So far, it is successfully distracting establishment reporters from other damaging sections of the bill that would allow an unlimited number of foreigners to buy the legal right to live and work in the United States.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>The second-class amnesty is being offered to illegal migrants who arrived before 2011. It would give them the ability to fly in and out of the United States, and provide them with drivers\u2019 licenses to help them to compete against Americans for jobs that require long commutes or travel time, such as truck and delivery drivers.<\/p>\n<p>The Democrats are offering the non-citizenship amnesty to migrants who <a href=\"https:\/\/rules.house.gov\/sites\/democrats.rules.house.gov\/files\/BILLS-117HR5376RH-RCP117-18.pdf\" target=\"_blank\" rel=\"noopener\">cannot earn enough<\/a>&nbsp;to stay out of poverty, to migrants who have already lied to federal officials, and to migrants who sneaked back in after they were formally deported.<\/p>\n<p>The draft rule includes a section barring a walk-back by a future GOP administration: \u201cThe Secretary of Homeland Security may not revoke parole granted to an alien.\u201d<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>The proposed amnesty does not include a cap. This means that pro-amnesty officials can turn a blind eye whenever ineligible migrants ask for the parole work-permits.<\/p>\n<div id=\"attachment_17205674\" class=\"wp-caption alignnone\" readability=\"34\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/11\/GettyImages-1330259389.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-17205674\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/11\/GettyImages-1330259389.jpg\" alt width=\"640\" height=\"480\" \/><\/a><\/p>\n<p class=\"wp-caption-text\">People participate in a march to demand a pathway to citizenship for immigrants on July 23, 2021 in New York City. Santiago\/Getty Images)<\/p>\n<\/div>\n<p>The draft law also exempts the migrants from the capped annual inflow of legal immigrants, so denying Americans an offsetting gain if fewer legal immigrants were allowed in to compete for jobs and housing.<\/p>\n<p>\u201cWhat this proposal would do is create a dramatically larger population of people who are not on any kind of citizenship track, who are a kind of permanent subservient class,\u201d said one critic, adding:<\/p>\n<blockquote readability=\"6\">\n<p>That\u2019s just bad for [constitutional] government. And the other side will say \u201cYou\u2019re right: That\u2019s why we need to get green cards for them.\u201d So that\u2019s what their [political] game is here.<\/p>\n<\/blockquote>\n<p>The Plan C proposal seems unlikely to survive review by the Senate\u2019s debate referee, the Parliamentarian.<\/p>\n<p>She has the power to strike the section from the Senate bill because the Democrats are trying to pass their amnesty fast-track \u201creconciliation\u201d rules. Under those rules, Democrats need only 51 votes to pass their bill \u2014 not the usual 60 votes \u2014 but the bill can only include spending plans, not policy goals.<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>The Parliamentarian has already knocked down two amnesties as improper. So the parole plan is labeled \u201cPlan C.\u201d<\/p>\n<p>But the media coverage of the parole plan is helping Democrats divert media attention from other massive migration, citizenship, and workforce changes hidden within Section 60003 of the bill.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Section 60003 allows millions of foreign temporary contract workers to buy the green cards that would let them permanently live and work in the United States. The foreigners who buy green cards via Section 60003 would be exempt from the nation\u2019s annual cap on legal immigrants, and could become citizens after five years \u2013providing they work <a href=\"https:\/\/www.breitbart.com\/economy\/2021\/10\/29\/democrats-migration-bill-rewards-hiring-discrimination-against-us-graduates\/\" target=\"_blank\" rel=\"noopener\">as indentured employees<\/a> for several years.<\/p>\n<p>Section 60003\u2019s green-cards-for-cash proposal would help CEOs hire many more subservient foreign graduates with dangled offers of eligibility to buy green cards. CEOs already have a \u201cgreen card workforce\u201d of at least one million foreign graduates working to eventually get green cards, at a rate of about 75,000 per year.