The House Oversight Committee plans to detail the Chinese Communist Party‘s ability to “infiltrate” and influence the United States through “political warfare” at a hearing on Wednesday.

In remarks provided ahead of the hearing to the Washington Examiner, Chairman James Comer (R-KY) will discuss China’s work to “weaken America” by targeting U.S. infrastructure, food supply, religious communities, and social media. The hearing, “Defending America from the Chinese Communist Party’s Political Warfare, Part I,” will begin the Oversight Committee’s government-wide investigation into the CCP’s warfare at 10 a.m.

“For decades, the CCP has sought to infiltrate and influence every aspect of American society,” Comer will say. “Chief among the Party’s tactics is political warfare. Political warfare is meant to influence the emotions, motives, and behavior of Americans in a manner favorable to China’s objectives.

“By waging political warfare, the CCP seeks to weaken America so that we cannot effectively fight in a kinetic war,” the chairman will continue.

The hearing comes as the House Republican Conference ramps up its investigations of the CCP and its impact on the U.S. The House Select Committee on the CCP released a report on Tuesday regarding China’s “abhorrent” role in fueling the fentanyl crisis. The report found the Chinese government subsidizes the manufacturing of fentanyl materials that are used to make the drug outside the country, among other violations.

The rise in fentanyl overdoses has become a political flashpoint for the House GOP, with members frequently tying the influx of fentanyl to a lack of southern border security.

“By getting Americans dependent on cheap and sometimes dangerous goods made in China, digital fentanyl like TikTok, and actual fentanyl, the CCP is determined to achieve its goal of defeating America on the global stage,” Comer plans to say.

Witnesses at Wednesday’s hearing will include two retired military figures and Peter Mattis, president of the Jamestown Foundation.

Ret. Marine Corps Col. Grant Newsham, one of the witnesses, plans on saying that there is “no serious attempt by the U.S. to get to the root of the fentanyl problem — Beijing.”

“So, what’s the plan of our leaders? In January 2024, the U.S. and Chinese set up a working group to deal with the fentanyl problem — buying China even more time,” Newsham will say, referring to the U.S.-China counternarcotics commission that resurged earlier this year.

“The Chinese Communist Party can stop its chemical warfare against America,” Newsham will continue. “It just doesn’t have any reason to do so. It is successfully reaching through our border and killing us by the tens of thousands on our own soil, facing no defense, let alone retaliation.”

Mattis plans on encouraging members to revise the Foreign Agent Registration Act to include more “robust reporting requirements” and use congressional oversight to “press the executive branch for transparency” on the actions taken against China.

“Putting a few simple criteria out in public for visa denials and alerting inviting institutions which criteria were triggered would be a useful positive step for handling visa issues going forward,” Mattis will say. “Without such information, many otherwise knowledgeable and thoughtful people about China assume the worst about the administration’s intentions and actions.”
