Bob Harvie wins Pennsylvania’s 1st District primary to set showdown with Brian Fitzpatrick
Bob Harvie, a Bucks County commissioner backed by the local Democratic establishment, defeated Lucia Simonelli in the Republican-leaning Pennsylvania 1st Congressional District Democratic primary. Bucks County Commissioner Bob Harvie, backed by the local Democratic Party establishment, defeated his opponent, Lucia Simonelli, in Pennsylvania’s 1st Congressional District primary election Tuesday.
With roughly 51% of votes counted, Harvie beat Simonelli with about 65% of the vote, according to the Associated Press.

Fitzpatrick has managed to turn what should be a swing seat into reliably safe ground, leveraging deep roots in Bucks County, formidable fundraising, and a carefully cultivated brand that blends pragmatism with party loyalty.
But this cycle, Democrats are making another push and will use Harvie to channel outsider energy into a district that has long resisted it.
Harvie argued in the lead-up to the primary that the political environment may finally be shifting. Speaking to the Philadelphia Inquirer, he pointed to economic strain as a potential breaking point for voters.
“The pain is more real for people now,” Harvie said. “People should be asking themselves: After 10 years of Brian Fitzpatrick, are they better off than they were before?”
Harvie’s campaign centered on cost-of-living concerns, such as housing, healthcare, and everyday expenses, paired with an argument that he brings both local credibility and electoral experience. Harvie has twice won countywide in Bucks County, in 2019 and 2023, in a politically mixed electorate that mirrors the congressional district.
Democrats also see broader forces working in their favor, including backlash against President Donald Trump and Gov. Josh Shapiro‘s (D-PA) presence at the top of the statewide ticket. The hope is that a favorable national mood, combined with strong turnout, could finally shift a district that has long hovered just out of reach.
WHAT TO KNOW ABOUT THE PENNSYLVANIA PRIMARY RACES
During their one debate, Harvie and Simonelli took turns highlighting the negative impacts of Trump’s policies on Bucks County voters. They also tried to tie Fitzpatrick to Trump on issues such as immigration, election administration, and the economy.
Fitzpatrick, though, has strayed from Trump on various issues, and the president has called him disloyal. He has not endorsed him, something that may work in Fitzpatrick’s favor as they turn to the Nov. 3 election.
