He is saying the quiet part out loud: DeSantis, Ducey, and Abbot are right about how disastrous Biden’s open borders policies are.

It turns out, being a sanctuary town is only useful until you actually offer sanctuary. When that happens, it is time to rant loudly about how hIt is unfair to send migrants to Canada..
Although there were many reasons why the Biden Administration opened floodgates at South Border, one reason was to financially burden Red States, exhaust their budgets and harm governors. This is pure malice towards politicians and voters in Red states.
These governors made the wise decision to allow the northern liberal sanctuary state to deal with the crisis and send a small percentage of migrants to the places they claimed to be desperate to help. Even a small percentage of the migrant population proved too much to handle.
