The bill is a poisoned chalice\u2014because Democrats poisoned it<\/b>. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>On November 6, the morning after BIF passed the U.S. House, the lead story in <i>Politico <\/i>bannered this <a href=\"https:\/\/www.politico.com\/news\/2021\/11\/05\/house-democrats-infrastructure-vote-wait-megabill-519731\">headline<\/a>: \u201c\u2018Whole day was a clusterf\u2014\u2018: Dems overcome distrust to send infra bill to Biden.\u201d<span class=\"Apple-converted-space\">&nbsp; Hmm. &nbsp;<em>Clusterf\u2014<\/em>. &nbsp;T<\/span>hat\u2019s not such a nice word, is it?<span class=\"Apple-converted-space\">&nbsp; <\/span>Not a quote to inspire confidence, eh?<span class=\"Apple-converted-space\">&nbsp; <\/span>And yet the quote came not from a Republican, but from a <i>Democrat <\/i>in the House, Mark Pocan of Wisconsin. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>Indeed, Democrats have had a rough ride these past few months, as previous attempts to pass BIF fell prey to internal divisions, the bitter feud between liberal and left-wing members. <span class=\"Apple-converted-space\">&nbsp;<\/span>As the <i>Politico<\/i> article continued, \u201cDemocratic leaders hope the deal Friday brings an end to their party\u2019s months-long internal standoff, which caused a string of embarrassments for leadership including two high-profile abandonments of votes after Biden visits to the Capitol.\u201d<span class=\"Apple-converted-space\">&nbsp; <\/span>Yes, Democrats got their bill, but they got it <em>ugly<\/em>. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>Amusingly, some Democrats have been eager to further widen the split.<span class=\"Apple-converted-space\">&nbsp;<\/span>For instance, on October 28, <a href=\"https:\/\/twitter.com\/curtishouck\/status\/1453866164837289984?s=11\">Curtis Houck<\/a> of Newsbusters, the conservative media watchdog group, caught this exchange between an MSNBC host and a new member of Rep. Alexandria Ocasio-Cortez\u2019s \u201cSquad\u201d:<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<blockquote readability=\"10\">\n<p>Joy Reid to Rep. Cori Bush (D-MO) says the bipartisan infrastructure deal on roads and bridges would ONLY benefit white people: \u201c[T]here was not one person of color on that team. It was negotiated by an all white, conservative group of people and as you said, that\u2019s going to help one set of people.\u201d<\/p>\n<\/blockquote>\n<p>To put it mildly, such sneering commentary\u2014declaring that BIF is <i>racist<\/i>\u2014is not helpful the political optics of the bill.<span class=\"Apple-converted-space\">&nbsp; <\/span>Indeed, for months now, the headlines have been variations of \u201cDemocrats in Disarray\u201d; such feuding and <a href=\"https:\/\/quoteinvestigator.com\/2010\/07\/08\/laws-sausages\/\">sausage-making<\/a> is a turnoff to voters.<\/p>\n<p>So it\u2019s little wonder that, during these draggy negotiations, Biden\u2019s <a href=\"https:\/\/projects.fivethirtyeight.com\/biden-approval-rating\/\">approval rating<\/a> has continue to skid.<span class=\"Apple-converted-space\">&nbsp;&nbsp;<\/span>And so while the president may now get a bump in the polls\u2014the Main Stream Media will do its best!\u2014he\u2019s unlikely to build back to even 50 percent approval.<span class=\"Apple-converted-space\">&nbsp; <\/span><i>Pain<\/i>.<\/p>\n<p><b>2.<span class=\"Apple-converted-space\">&nbsp; <\/span>The passage of the bill was a defeat for the hard left.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/b><\/p>\n<p>It\u2019s quite possible that the House could have passed this same BIF bill on October 28, when Biden visited the Capitol; the original plan was for Biden to lobby for its passage.<span class=\"Apple-converted-space\">&nbsp; <\/span>And yet the president chose not to do so.<span class=\"Apple-converted-space\">&nbsp; <\/span>Why not?<span class=\"Apple-converted-space\">&nbsp;Because, &nbsp;a<\/span>s <i>Politico<\/i> <a href=\"https:\/\/www.politico.com\/news\/2021\/10\/29\/biden-agenda-stalled-again-chaos-517711\">reported<\/a>, Rep. Pramila Jayapal (D-WA), chair of the Congressional Progressive Caucus, had gone behind the back of House Speaker Nancy Pelosi (D-CA) to persuade the White House <i>not <\/i>to have Biden push for BIF.<span class=\"Apple-converted-space\">&nbsp; <\/span>You see, Jayapal did not want BIF to pass by itself; she wanted to maintain the linkage between BIF and the much bigger spending bill that Jayapal\u2019s hard left champions, namely Building Back Better (BBB). &nbsp;In Jayapal\u2019s mind, it should have been a package deal\u2013all or nothing.