White House officials <a href=\"https:\/\/dailycaller.com\/2021\/10\/28\/biden-build-back-better-agenda-democrats\/\">appeared confident<\/a> that Democrats would back Biden\u2019s heavily-scaled back $1.75 trillion Build Back Better package \u2013 down from the original $3.5 trillion proposal \u2013 and Biden echoed this confidence during remarks to the nation after his meeting. His comments, however, came amid news from the Capitol suggesting the president may not have a win just yet.<\/p>\n<p>\u201cToday, I\u2019m pleased to announce that after months of tough and thoughtful negotiations, I think \u2013 I know we have a historic economic framework,\u201d Biden declared.<\/p>\n<p>\u201cI want to thank my colleagues in the Congress for their leadership. We spent hours and hours and hours over months and months working on this. No one got everything they wanted, including me, but that\u2019s what compromise is. That\u2019s consensus, and that\u2019s what I ran on,\u201d the president continued.<\/p>\n<p>Biden\u2019s public remarks represent the biggest public push for getting his agenda passed to date. Getting an official deal before Biden left for Europe on Thursday afternoon was important to the White House, with the president himself noting recently that doing so would be \u201cvery, very positive.\u201d<\/p>\n<p>With his agenda still in limbo, Biden declared that his proposal is \u201cabout leading the world or letting the world pass us by,\u201d and his remarks signified not only a victory lap but also renewed pressure on his party to unite.<\/p>\n<p>While Biden laid out the specifics of his $1.75 trillion proposal and told reporters that \u201ceverybody\u2019s on board,\u201d those at the Capitol told a different story. Some lawmakers had concerns over the timeline of passing both bills while others, like Independent Vermont Sen. Bernie Sanders,&nbsp;<a href=\"https:\/\/twitter.com\/alexanderbolton\/status\/1453744274449866754?s=20\">said<\/a> the social spending bill \u201cneeds to be improved.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" readability=\"12.780780780781\">\n<p dir=\"ltr\" lang=\"en\">Sen. Raphael Warnock, on the other hand, said.<\/p>\n<p>Democratic Arizona Sen. Kyrsten Sinema, one of the key moderates the White House needs on board for the pricy Build Back Better agenda, <a href=\"https:\/\/twitter.com\/AndrewSolender\/status\/1453742602696728580?s=20\">issued<\/a> a statement after Biden went to the Capitol and said that they\u2019ve \u201cmade significant progress on the proposed budget reconciliation package.\u201d<\/p>\n<p>\u201cI look forward to getting this done, expanding economic opportunities and helping everyday families get ahead,\u201d Sinema said, stopping short of announcing an official done deal-type statement.<\/p>\n<p>Following a Progressive Caucus meeting, Democratic Tennessee Rep. Steve Cohen told <a href=\"https:\/\/twitter.com\/AndrewSolender\/status\/1453757585740419082?s=20\">reporters<\/a> that he believes there will be a vote on the bipartisan infrastructure bill Thursday \u2013 but he wasn\u2019t confident it would pass. This lack of <a href=\"https:\/\/twitter.com\/bresreports\/status\/1453760338889957378\">confidence<\/a> was validated by Rep. Mondaire Jones <a href=\"https:\/\/twitter.com\/AndrewSolender\/status\/1453766525496725513?s=20\">told<\/a> reporters. Still, the president\u2019s Build Back Better framework needs the support of all Democrats in the Senate to pass using a process called reconciliation, and it remains unclear whether moderates like Sinema and Democratic West Virginia Sen. Joe Manchin are ready to vote yes <a href=\"https:\/\/twitter.com\/mkraju\/status\/1453783433818292225?s=20\">without<\/a> having seen the text of the bill.