Biden celebrates $95 billion security bill approval, assures swift delivery of Ukraine aid

President​ Joe Biden acknowledged Congress for passing a significant national security bill, ensuring rapid equipment delivery to ⁣Ukraine. In a speech at the White ⁤House, Biden ⁤praised Ukraine’s ⁣military capabilities in the conflict with Russia. He highlighted⁢ the bipartisan effort in passing ⁣the bill and emphasized American unity. The‍ $95 ⁢billion ‍bill includes aid for Taiwan, Israel, Ukraine, and Indo-Pacific allies. Biden⁣ will sign the bill, underlining Ukraine’s priority for⁣ aid.


President Joe Biden thanked Congress for passing a major national security supplemental bill and promised that equipment would be shipped to Ukraine within two hours.

In a speech inside the White House, Biden said Ukraine has a fighting force and the skill to win its war against Russia, and that its soldiers were cheering in the trenches as they watched the House votes come in.

“It was a difficult path [to get the bill passed],” Biden said of the monthslong debate in Congress. “It should have been easier, and it should have gotten there sooner. But in the end, we did what America always does. We rose to the moment, came together, and we got it done.”

Biden is to sign the $95 billion bill Wednesday.

The Senate approved the bill by a 79-18 vote Tuesday night. The bill will provide roughly $95 billion in aid to Taiwan, Israel, Ukraine, and U.S. allies in the Indo-Pacific. The legislation will also force TikTok’s Chinese parent company to divest from the popular video app to remain available to download in the United States.

The president led with Ukraine, which will receive the largest chunk of funding.

“I’m making sure the shipments start right away,” Biden said. “In the next few hours, literally two hours, we’re going to begin sending equipment to Ukraine for air defense munitions, for artillery, for rocket systems and armored vehicles.

“We bow to no one,” he added. “Certainly not [Russian President] Vladimir Putin.”

The bill will also help Israel thwart attacks such as the one it sustained just days ago from Iran. Biden said his commitment to Israel is “ironclad,” while adding that the bill also includes billion in food, medical supplies, and water for Gaza.

He thanked leaders from both parties, including House Speaker Mike Johnson (R-LA), Minority Leader Hakeem Jeffries (D-NY), and Senate Minority Leader Mitch McConnell (R-KY) for helping get the bill across the finish line.

“History will remember this time,” Biden said. “History will remember this moment. For all the talk about how dysfunctional things are in Washington, when you look over the past three years, we see that time and again on the critical issues, we’ve actually come together.”

However, the president did criticize Republicans for opposing a border security bill that they said did not go far enough toward stemming illegal immigration. Biden promised to try again to get it passed despite a lack of support from the GOP.

“We don’t really watch global events unfold, we shape them,” Biden said. “That’s what it means to be the indispensable nation. That’s what it means to be the world’s superpower and the world’s leading democracy. Some of our MAGA Republican members reject that vision, but this vote makes it clear. There is a bipartisan consensus for that kind of American leadership.”
