What is the Breathe Program?

The Breathe program was launched by the county with the intention of giving its recipients the chance to “breathe” easier knowing they are more financially secure. And it’s not just about the money – the University of Pennsylvania and other local and national research partners are conducting a randomized control study to measure the outcomes of this project.

While participants are not required to participate in the research study to receive the $1,000 monthly payments, those who do will be asked to provide information periodically on different aspects of their overall health and well-being and will receive a $30 gift card for every survey they complete.

2,000 applicants were randomly chosen to participate in the research study as part of the “control group.” This group does not receive $1,000 payments every month but will be asked to complete the periodic surveys and interviews. They will also be rewarded with a $30 gift card for every survey they complete.