<\/p>\n<p>But the expanded class of indentured white-collar workers would expand government-enabled structural <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/10\/21\/critics-feds-ok-fortune-500-war-on-u-s-professional-class\/\" target=\"_blank\" rel=\"noopener\">discrimination against American graduates<\/a>, said Rob Law, the director of regulatory affairs and policy for the Center for Immigration Studies.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<div id=\"attachment_7661245\" class=\"wp-caption alignnone\" readability=\"35\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/11\/AP_639986711939.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-7661245\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/11\/AP_639986711939.png\" alt=\"Amnesty\" width=\"640\" height=\"480\" \/><\/a><\/p>\n<p class=\"wp-caption-text\"><em>An orientation seminar for illegal immigrants to determine if they qualify for DACA temporary work permits, at the Coalition for Humane Immigrant Rights of Los Angeles (CHIRLA), in Los Angeles.<\/em><\/p>\n<\/div>\n<p>It will be \u201cinherently impossible [for U.S. graduates] to compete [for jobs because] the foreign workers will always accept less pay because they also get the incredibly lucrative benefit of permanency in the United States,\u201d he said.<\/p>\n<p>Section 60003 would <a href=\"https:\/\/www.breitbart.com\/economy\/2021\/10\/29\/democrats-migration-bill-rewards-hiring-discrimination-against-us-graduates\/\" target=\"_blank\" rel=\"noopener\">eliminate Americans\u2019 right<\/a> to their own national labor market, it would further reduce wages for all types of American employees, it would drive up housing costs for all Americans, and it would sharply dilute the value of Americans\u2019 citizenship in politics.<\/p>\n<p>Section 60003 also allows millions of unskilled foreigners who are now waiting overseas to become chain migrants to buy the fast-track green cards.<\/p>\n<p>This chain-migration-for-cash rules would dramatically expand and accelerate the legal flood of poor chain migrants into Americans\u2019 housing market, jobs, and schools \u2014 regardless of the impact on Americans and legal immigrants.<\/p>\n<p>This flood of poor migrants would boost revenues for real estate companies, retailers, groceries, and government agencies \u2014 even while driving up housing prices for Americans and their children.<\/p>\n<p>Roughly 4 million people are now waiting years to become chain migrants, amid rules that limit the inflow to roughly <a href=\"https:\/\/www.breitbart.com\/news\/ash-from-erupting-volcano-forces-spanish-islanders-indoors\/\" target=\"_blank\" rel=\"noopener\">240,000 chain migrants<\/a> per year, under F-1, F-2, F-3, and F-4 visas.<\/p>\n<p>Sen. Tom Cotton (R-AR) focused on the section\u2019s impact for American technology grads in a <a href=\"https:\/\/www.foxnews.com\/opinion\/dems-daca-for-all-amnesty-stop-sen-tom-cotton\" target=\"_blank\" rel=\"noopener\">November 3 op-ed<\/a> at Fox News.<\/p>\n<blockquote readability=\"15\">\n<p>The current draft of the Democrat\u2019s bill also includes a nearly unprecedented assault on the livelihoods of American tech workers. In service of their big money donors, Democrats intend to authorize green cards for hundreds of thousands of foreign tech workers. On day one, Democrats want to open the floodgates to 200,000 such workers.<\/p>\n<p>The tech industry has been subsidized with cheap foreign labor for long enough. Silicon Valley should invest in upskilling the American workforce instead of using their money to lobby Congress for a new giveaway.<\/p>\n<\/blockquote>\n<p>Sen. Bill Hagerty (R-TN) is also calling attention to Section 60003\u2019s green-cards-for-cash rule:<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\" readability=\"8.3573573573574\">\n<p lang=\"en\" dir=\"ltr\">.<a href=\"https:\/\/twitter.com\/RepEspaillat?ref_src=twsrc%5Etfw\">@RepEspaillat<\/a> says he\u2019s \u201cgood\u201d with corporate special interest carve out in the BBB bill that will give <a href=\"https:\/\/twitter.com\/hashtag\/BigTech?src=hash&amp;ref_src=twsrc%5Etfw\">#BigTech<\/a> an unlimited supply of foreign workers to displace American workers &amp; reduce American wages.
