Obama-Era Report Warns About Sexual Abuse From Groomer Teachers

It’s been revealed that the Government Accountability Office (GAO) published an Obama-era report warning about the danger of adults in positions of authority, such as teachers, grooming and sexually abusing children under their care.

Investigative journalist Christopher Rufo tweeted Saturday: “In 2014, the nonpartisan GAO published a 72-page report warning about child predators in public schools, recommending that administrators monitor teachers for ‘grooming behaviors’ that could lead to ‘sexual misconduct’ and ‘sexual abuse.'”

“It’s amazing that, in 2014, CNN knew Disney that had a ‘child sex predator’ problem and the GAO knew that public schools had a ‘groomer’ problem—and now we’re supposed to believe that both are ‘QAnon conspiracy theories,'” he wrote.

The extensive report from January 2014, during the Obama administration, is entitled “CHILD WELFARE: Federal Agencies Can Better Support State Efforts to Prevent and Respond to Sexual Abuse by School Personnel.”

In the “Background” section of the document, the GAO mentioned grooming behavior of child sexual abuse perpetrators as well as sexual misconduct, as outlined by the continuum of examples carried out by child sex offenders.

“While child sexual abuse—the act of forcing a child to engage in sexual activity with a perpetrator—is generally criminal in nature, perpetrators of such abuse typically exhibit other inappropriate, and sometimes noncriminal, behaviors. These behaviors of perpetrators may be displayed on a continuum and may include grooming, sexual misconduct and child sexual abuse,” the report reads.

The preface of the document cited a previous years-old report prepared for the Department of Education in 2004 that found that nearly 9.6 percent of students are victims of sexual abuse by school personnel—such as teachers, principals, coaches, and school bus drivers—sometime during their school career.

However, the prevalence of sexual abuse by school personnel “remains unknown,” in part, because some cases go unreported, the 2014 report noted.

“Further, the term sexual abuse may not capture the full spectrum of the issue,” the report continued. “While child sexual abuse typically refers to the criminal act of forcing a child to engage in sexual activity with the perpetrator, other inappropriate behaviors with children may eventually lead to sexual abuse.”

Since the passage of Florida’s anti-grooming law, cases of child sexual abuse in K-12 schools across America have gained renewed media attention.

In addition to LGBTQ groups, Disney has opposed the state legislation, although it has employed pedophiles who’ve been caught in child predator stings.
