First Circuit weighs Trump bid to gut trio of government agencies

A federal appeals court recently questioned the Trump governance’s efforts to reverse a court ruling that blocked attempts to dismantle three small federal agencies deemed “unnecessary” by the administration.In March 2025, President Donald Trump issued an executive order to downsize agencies including the Minority Buisness and Development Agency, the Federal mediation and Conciliation Service, and the U.S. Interagency Council on Homelessness, aligning their staffing and size with legal minimums as part of broader federal government cuts. Though, this order was challenged by a coalition of Democratic-led states, resulting in a federal district court invalidating it as unlawful. The Justice Department and the Democratic coalition argued their case before a three-judge panel of the U.S. Court of Appeals for the 1st Circuit, which is now considering whether to uphold or overturn the lower court’s decision.

In March 2025, President Donald Trump signed an executive order reducing several agencies, including the Minority Business and Development Agency, the Federal Mediation and Conciliation Service, and the U.S. Interagency Council on Homelessness, to the minimum staffing and size mandated by law, as part of sweeping cuts his administration made to the size of the federal government. The order was challenged by a coalition of Democrat-led states, leading a federal district court judge to strike down the order as unlawful. A three-judge panel on the U.S. Court of Appeals for the 1st Circuit heard arguments from the Justice Department and the coalition of Democratic states as the administration seeks to reverse that ruling.
