Leading the charge will be Dr. Matthew Memoli, who runs a&nbsp;clinical studies unit within Dr. Fauci\u2019s National Institute of Allergy and Infectious Diseases (NIAID), according to the <a href=\"https:\/\/www.wsj.com\/articles\/vaccine-mandate-debate-makes-it-to-top-federal-research-agency-11636286400?mod=e2tw\"><em>Wall Street Journal<\/em><\/a> (WSJ).<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>Memoli, who has served at the NIH for 16 years and recently received an NIH director\u2019s award, both opposes vaccine mandates and has declined the coronavirus vaccine, arguing that they should be reserved for vulnerable, elderly, and obese Americans.<\/p>\n<p>\u201cI think the way we are using the vaccines is wrong,\u201d he said to Dr. Fauci in an email on July 30.<\/p>\n<p>Regarding the existing vaccines, Memoli reportedly argued that \u201cblanket vaccination of people at low risk of severe illness could hamper the development of more-robust immunity gained across a population from infection,\u201d per the <em>WSJ.<\/em><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>The virtual roundtable will be just one of four ethics debates at the NIH this year and will be \u201caccessible to all of the NIH\u2019s nearly 20,000 staff, as well as patients and the public.\u201d&nbsp;David Wendler, the senior NIH bioethicist planning the session, said that vaccine mandates have become a \u201chot topic at the NIH.<\/p>\n<p>\u201cThere\u2019s a lot of debate within the NIH about whether [a vaccine mandate] is appropriate,\u201d Wendler told the WSJ. \u201cIt\u2019s an important, hot topic.\u201d<\/p>\n<p>Exactly how many scientists within the NIH support Memoli\u2019s position remains unknown, but current data shows that roughly 88 percent of the NIH\u2019s federal employees \u201cwere fully vaccinated at the end of October.\u201d Detractors of Memoli assert that pushing natural immunity over vaccines would be a \u201cterrible idea.\u201d<\/p>\n<p>\u201cThat\u2019s a terrible idea if we have a vaccine that prevents serious disease,\u201d said Timothy Schacker, vice dean for research and an infectious-disease physician at the University of Minnesota Medical School.<\/p>\n<p>This past September, President Biden announced that the Department of Labor\u2019s Occupational Safety and Health Administration (OSHA) will mandate that private companies with 100 or more employees implement vaccine mandates or require weekly negative tests. The president waited nearly two months before&nbsp;<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/04\/biden-administration-vaccine-mandate\/\">releasing<\/a>&nbsp;the details&nbsp;of his plan, which would not have even taken effect until January of 2022. A company in violation of the mandate could be fined $136,532.<\/p>\n<p>The president\u2019s plan encountered a roadblock on Saturday when the&nbsp;U.S. Court of Appeals for the Fifth Circuit Court&nbsp;issued&nbsp;a temporary stay<a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/06\/federal-appeals-court-temporarily-halts-bidens-vaccine-mandate\/\">&nbsp;blocking<\/a>&nbsp;the mandate&nbsp;while considering a permanent injunction.<\/p>\n<p>The ruling from a three-judge panel on Saturday&nbsp;<a class=\"x5l\" href=\"https:\/\/www.fox13now.com\/news\/coronavirus\/local-coronavirus-news\/court-halts-biden-vaccine-testing-mandate-for-businesses\" target=\"_blank\" rel=\"noopener external\">resulted<\/a>&nbsp;from&nbsp;a stay sought by the states of Texas, Utah, Mississippi, and South Carolina, as well as several businesses that oppose the Biden plan. The states and businesses filed a petition of review of the agency action, which goes directly to a federal appeals court instead of a one-judge federal district trial court.<\/p>\n<p>\u201cBecause the petitions give cause to believe there are grave statutory and constitutional issues with the Mandate, the Mandate is hereby stayed pending further action by this court,\u201d the judges wrote.<\/p>\n<p>To date, nearly 412 million doses of the FDA approved covid vaccines have been&nbsp;<a class=\"x5l\" title=\"This external link will open in a new window\" href=\"https:\/\/www.npr.org\/sections\/health-shots\/2021\/01\/28\/960901166\/how-is-the-covid-19-vaccination-campaign-going-in-your-state\" target=\"_blank\" rel=\"noopener external\">administered<\/a>&nbsp;in the United States, and over 189 million people in the U.S. have been fully vaccinated.
