Forty percent said Biden\u2019s agenda neither helped nor harmed Democrats.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>Punchbowl News said of the poll\u2019s results that \u201cone would think that jousting over the [Democrat] party\u2019s top priorities should be at least a bit more helpful than this\u201d to the Democrats. \u201cOf course it [negotiations] was messy, but that\u2019s a bottom-of-the-barrel low number\u201d for Democrats.<\/p>\n<p>On the Republican side, meanwhile, 91 percent of GOP staffers told Punchbowl News Biden\u2019s agenda \u201chelped them\u201d while eight percent said Biden\u2019s agenda neither helped nor hurt the Republican Party.<\/p>\n<p>The polling comes as Democrats are still <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/10\/pelosi-jayapal-reconciliation-cbo\/\">infighting<\/a> over Biden\u2019s agenda. The newest fight is over whether a House vote should occur without legislative scoring from the Congressional Budget Office (CBO), which rates the costs taxpayers will incur.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Wednesday afternoon the CBO <a href=\"https:\/\/email.punchbowl.news\/t\/ViewEmail\/t\/11DBB76A30C4D0422540EF23F30FEDED\/E1B2FA79A3FE541684E5AAD5A6C37FC6\">delivered<\/a> scores on three aspects of the bill, though the total package has yet to be scored.&nbsp;\u201cOther estimates will take longer, particularly for provisions in some titles that interact with those in other titles. When we determine a release date for the cost estimate for the entire bill, we will provide advance notice,\u201d the CBO <a href=\"https:\/\/www.cbo.gov\/publication\/57601\">said<\/a>.<\/p>\n<p>Less radical House Democrats last week opposed a vote on the massive tax and spend legislation until the score is fully produced by the CBO.<\/p>\n<p>But House Speaker Nancy Pelosi (D-CA) and Rep. Pramila<b>&nbsp;<\/b>Jayapal (D-WA) told reporters Tuesday they intend to vote on the framework next week.\u201cTo clarify for everyone:&nbsp;the agreement we made w\/our colleagues was NOT for CBO score,\u201d Jayapal&nbsp;<a class=\"x5l\" href=\"https:\/\/twitter.com\/RepJayapal\/status\/1458268917260898306?s=20\" target=\"_blank\" rel=\"noopener external\">argued<\/a>&nbsp;Tuesday. \u201cIt was for some additional financial information from CBO.\u201d<\/p>\n<p>The Wharton School of the University of Pennsylvania study estimated the net&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/04\/wharton-study-build-back-better-will-not-be-free-net-cost-2-42-trillion\/\">cost<\/a>&nbsp;of the package would amount to $2.40 trillion.
