Defense analysts and top-ranking military officials were quick to express concern over how these policies will inevitably come to affect deployment readiness and the meeting of physical fitness benchmarks. Under the Biden administration, biological male servicemembers who transitioned to females were permitted to be evaluated under the female physical fitness test criteria when the medical transition reached explicit standards the administration set. Critics at the time disputed the “inclusive measures” as effectively diluting combat effectiveness and dropped universal fitness standards throughout the armed services.

Spanning throughout the Biden presidency, medical transitions surged noticeably. Advocates chose to frame these drastic policy changes under the guise of “essential” for recruitment, underscoring that any qualified American should be given the opportunity to serve their country.

In the ranks, however, hurdles began getting in the way. Inability to deploy because of medical grievance, from recovery timelines associated to gender-affirming surgeries and hormone replacement therapies, began to complicate things for field commanders. Even though the handling of these issues could have been easily squashed under longstanding Pentagon guidelines that insist servicemembers are to remain free of medical conditions that require special care, the Biden administration proceeded anyway.

In late 2024, conservative lawmakers intensified calls to restore strict biological standards throughout all the branches, establishing the issue not as a social one, but rather one consumed by a warfighting focus.

Upon his first day back in office, President Donald Trump took action in signing Executive Order 14183, titled Prioritizing Military Excellence and Readiness. The directive launched a rapid overhaul of the Department of War’s (DOW) physical testing standards.

And with the DOW’s newly revised directives, biological sex was once again established as the singular metric for setting physical fitness standards, grooming regulations, and facility allocations.

“Military service must be reserved for those mentally and physically fit for duty,” declared Executive Order 14183. “The Armed Forces must adhere to high mental and physical health standards to ensure our military can deploy, fight, and win, including in austere conditions and without the benefit of routine medical treatment or special provisions.”

Supporters of the Trump administration’s reform hailed the shift as a success, embracing it as a return to the objective, merit-based standards of combat. Secretary of War Pete Hegseth signaled a complete pivot from social engineering measures to prioritize solely lethality.

The DOW further clarified its posture on the issue through updated instructions, confirming that all servicemembers will adhere to standards derived directly from biological sex.

“Where a standard, requirement, or policy depends on whether the individual is a male or female … all persons will be subject to the standard, requirement, or policy associated with their sex,” stated official Department of War policy guidance.

Military organizers insist that enforcing these standards consistently establishes a predictable environment across joint forces, further pointing out that physical fitness tests, such as measuring aerobic capacity and upper-body strength, must additionally reflect true physiological distinctions to preserve combat capability.

While legal battles persist over service eligibility in federal courts, the Pentagon’s focus remains on military readiness, placing performance and cohesion at the very forefront of defense measures.
