Five moderate Democrats in the House, led by Florida Rep. Stephanie Murphy, have <a href=\"https:\/\/www.rollcall.com\/2021\/11\/05\/moderates-not-ready-to-back-budget-bill-without-cbo-score\/\">pledged<\/a> not to vote for President Joe Biden\u2019s Build Back Better reconciliation package without a CBO score. Democratic leadership is <a href=\"https:\/\/thehill.com\/policy\/finance\/579717-moderate-democrats-press-for-cbo-score-before-vote-on-biden-package\">pressing<\/a> the group to support the legislation without the analysis, in a dramatic shift from the party\u2019s 2017 stance. <strong><a href=\"https:\/\/dailycaller.com\/2021\/11\/01\/manchin-blasts-build-back-better\/\">(RELATED: \u2018I\u2019ve Never Seen Anything Like This\u2019: Manchin Blasts Build Back Better Negotiating Process)<\/a><\/strong><\/p>\n<p>Then, leading Democrats demanded that Republicans wait for the CBO to publish its analysis before moving forward with a plan to repeal the ACA and replace it with the American Health Care Act, a bill introduced by Tennessee Rep. Diane Black. That bill <a href=\"https:\/\/dailycaller.com\/2017\/05\/05\/health-care-replacement-bill-repeals-nearly-every-obamacare-tax\/\">passed<\/a> the House on May 5, 2017. The CBO <a href=\"https:\/\/www.cbo.gov\/publication\/52752\">published<\/a> its score on May 24.<\/p>\n<p>As the House considered the bill, 96 Democrats wrote to then-Speaker of the House Paul Ryan, <a href=\"https:\/\/scottpeters.house.gov\/sites\/scottpeters.house.gov\/files\/3.21.17%20Ryan.AHCAAmendmentsCBO.pdf\">requesting<\/a> that he \u201cresubmit the bill to the [CBO] and receive an updated score prior to floor consideration\u201d in order to \u201censur[e] an open and transparent legislative process.\u201d Signatories included Murphy, Democratic Congressional Campaign Committee chairwoman Cheri Bustos, and current House Financial Services Committee chairwoman Maxine Waters.<\/p>\n<p>At the same time, Democratic Leader Steny Hoyer called on the House Ways and Means Committee to \u201cdelay consideration\u201d of the new bill \u201cuntil CBO report is available.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" readability=\"6.0736196319018\">\n<p dir=\"ltr\" lang=\"en\">Agree with <a href=\"https:\/\/twitter.com\/RepLloydDoggett?ref_src=twsrc%5Etfw\">@RepLloydDoggett<\/a> \u2013 <a href=\"https:\/\/twitter.com\/WaysMeansCmte?ref_src=twsrc%5Etfw\">@WaysMeansCmte<\/a> should delay consideration of <a href=\"https:\/\/twitter.com\/hashtag\/ACARepeal?src=hash&amp;ref_src=twsrc%5Etfw\">#ACARepeal<\/a> until CBO report is available.<\/p>\n<p>\u2014 Steny Hoyer (@LeaderHoyer) <a href=\"https:\/\/twitter.com\/LeaderHoyer\/status\/839506283694809088?ref_src=twsrc%5Etfw\">March 8, 2017<\/a><\/p>\n<\/blockquote>\n<p>Democratic Oregon Rep.
