John Falcicchio, former chief of staff and deputy mayor to Muriel Bowser, allegedly engaged in unwanted sexual advances and sent explicit digital messages, as stated in the report.

However, the other six allegations, including sexual or attraction-based favoritism, bullying by staff, demotion, retaliatory interactions, threatening behavior, and retaliatory treatment following the complaint, were found to be unsubstantiated.

Details of the Allegations

The unwelcome sexual advances reportedly took place in Falcicchio’s apartment, where he exposed his sexual organs. The inappropriate messages were sent to the complainant’s cellphone through thousands of SnapChat messages, which included demands for sex and graphic videos.

The report concluded that the complainant’s substantiated allegations against Falcicchio constituted sexual harassment, as defined and prohibited by Mayor’s Order 2017-313.

Impact and Response

Falcicchio, who had been with Bowser since 2006, resigned on March 17, which was a significant blow to the mayor. He was widely regarded as her right-hand man. Bowser emphasized that the investigation did not involve any allegations related to business transactions and assured that it would not impede the city’s work.

Bowser has appointed Lindsey Parker as her new chief of staff, while Keith Anderson serves as the interim deputy mayor. The District of Columbia government employs 37,000 people.

In response to the allegations, Bowser released a statement expressing her commitment to addressing sexual harassment and ensuring that workplaces reflect the city’s policies and values.

The Washington Examiner has reached out to Falcicchio’s lawyer for comment.