<span class=\"Apple-converted-space\">&nbsp; <\/span>So on the 28th, at Jayapal\u2019s request, Biden did not press for a vote on BIF by itself, and so the vote didn\u2019t happen. <span class=\"Apple-converted-space\">&nbsp; Pelosi&nbsp;was blindsided and, to use a soft&nbsp;<\/span>word, was&nbsp;<em>dismayed<\/em>.<\/p>\n<p>BIF not being enacted back then was a huge damper on Democrats.<span class=\"Apple-converted-space\">&nbsp; <\/span>Indeed, it\u2019s at least arguable that the lack of a legislative victory on Capitol Hill cost Democratic gubernatorial candidate Terry McAuliffe his chance at a win in nearby Virginia.<span class=\"Apple-converted-space\">&nbsp; <\/span>As one of Virginia\u2019s Democratic senators, Mark Warner, <a href=\"https:\/\/twitter.com\/mkraju\/status\/1455947514243424269\">said ruefully<\/a>:<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<blockquote readability=\"7\">\n<p>Only in Washington do people think that it is a smart strategy to take a once-in-a-generation investment in infrastructure and prevent your President from signing that bill into law.<span class=\"Apple-converted-space\">&nbsp; <\/span>And that\u2019s somehow a good strategy.<\/p>\n<\/blockquote>\n<p>And so the blame for McAuliffe\u2019s defeat\u2014and for Democratic defeats nationwide\u2014landed squarely on Jayapal and her fellow lefties.<span class=\"Apple-converted-space\">&nbsp;<\/span>As a result, on November 5, House Democrats did what they hadn\u2019t done just a week before: Vote \u201caye\u201d on BIF, <i>without<\/i> any true linkage to BBB.<span class=\"Apple-converted-space\">&nbsp; <\/span>In the worlds of an <a href=\"https:\/\/www.politico.com\/newsletters\/playbook\/2021\/11\/06\/how-biden-and-pelosi-saved-bif-495005?nname=playbook&amp;nid=0000014f-1646-d88f-a1cf-5f46b7bd0000&amp;nrid=0000014e-f110-dd93-ad7f-f915aa2d0000&amp;nlid=630318\">unnamed Democratic Congressional source<\/a>, \u201cJayapal couldn\u2019t sustain their obstruction with clear pressure from POTUS and Pelosi.\u201d<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>Yet even if the hard left was defeated on Friday night, it is still fighting.<span class=\"Apple-converted-space\">&nbsp;<\/span>All six members of The Squad\u2014the aforementioned Reps. AOC and Cori Bush, as well as Reps. Jamaal Bowman (D-NY), Ilhan Omar (D-MN), Ayanna Presley (D-MA), and Rashida Tlaib (D-MI) were BIF \u201cnays.\u201d<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Indeed, the hard left may yet get the last laugh. That possibility was tucked away in the comments section of <a href=\"https:\/\/www.washingtonpost.com\/us-policy\/2021\/11\/05\/house-infrastructure-reconciliation-vote\/\">a November 5 article<\/a> in <i>The Washington Post; <\/i>there, we see this interesting take from one \u201cBubba Smedley\u201d:<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<blockquote readability=\"7\">\n<p>Biden and Pelosi are playing checkers.<span class=\"Apple-converted-space\">&nbsp; <\/span>Jayapal is playing chess.<span class=\"Apple-converted-space\">&nbsp; <\/span>Jayapal has decided that she can push twenty moderate Democrats out of the House and then make herself the House Minority Leader.<span class=\"Apple-converted-space\">&nbsp; <\/span>Jayapal is cutting some Democratic throats.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<\/blockquote>\n<p>It might seem risky to put too much credence in a single comment suggesting such Machiavellian motives.<span class=\"Apple-converted-space\">&nbsp; <\/span>However, the <i>Post<\/i> readership is full of political-lifer types, who might well know whereof they write.<span class=\"Apple-converted-space\">&nbsp; <\/span>So is this obscure commentary on Jayapal\u2019s plan to take over the House Democratic <i>minority<\/i> the inside dope from a knower?<span class=\"Apple-converted-space\">&nbsp; <\/span>Or is it disinformation from a spinner?<span class=\"Apple-converted-space\">&nbsp; <\/span>Time will tell!<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p><b>3. Biden is at his peak.<\/b><\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>New presidents tend to get the big thing that they want in their first year or so: Back in 1981, Ronald Reagan got his tax cut through Congress; in 1993, Bill Clinton got his tax increase; in 2001, George W. Bush got his tax cut (before 9\/11); in early 2010, Barack Obama got Obamacare; and in 2017, Donald Trump got his tax cut (curiously enough, the border wall was, at that time, secondary).<span class=\"Apple-converted-space\">&nbsp; <\/span>Typically, after that, presidential momentum slows down.