Republican Senators Push for Separate Aid to Israel, Excluding Ukraine
Several Republican senators are advocating for the division of President Joe Biden’s $106 billion foreign aid package, with a focus on expediting funding for Israel. The package, as reported by The New York Times, includes $61.4 billion for Ukraine, with a significant portion allocated for weapons and ammunition. Additionally, $14.3 billion is designated for Israel, primarily for weapons and ammunition, while $9.15 billion is intended for humanitarian aid benefiting Palestinian, Israeli, and Ukrainian civilians. The remaining $7.4 billion is allocated for military presence in the Pacific and assistance to Taiwan.
Republican Senator Roger Marshall of Kansas, along with Senators J.D. Vance, Mike Lee, and Ted Cruz, is leading the effort to separate aid to Israel from the broader package. This move comes in response to Israel’s announcement of a ground war against the terrorist group Hamas following the devastating attacks on October 7th, which claimed the lives of 1,400 people in the Jewish state.
While Marshall, Vance, and Lee have expressed opposition to aid for Ukraine, Cruz has shown support. Cruz emphasizes the importance of defeating Russia and defending Taiwan, stating that the bill’s sole purpose is to provide the necessary aid to Israel as quickly as possible.
Passing the aid package requires some Republican support in the Senate, where 60 votes are needed. With Democrats holding a slim majority, nine Republican votes would be necessary to prevent any filibuster that could delay passage. Approval is also required in the House, where Republicans hold a narrow majority.
Ukraine and Israel aid should not be tied together.

The bill proposed by Marshall and his allies maintains a similar funding amount for Israel as Biden’s proposal but separates it from the broader package. The wider package includes border security funding, which encompasses reimbursements for groups providing shelter to illegal immigrants.
Vance expresses pride in spearheading this effort with Marshall to separate Israel aid from Biden’s “open borders boondoggle.” He believes combining aid for Israel and Ukraine, along with funds for resettling illegal immigrants, is disrespectful to allies and voters.

Senate Minority Leader Mitch McConnell has stated that Senate Republicans will not simply approve Biden’s aid package, but he is not opposed to a combined approach, according to ABC News. However, not all Republicans agree with this perspective. Senator Rick Scott of Florida criticizes Biden and the ruling class for using crises to push massive spending packages that should not be voted on together. Scott emphasizes the overwhelming bipartisan support for Israel and suggests that an aid package for Israel can be swiftly passed in the Senate. He argues that Biden’s requests for Ukraine aid are broader and extend beyond providing lethal aid to combat Putin.
Separating the proposals poses logistical challenges, according to Senate Minority Whip John Thune. He highlights the difficulty of scheduling separate bills and achieving efficiency in the legislative process. Some Republicans also believe that changes are necessary for the border security component of the package. Senator Steve Daines of Montana argues that the proposed supplemental funding for border security is inadequate and that policy changes are needed to address the root causes of illegal immigration.
Vance raises concerns about the vague nature of the humanitarian aid portion, stating that blanket offers of aid can inadvertently support Hamas’ harmful activities. He believes that such aid should be more targeted to ensure its effectiveness and prevent further harm to Israelis.
