Speaker Nancy Pelosi minutes earlier <a href=\"https:\/\/www.speaker.gov\/newsroom\/11421-4\">announced<\/a> that a deal had been reached and that the House Rules Committee would meet \u201cshortly.\u201d<\/p>\n<p>Leadership spent most of Thursday ensuring that the bill had enough Democratic support to pass as soon as possible. They <a href=\"https:\/\/twitter.com\/AndrewSolender\/status\/1456267184536051716\" target=\"_blank\" rel=\"noopener noreferrer\">met<\/a> with different groups of lawmakers repeatedly, ranging from those insistent on including provisions like <a href=\"https:\/\/twitter.com\/RepChuyGarcia\/status\/1456434314023931911\" target=\"_blank\" rel=\"noopener noreferrer\">immigration reform<\/a>, which the Senate parliamentarian previously <a href=\"https:\/\/dailycaller.com\/2021\/09\/20\/senate-parliamentarian-blocks-pathway-citizenship-democrats-budget\/\" target=\"_blank\" rel=\"noopener noreferrer\">ruled against<\/a>, to those insisting that the bill first be scored by the Congressional Budget Office.<\/p>\n<p>\u201cWe\u2019re going to pass both bills, but in order to do so we need to have votes for both bills,\u201d House Speaker Nancy Pelosi <a href=\"https:\/\/www.youtube.com\/watch?v=lwmXkQi5BEY\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> during her press conference Thursday, refusing to give a set timetable for their passage. <strong><a href=\"https:\/\/dailycaller.com\/2021\/10\/12\/pelosi-budget-fewer-things-well-democrat-cuts\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Pelosi Says Budget Will Do \u2018Fewer Things Well\u2019 As Dems Brace For Cuts)<\/a><\/strong><\/p>\n<p>The Joint Committee on Taxation released its <a href=\"https:\/\/www.jct.gov\/CMSPages\/GetFile.aspx?guid=3fbf5966-deea-41eb-a159-eda2c599e56b\">score<\/a> of the package Thursday, finding that at least $1.48 trillion of the bill would be paid for by its revenue offsets. Hours later, Pelosi in a Dear Colleague letter attempted to reassure members skeptical of the bill\u2019s size that it was paid for.<\/p>\n<p>\u201cIt is essential that the legislation is fully paid for and reduces the debt,\u201d Pelosi said, adding that savings generated from reforms on prescription drug pricing and IRS enforcement \u2014 which were not included in the JCT score \u2014 were expected to raise another $650 billion.<\/p>\n<p>In her letter Thursday night, Pelosi attached the White House\u2019s <a href=\"https:\/\/www.speaker.gov\/sites\/speaker.house.gov\/files\/WhiteHouse_BBB_PreliminaryBudget.pdf\">preliminary estimate of budget\u2019s cost<\/a>.<\/p>\n<div id=\"attachment_7315692\" class=\"wp-caption alignnone\" readability=\"33\">\n<p id=\"caption-attachment-7315692\" class=\"wp-caption-text\">Majority Leader Steny Hoyer leaves a Democratic caucus meeting on Tuesday. (Allison Shelley\/Getty Images)<\/p>\n<\/div>\n<p>If the legislation clears the House Friday, the Senate-passed infrastructure bill could land on Biden\u2019s desk in a matter of hours, while the budget would face a more complicated path.<\/p>\n<p>Included in the package were provisions establishing paid family leave and raising the cap on <a href=\"https:\/\/dailycaller.com\/2021\/09\/07\/state-and-local-taxes-moderates-budget-tax-cut-rich\/\" target=\"_blank\" rel=\"noopener noreferrer\">state and local tax (SALT) deductions<\/a>, priorities that some Democratic senators have opposed.<\/p>\n<p>Vermont Independent Sen. Bernie Sanders, a self-described democratic socialist, has repeatedly objected to SALT deductions, lamenting them as a tax cut for the rich.<\/p>\n<p>\u201cAt a time of massive income and wealth inequality, the last thing we should be doing is giving more tax breaks to the very rich,\u201d Sanders <a href=\"https:\/\/twitter.com\/SenSanders\/status\/1455639109104459786\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> Tuesday. \u201cDemocrats campaigned and won on an agenda that demands that the very wealthy finally pay their fair share, not one that gives them more tax breaks.\u201d <strong><a href=\"https:\/\/dailycaller.com\/2021\/05\/10\/bernie-sanders-democrats-tax-cuts-salt-terrible-message\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Sen. Joe Manchin, a centrist who has already <a href=\"https:\/\/dailycaller.com\/2021\/10\/26\/manchin-democrats-irs-bank-reporting-proposal\/\" target=\"_blank\" rel=\"noopener noreferrer\">killed past pieces of the bill<\/a>, doubled down against the inclusion of paid family leave after Democrats re-added it to the bill.<\/p>\n<p>\u201cThat\u2019s the first I\u2019m hearing of it,\u201d Manchin&nbsp;<a href=\"https:\/\/dailycaller.com\/2021\/11\/03\/manchin-doubles-down-against-paid-family-leave-being-democrat-budget\/\">told reporters<\/a>&nbsp;Wednesday when asked about Pelosi\u2019s&nbsp;<a href=\"https:\/\/www.speaker.gov\/newsroom\/11321-3\">statement<\/a> that said Democrats were set to resurrect the provision in the package. \u201cThat\u2019s a challenge.