<span class=\"Apple-converted-space\">&nbsp; <\/span>So on November 5, we probably saw Peak Biden.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>As Rep. Abigail Spanberger (D-VA), <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/04\/angry-democrats-slam-joe-biden-after-catastrophic-election-nobody-elected-him-fdr\/\">said<\/a> of Biden, \u201cNobody elected him to be FDR.\u201d That is, Americans have <em>never<\/em> wanted Biden to Biden to enact a bold left-wing agenda, a la Franklin D. Roosevelt\u2019s New Deal back in the 1930s, and so they used the November 2 elections to send that message: <i>Knock it off, Joe.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/i>&nbsp;So for Biden, BIF may be as good as it gets.<\/p>\n<p><b>4.<span class=\"Apple-converted-space\">&nbsp; <\/span>The fate of the larger Build Back Better bill is very uncertain.<\/b><\/p>\n<p>Spanberger may be just one Democratic voice, but <i>The New York Times<\/i> editorial board is the flagship of mainstream Democratic thinking, and it has just issued a similar warning.<span class=\"Apple-converted-space\">&nbsp; <\/span>In a November 4 editorial, <a href=\"https:\/\/www.nytimes.com\/2021\/11\/04\/opinion\/democrats-election-results.html?smid=tw-share\">headlined<\/a>, \u201cDemocrats deny political reality at their own peril,\u201d the <i>Times<\/i> opined that the election results \u201care a sign that significant parts of the electorate are feeling leery of a sharp leftward push in the party, including on priorities like Build Back Better, which have some strong provisions and some discretionary ones driving up the price tag.\u201d<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>In other words, the <i>Times<\/i> is telling fellow Democrats to cool their jets.<span class=\"Apple-converted-space\">&nbsp; <\/span>But will they?<span class=\"Apple-converted-space\">&nbsp; <\/span>That remains to be seen.<span class=\"Apple-converted-space\">&nbsp; <\/span>After all, it\u2019s not just Jayapal who wants BBB, it\u2019s also Biden, Pelosi, and 90 percent or more of Congressional Democrats.<span class=\"Apple-converted-space\">&nbsp; <\/span>At a minimum, the House and Senate leadership will push ahead with BBB, and then we\u2019ll find out whether or not a few moderate (relative term) Democrats in the House and Senate are able to block its passage.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>In the meantime, of course, sharp-minded Republicans want the Democrats to keep reaching\u2014and <i>over<\/i>-reaching.<span class=\"Apple-converted-space\">&nbsp; <\/span>One such is Republican political consultant <a href=\"https:\/\/www.politico.com\/news\/2021\/11\/04\/democratic-super-pac-midterm-elections-519494\">Jeff Roe<\/a>, who just quarterbacked Glenn Youngkin to victory in the Virginia gubernatorial race.<span class=\"Apple-converted-space\">&nbsp; <\/span>Roe declares that Democrats are \u201cradicalizing,\u201d and adds, \u201cThe Democrats have jumped the shark and they\u2019re the revolutionaries, and they are talking like they are in charge with 60-percent majorities.\u201d<span class=\"Apple-converted-space\">&nbsp; <\/span>But then Roe joked to a listening reporter, \u201cBut don\u2019t show this to the Democrats, because we need that to continue to happen.\u201d<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p><b>5. Republicans are on fire.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/b><\/p>\n<p>Here\u2019s <a href=\"https:\/\/twitter.com\/RepSmucker\/status\/1456844175866048512\">Rep. Lloyd Smucker<\/a> (R-PA), speaking about BIF:<\/p>\n<blockquote readability=\"7\">\n<p>It doesn\u2019t matter what clever name Biden and Pelosi give their legislation. &nbsp;It\u2019s all just lipstick on the pig that is their massive tax and spending spree. That means more fuel on the fire of inflation and an ever-gluttonous federal bureaucracy.<\/p>\n<\/blockquote>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\" readability=\"9.4719471947195\">\n<p lang=\"en\" dir=\"ltr\">It doesn\u2019t matter what clever name Biden and Pelosi give their legislation. It\u2019s all just lipstick on the pig that is their massive tax and spending spree. That means more fuel on the fire of inflation and an ever-gluttonous federal bureaucracy.<\/p>\n<p>\u2014 Rep. Lloyd Smucker (@RepSmucker) <a href=\"https:\/\/twitter.com\/RepSmucker\/status\/1456844175866048512?ref_src=twsrc%5Etfw\">November 6, 2021<\/a><\/p>\n<\/blockquote>\n<p>And so a major dividing line for 2022 has been drawn.