than doubled the roughly 9 million raised by the GOP.