&nbsp;<a href=\"https:\/\/email.punchbowl.news\/t\/ViewEmail\/t\/1CF5AFFBE11386142540EF23F30FEDED\/C2D30CE7D189332E6CBD507C784BD83B\">Portions<\/a> of the bill were&nbsp;<a href=\"https:\/\/rules.house.gov\/bill\/117\/hr-5376\">publicized<\/a> Thursday afternoon, but other sections are reportedly still being drafted, according to Punchbowl News.<\/p>\n<p>Manchin and Sinema\u2019s position remains a concern to some Democrats and represents another uncertainty within the party. Cohen noted as much, <a href=\"https:\/\/twitter.com\/AndrewSolender\/status\/1453758543954386952?s=20\">explaining<\/a> that there\u2019s still an issue of \u201cthe substance and, basically, trust of\u201d the two moderate Democrats. CBS News White House <a href=\"https:\/\/twitter.com\/saraecook\/status\/1453704881173315585?s=20\">producer<\/a> Sara Cook reported that while Manchin and Sinema have \u201cloosely said okay to a very general, broad framework\u201d for Biden\u2019s proposal, they have not yet agreed to vote for the bill. <strong><a href=\"https:\/\/dailycaller.com\/2021\/09\/20\/progressives-double-down-vow-tank-infrastructure-without-budget\/\">(RELATED:&nbsp;\u2018I\u2019m Happy To Show My Cards\u2019: Progressives Double Down, Vow To Tank Infrastructure Bill If Budget Gets Delayed)<\/a><\/strong><\/p>\n<p>The Bipartisan Infrastructure Bill, on the other hand, <a href=\"https:\/\/dailycaller.com\/2015\/10\/30\/bipartisan-budget-deal-passes-the-senate\/\">passed<\/a> the Senate with overwhelming support and has been stalled in the House due to negotiations over Biden\u2019s Build Back Better plan.<\/p>\n<p>With Biden going to the Capitol to speak with members of the Democratic Party and issuing public remarks laying out his $1.75 trillion plan, at least some members of the party appear to be feeling the pressure. House Speaker <a href=\"https:\/\/dailycaller.com\/2021\/10\/24\/nancy-pelosi-social-spending-bill-deal\/\">Nancy Pelosi<\/a> reportedly pushed for a Bipartisan Infrastructure Bill vote <a href=\"https:\/\/twitter.com\/AndrewSolender\/status\/1453732528599093262?s=20\">Thursday,<\/a>&nbsp;<a href=\"https:\/\/twitter.com\/mkraju\/status\/1453738122022248454?s=20\">warning<\/a> her members not to \u201cembarrass\u201d Biden by voting it down as he traveled to Europe.<\/p>\n<blockquote class=\"twitter-tweet\" readability=\"13.321212121212\">\n<p dir=\"ltr\" lang=\"en\">Rep. Karen Bass says Biden asked members to support the BIF and Pelosi said she wants it \u201cvoted on immediately.\u201d<\/p>\n<p>As for her own demands, Bass says \u201cI would like to see text\u201d on BBB before voting on BIF.<\/p>\n<p>Says Biden gave no indication when that text would be finalized.<\/p>\n<p>\u2014 Andrew Solender (@AndrewSolender) <a href=\"https:\/\/twitter.com\/AndrewSolender\/status\/1453729352684691468?ref_src=twsrc%5Etfw\">October 28, 2021<\/a><\/p>\n<\/blockquote>\n<p>One of the key <a href=\"https:\/\/twitter.com\/mkraju\/status\/1453766916678602759?s=20\">issues<\/a> surrounding Biden\u2019s $1.75 trillion plan is that it doesn\u2019t include things like a provision to address the cost of prescription drugs by allowing Medicare to negotiate prices. That, coupled with pushback over voting for the bipartisan bill without the Build Back Better social spending package, is putting an uncertain cloud over what Biden portrayed to the American people as a near-certainty.<\/p>\n<p>Sanders, for one, <a href=\"https:\/\/twitter.com\/mkraju\/status\/1453774914280988674?s=20\">wouldn\u2019t<\/a> promise to back the social spending bill without \u201cstrong Medicare negotiation language,\u201d CNN\u2019s Manu Raju reported. Sanders initially proposed a $3.5 trillion package that included federally-funded community college and a 28% corporate tax rate, neither of which were included in Biden\u2019s latest proposal.
