Secretary-General Antonio Guterres said the organization was working in the country \u201cwith the cooperation of the Taliban.\u201d<\/p>\n<p>The World Food Program (WFP) and the Office of the High Commissioner on Refugees (UNHCR) both began distributing money and food aid, as well as winter supplies, in Afghanistan this week. Both typically begin operations at the end of the year to help Afghans prepare for the frigid winter, which brings with it heightened threats of starvation and death by hypothermia for Afghanistan\u2019s poor and displaced.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>A third U.N. agency, the International Organization for Migration (IOM), issued a warning on Thursday that malnutrition in the country had \u201creached dramatic levels\u201d and humanitarian crisis may soon become unavoidable.<\/p>\n<p>The Taliban became the de facto ruling government of Afghanistan on August 15 after beginning a campaign of conquest in spring 2021 that resulted in rapid, bloodless gains throughout much of the country. The Taliban, a Sunni jihadist organization, ran the country through the 1990s until the United States invaded in 2001. The group had agreed to a peace deal with Washington last year but returned to all-out war following President Joe Biden\u2019s decision not to respect the deal.<\/p>\n<p>Since then, reports have indicated that U.N. aid workers in the country have faced the wrath of Taliban jihadis, but the U.N. leadership has insisted on collaborating with senior Taliban leaders.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>\u201cA plane carrying winter relief from the U.N. Refugee Agency\u2019s global stockpiles in Dubai is landing this afternoon in Kabul, Afghanistan,\u201d&nbsp;Shabia Mantoo a spokesperson for the UNHCR, <a href=\"https:\/\/www.unhcr.org\/news\/briefing\/2021\/11\/618101074\/unhcr-begins-airlifting-aid-to-kabul.html\">announced<\/a>&nbsp;Tuesday. \u201cHumanitarian needs are rising rapidly in Afghanistan ahead of winter, when temperatures can dip to -25\u2070C (5\u00baF).\u201d<\/p>\n<p>\u201cConflict and insecurity have displaced 3.5 million Afghans inside the country, including some 700,000 forced from their homes so far this year,\u201d Mantoo continued, without specifying that the Taliban, which now controlled the country, was largely responsible for that conflict and insecurity. \u201cUNHCR is rushing to provide winter assistance to some 500,000 displaced Afghans, returnees and local host communities by the end of 2021.\u201d<\/p>\n<p>Mantoo concluded by urging the international community to fund the United Nations\u2019 efforts.<\/p>\n<p>The WFP, a Nobel Peace Prize-winning agency, <a href=\"https:\/\/tolonews.com\/afghanistan-175304\">announced<\/a> Thursday it would begin distributing $33 a month, or 3,500 Afghanis, to more than 4,000 impoverished families in the country for the next four months.<\/p>\n<p>\u201cThere are many people, having nothing to eat and wear, and they have nothing to make their houses warm,\u201d the agency\u2019s Kabul representative&nbsp;Sami Alokozai reportedly said.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>The WFP expects the aid to make a difference for the thousands, if not millions, of Afghans struggling to find reliable sources of food since the Taliban took over the country. Many families were displaced by violence between the Taliban and the former Afghan government, and Kabul\u2019s notoriously <a href=\"https:\/\/www.breitbart.com\/asia\/2021\/08\/11\/ex-afghan-official-taliban-winning-because-corrupt-politicians-wont-even-feed-soldiers\/\">corrupt<\/a> government did little to aid them. Taliban leaders have claimed the situation has only worsened since they came to power because international organizations such as the International Monetary Fund (IMF) and World Bank refuse to grant a terrorist organization access to Afghan government funding.<\/p>\n<p>The IOM, another U.N. organization, <a href=\"https:\/\/news.un.org\/en\/story\/2021\/11\/1104862\">warned<\/a>&nbsp;Thursday that famine could soon hit the country.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>\u201cMore than half the population is struggling to eat, malnutrition is reaching dramatic levels, especially for many children, and over 80 per cent of the people we have surveyed say they have lost their jobs and livelihoods,\u201d IOM leader Ant\u00f3nio Vitorino said. \u201cMillions are living in inadequate shelters with limited access to basic services, including sanitation and health care.\u201d<\/p>\n<div id=\"attachment_18627546\" class=\"wp-caption aligncenter\" readability=\"33\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/11\/Hungry-Afghan-children-ap.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-18627546\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/11\/Hungry-Afghan-children-ap.jpg\" alt=\"An Afghan refugee girl reacts after another child stole her food voucher while she was queuing in front a truck organized by the World Food Program in Kabul, Sunday, March 4, 2012. (AP Photo\/Anja Niedringhaus)\" width=\"640\" height=\"480\" \/><\/a><\/p>\n<p class=\"wp-caption-text\">An Afghan refugee girl reacts after another child stole her food voucher while she was queuing in front of a truck organized by the World Food Program in Kabul (AP Photo\/Anja Niedringhaus).