The administration introduced the Emergency Temporary Standards (ETS) mandate through the auspices of the Occupational Safety and Health Administration (OSHA), which is <a href=\"https:\/\/www.osha.gov\/aboutosha\">part<\/a> of the U.S. Department of Labor.<\/p>\n<p>Walsh seemed to make much of the fact that the regulation, <a href=\"https:\/\/www.federalregister.gov\/documents\/2021\/11\/05\/2021-23643\/covid-19-vaccination-and-testing-emergency-temporary-standard\">published<\/a> in the Federal Register on Friday, allows \u2014 but does not require \u2014 employers to let employees who do not want to be vaccinated to be tested. The ETS openly promotes \u201cthe preferred, and more protective, vaccination provision.\u201d<\/p>\n<p>\u201cQuite honestly, I think a lot of the companies already with 100 or more employees already have some type of vaccine program, and a lot of times, it\u2019s a mandate,\u201d Secretary Walsh said. \u201cThis isn\u2019t a mandate.
