The Chinese-American Planning Council, which coached illegal immigrants on how to evade authorities, has received up to $445,969 in funding from sources linked to the Chinese government since 2018, according to records reviewed by the Daily Caller News Foundation.
Funders linked to the Chinese Communist Party that have made contributions to the group include the state-owned Bank of China, the state-run Industrial and Commercial Bank of China, the Bank of East Asia — an institution whose executives have served on a top CCP body — and the Charles B. Wang Community Health Center, a health service provider whose eponymous billionaire patron frequently meets with high-level CCP operatives and formerly served as an “executive director” of the China Overseas Exchange Association, an organization that was found to be part of a Chinese government-backed global influence operation.
A video surfaced in 2022, appearing to show staff working for the Chinese-American Planning Council teaching illegal immigrants strategies to avoid being apprehended by Immigration and Customs Enforcement.
While taking Chinese government-adjacent funding and allegedly helping illegal immigrants evade the law, the Chinese-American Planning Council has also enjoyed the support of taxpayers. About 55% of the nonprofit organization’s revenue comes from federal and state government grants, amounting to more than $1 million since 2022, according to the House Homeland Security Committee.
“I’m deeply concerned that Americans’ hard-earned taxpayer dollars were potentially used by an NGO [non-governmental organization] to help illegal aliens subvert our nation’s laws,” Homeland Security Committee Chairman Mark Green (R-TN) told the Daily Caller News Foundation. “Even more troubling is the Chinese-American Planning Council’s alleged ties to the [CCP] — a regime we know is committed to undermining U.S. sovereignty. This Committee will continue investigating suspicious activities by NGOs to protect taxpayer dollars from supporting those who make a mockery of our laws.”
House Republicans had previously launched a probe into the Chinese-American Planning Council’s taxpayer funding and anti-ICE activity.

Some other U.S.-based nonprofits, particularly those focused on environmentalism, have strong financial and organizational ties to the CCP. Millions of dollars flow from domestic green nonprofits to Chinese government entities and from China to environmentalist groups every year, as previously reported by the Washington Examiner. For instance, the House Oversight Committee initiated an investigation into the Biden administration’s partnership with the Nature Conservancy to manage land near military installations after the Washington Examiner reported that former members of the Chinese government and current affiliates of the CCP hold senior leadership positions at the organization.
The Chinese-American Planning Council did not respond to a request for comment.