<\/p>\n<\/div>\n<p>Vitorino noted that the IOM was also doing \u201cdoor-to-door\u201d humanitarian aid distribution of winter necessities.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>\u201cWe are going door-to-door to see what is needed and are providing shelter, blankets, warm clothing, and cash for fuel and heating,\u201d he said. \u201cWe are planning to expand winterization assistance to every province in the country to reach 200,000 people in need.\u201d<\/p>\n<p>Neither the WFP, the IOM, nor the UNHCR mentioned how they had attained access to destitute Afghans, nor have any reports surfaced since the operation began of attacks on U.N. workers at press time \u2013 indicating that the Taliban had not interfered to prevent operations or objected to the distribution of aid.<\/p>\n<p>In October, Secretary-General Guterres had stated that the agency was working with the Taliban and urged the world to do the same.<\/p>\n<p>\u201cWe\u202fhave been acting with the cooperation of the Taliban, who have progressively granted access to the areas requested and provided security when needed,\u201d Guterres <a href=\"https:\/\/news.un.org\/en\/story\/2021\/10\/1104102\">confirmed<\/a>.<\/p>\n<p>Guterres argued that \u201cinjecting&nbsp;Injecting\u202fliquidity into the Afghan economy\u202fcan be done without violating international laws or compromising principles\u201d in his encouragement to the international community to invest in the country.<\/p>\n<p>\u201cAfghanistan is confronting an epic humanitarian crisis and is on the verge of a development&nbsp;catastrophe. \u2026 We can only achieve more stability with a united approach,\u201d he said. \u201cTogether, let us act with determination \u2013 and without delay \u2013 to help the people of Afghanistan and to secure a better future for all.\u201d<\/p>\n<p>Guterres has repeatedly suggested that cooperation with the Taliban is necessary to assure stability in the country.<\/p>\n<p>\u201cWe must maintain a dialogue with the Taliban, where we affirm our principles directly,\u201d Guterres <a href=\"https:\/\/www.breitbart.com\/europe\/2021\/09\/10\/un-chief-to-afp-we-must-have-dialogue-with-the-taliban\/\">said<\/a> in September, \u201ca dialogue with a feeling of solidarity with the Afghan people.\u201d<\/p>\n<p>The Taliban, on its end, has actively courted United Nations support. Spokesman Suhail Shaheen revealed shortly after the Taliban took over the country in August that WFP Executive Director David Beasley had <a href=\"https:\/\/www.breitbart.com\/asia\/2021\/08\/27\/u-n-s-world-food-programme-taliban\/\">met<\/a> with senior Taliban officials to discuss \u201chumanitarian issues,\u201d including not just preventing famine but addressing the ongoing Chinese coronavirus pandemic. Taliban officials have not implemented a coordinated government strategy to deal with the pandemic but have expressed interest in purchasing vaccine products from friendly nations such as Russia and China.<\/p>\n<p>Shaheen said in August that Taliban officials had&nbsp;\u201cassured the executive director of WFP of its cooperation and security and appreciated their humanitarian assistance.\u201d<\/p>\n<p>\u201cSo far they [the Taliban] have calibrated, cooperated and given us the access we need,\u201d Beasley said in an interview at the time. \u201cI hope it continues \u2026 and I expect it to continue.\u201d<\/p>\n<div id=\"attachment_18155898\" class=\"wp-caption aligncenter\" readability=\"34\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/11\/Mawlawi-Nasratullah.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-18155898\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/11\/Mawlawi-Nasratullah.jpeg\" alt=\"A Taliban commander (C) speaks to the members of the media after they halted a demonstration by women protestors happening in front of a school in Kabul on September 30, 2021. Under-Secretary-General for Humanitarian Affairs Martin Griffiths <a href=\"https:\/\/www.breitbart.com\/national-security\/2021\/09\/06\/u-n-says-taliban-promised-protect-humanitarian-workers-grant-access-aid\/\">met<\/a> Taliban officials in September and similarly presented a positive response to the terrorists\u2019 disposition to the U.N.<\/p>\n<p>\u201cThe authorities pledged that the safety and security of humanitarian staff, and humanitarian access to people in need, will be guaranteed,\u201d U.N. spokesperson Stephane Dujarric said, \u201cand that humanitarian workers \u2013 both men and women \u2013 will be guaranteed freedom of movement.\u201d<\/p>\n<p>A Reuters report published in August suggested that the Taliban\u2019s public attitude towards the United Nations differed from actions on the ground. The report <a href=\"https:\/\/www.breitbart.com\/asia\/2021\/08\/26\/taliban-beating-u-n-workers-optimism\/\">claimed<\/a> that journalists at the news agency had obtained internal documents from the United Nations detailing attacks on U.N. personnel in the country.