<span class=\"Apple-converted-space\">&nbsp; <\/span>Yes, a few House Republicans <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/11\/06\/traitor-13-establishment-house-republicans-face-backlash-for-enabling-joe-bidens-radical-agenda\/\">voted for BIF<\/a>, but they are mostly in deep blue states\u2014and some have already announced their retirement (with perhaps more quick exits to come).<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>Overwhelmingly, the GOP is<i> en fuego<\/i> on this new legislation, which will become law when signed by Biden.<span class=\"Apple-converted-space\">&nbsp; <\/span>In fact, Republicans are aiming for a retaliatory midterm crush akin to 1994 (when the GOP clobbered Bill Clinton\u2019s Democrats for their 1993 tax increase, as well as their failed attempt at <a href=\"https:\/\/ballotpedia.org\/%22Hillarycare%22_(The_proposed_Health_Security_Act_of_1993)\">\u201cHillarycare\u201d<\/a>), and to 2010 (when the GOP punished Barack Obama\u2019s Democrats for their passage of Obamacare, as well as their misbegotten stab at drastic <a href=\"https:\/\/en.wikipedia.org\/wiki\/American_Clean_Energy_and_Security_Act\">climate change legislation<\/a>).<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p><b>6.<span class=\"Apple-converted-space\">&nbsp; <\/span>There\u2019s a potential opportunity ahead for America First.<\/b><\/p>\n<p>BIF contains <a href=\"https:\/\/apnews.com\/article\/joe-biden-technology-business-broadband-internet-congress-d89d6bb1b39cd9c67ae9fc91f5eb4c0d\">$15 billion<\/a> to aid electric vehicles (EV), including $7.5 billion for EV charging stations and $5 billion for the purchase of EV school buses.<span class=\"Apple-converted-space\">&nbsp; <\/span>(That\u2019s all in addition to the many subsidies already in place for EV.)<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>Most conservatives probably regard subsidies to EV as an elitist green boondoggle, aimed in part at helping Elon Musk grow even richer.<span class=\"Apple-converted-space\">&nbsp; <\/span>And yet at the same time, given planetary political, ecological, and technological trends, it could also be true that EV are, simply, <i>inevitable<\/i>. <span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>And if they are inevitable, then the one thing that an America Firster should want is to make sure that EV are <i>Made in USA.<\/i><span class=\"Apple-converted-space\">&nbsp; <\/span>After all, the America First agenda already includes the \u201cinsourcing\u201d of most manufacturing, as has been called for most recently by <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/10\/20\/josh-hawley-introduces-bill-to-curb-bidens-supply-chain-crisis\/\">Sen. Josh Hawley<\/a> (R-MO), who last month introduced his&nbsp;<a href=\"https:\/\/www.hawley.senate.gov\/sites\/default\/files\/2021-10\/Make%20in%20America%20to%20Sell%20in%20America%20Act%20-%20FINAL.pdf\">Make in America to Sell in America Act<\/a>.<\/p>\n<p>Hawley has a worthy bill, and others, such as Sen. Marco Rubio (R-FL), have advanced the same strong American nationalist goal.<span class=\"Apple-converted-space\">&nbsp;<\/span>And yet no plan aimed at restoring supply chains to the U.S. has much chance of enactment unless at least some Democrats get behind it.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>So here\u2019s where the opportunity for an&nbsp;harmonic convergence&nbsp;arises: <i>Americans come together to say that imports from grossly polluting countries, such as coal-fired Red China, are not allowed. <\/i><span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>Such a limitation on \u201cdirty\u201d products\u2014including Chinese EV\u2014would be a win for America Firsters, who want things made here in the U.S., and also a win for the greens, who want products to be free of carbon dioxide emissions, including their whole supply chain.<span class=\"Apple-converted-space\">&nbsp; <\/span>(We should pause to note that coal can, in fact, be made perfectly clean: It can be scrubbed of pollutants, and the carbon can be captured\u2014but that\u2019s a topic for another time.)<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p>So for now, we can focus on the idea of blocking Chinese imports using no-CO2 rules as the blunt instrument.<span class=\"Apple-converted-space\">&nbsp; <\/span>In fact, the European Union is already <a href=\"https:\/\/www.reuters.com\/business\/sustainable-business\/china-says-ecs-carbon-border-tax-is-expanding-climate-issues-trade-2021-07-26\/\">moving<\/a> in this direction, toward stifling carbon-heavy Chinese imports, and here in the U.S., two Congressional Democrats, Sen. Chris Coons (DE), and Rep.
