Los Angeles County Expands Guaranteed Income Program with Monthly Payments

Los Angeles County is taking a bold step forward in supporting its former foster children by opening applications for monthly payments as part of its expanded guaranteed income program. The program, known as Breathe, aims to select 200 deserving applicants who will receive these payments over a span of two years. If you’re interested, mark your calendars because applications will open tomorrow morning and close on July 3 at 11:59 p.m.

Under the Breathe program, recipients will be granted a monthly payment of $1,000, providing them with much-needed financial stability. This initiative builds upon the success of last year’s program, where 1,000 individuals were randomly selected to receive $1,000 every month for three years. Now, Los Angeles County is extending its support to an additional 200 individuals who will receive the same monthly amount for two years.

To be eligible for this program expansion, applicants must be at least 21 years old and not turn 24 before September 1. Furthermore, they must have been former foster youth under the care of the Los Angeles County Department of Children and Family Services on or after their 18th birthday. Meeting the income requirements is also crucial, with applicants needing to have a household income at or below 100% of the area median income for a single-person household or 120% of the area median income for a household of two or more persons. Additionally, applicants must have been negatively impacted by the coronavirus pandemic and should not be currently enrolled in another guaranteed income program.

Participate in the Study and Make a Difference

The University of Pennsylvania, along with other research partners, will conduct a randomized control study to measure the outcomes of the Breathe program. While participation in the study is not mandatory to receive the monthly payments, those who choose to participate will be asked to provide periodic information regarding their overall health and well-being. As a token of appreciation, participants will receive a $30 gift card for each survey they complete.

Furthermore, an additional 2,000 applicants have been randomly selected to form the control group for the study. Although they will not receive the $1,000 monthly payments, they will still be asked to complete periodic surveys and interviews. In return for their valuable input, they will be compensated with a $30 gift card for each survey they undertake.
