The announcement follows years of speculation that China has operated a base in the country in secret, apparently confirmed by a Radio Free Europe\/Radio Liberty (RFE\/RL) report this week citing leaked diplomatic exchanges.<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<p>Tajikistan has endured some of the most severe repercussions of the Taliban jihadist group\u2019s seizure of Afghanistan in the past year, including a flood of hundreds of Afghan soldiers fleeing the country this summer as the federal government collapsed. Tajikistan held its largest-ever military exercises this year shortly before the Taliban prompted former Afghan President Ashraf Ghani to flee the country.<\/p>\n<p>While Tajikistan has expressed alarm at the rise of the Taliban, the Communist Party of China has extended support to the terrorist organization. Foreign Minister Wang Yi <a href=\"https:\/\/www.breitbart.com\/asia\/2021\/10\/26\/china-bets-on-trade-with-taliban-terrorists-will-show-openness-and-tolerance\/\">met<\/a> with senior Taliban officials on Monday and agreed to a variety of trade deals allowing the jihadists to export marble, pistachios, and other native goods into the Chinese market.<\/p>\n<p>No nation, including Tajikistan and China, has recognized the Taliban officially as the formal government of Afghanistan.<\/p>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p>The lower chamber of Tajikistan\u2019s parliament confirmed on Wednesday that the Chinese Ministry of Public Security would \u201cconstruct and outfit the facility for Tajikistan\u2019s special rapid deployment police unit\u201d on the Tajik-Afghan border,\u201d the Tajik news network Asia Plus <a href=\"https:\/\/asiaplustj.info\/en\/news\/tajikistan\/security\/20211028\/china-to-build-base-for-tajik-special-police-unit-in-gbao-says-tajik-high-ranking-police-official\">reported<\/a>. (AP Photo\/Lintao Zhang, Pool)<\/em><\/p>\n<\/div>\n<p>Another lawmaker,&nbsp;Tolibkhon Azimzoda, <a href=\"https:\/\/www.rferl.org\/a\/tajikistan-approves-chinese-base\/31532078.html\">said<\/a> on Wednesday that the two countries agreed on moving forward with the project \u201camid the Taliban\u2019s takeover of Afghanistan and growing security threats along the country\u2019s border.\u201d<\/p>\n<p>China has only one publically confirmed permanent military base abroad in the eastern African nation of Djibouti. For years, however, reports have suggested that the People\u2019s Liberation Army (PLA) has maintained a presence in Tajikistan. RFE\/RL reported this week that it had seen a communique between the two countries in which \u201cthe Tajik government has offered to transfer full control of a preexisting Chinese military base in the country to Beijing and waive any future rent in exchange for military aid from China.\u201d<\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p>RFE\/RL reported that experts believe China has operated on that base for at least five years, though both nations have denied the overwhelming evidence suggesting this arrangement, <a href=\"https:\/\/thediplomat.com\/2021\/10\/chinas-security-infrastructure-continues-to-grow-in-tajikistan\/\">including<\/a> satellite imagery of the site. The&nbsp;<em>Washington Post<\/em> <a href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/in-central-asias-forbidding-highlands-a-quiet-newcomer-chinese-troops\/2019\/02\/18\/78d4a8d0-1e62-11e9-a759-2b8541bbbe20_story.html\">revealed<\/a> in 2019 that the site had been operational for three years, citing confirmation from anonymous Chinese soldiers.<\/p>\n<p>\u201cDuring a recent trip along the Tajikistan-Afghanistan border, The Post saw one of the military compounds and encountered a group of uniformed Chinese troops shopping in a Tajik town,\u201d the newspaper revealed. \u201cThey bore the collar insignia of a unit from Xinjiang, the Chinese territory where authorities have detained an estimated 1 million Uighurs, a mostly Muslim ethnic minority.\u201d<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<p>Xinjiang, which those who live there refer to as East Turkistan, is home to 1,200 concentration camps and the site of an ongoing genocide of Muslim minorities at the hands of the Chinese Communist Party.<\/p>\n<p>Tajikistan\u2019s security needs increased dramatically over the summer as the Taliban launched a campaign of conquest against the Afghan government \u2013 a response to President Joe Biden extended the 20-year-old Afghan War in April. As the Afghan government did not&nbsp;<a href=\"https:\/\/www.breitbart.com\/asia\/2021\/08\/11\/ex-afghan-official-taliban-winning-because-corrupt-politicians-wont-even-feed-soldiers\/\">feed<\/a>, much less pay, its troops, few stood in the Taliban\u2019s way, particularly near the remote Tajik border.<\/p>\n<p>Tajik officials <a href=\"https:\/\/www.breitbart.com\/asia\/2021\/07\/05\/over-1000-afghan-troops-flood-tajikistan-fleeing-taliban-fight\/\">confirmed<\/a> in July that 1,037 swarmed the border and crossed into the country, fleeing the Taliban\u2019s advance.<\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p>\u201cTaking into account the principle of good neighbourliness and adhering to the position of non-interference in the internal affairs of Afghanistan,\u201d a Tajik government statement read, \u201cthe military personnel of the Afghan government forces were allowed to enter Tajik territory.\u201d<\/p>\n<p>Tajik officials announced they were \u201ctaking all possible measures to maintain the situation\u201d as the Taliban continued tallying victories, <a href=\"https:\/\/www.breitbart.com\/asia\/2021\/07\/08\/tajikistan-russian-military-aid-afghanistan-border\/\">urging<\/a> neighbors \u2013 particularly Russia \u2013 to lend a hand with security. Tajikistan also <a href=\"https:\/\/www.breitbart.com\/national-security\/2021\/07\/22\/taliban-threat-prompts-largest-ever-military-exercises-in-tajikistan\/\">staged<\/a> the largest military exercise in its history, boasting 20,000 troops, on the Afghan border that month.<\/p>\n<p>In August, shortly after the Taliban seized Kabul on August 15, Tajikistan <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/08\/20\/china-and-tajikistan-stage-anti-terror-drill-amid-afghan-chaos\/\">held<\/a> a joint military exercise with China in Dushanbe, the national capital. China\u2019s Public Security Ministry asserted that the rise of the Taliban \u2013 \u201cthe current anti-terrorism and security situation in the region\u201d \u2013 contributed to the need for such cooperation.<\/p>\n<p>Despite this assertion, China has extended a friendlier hand to the Taliban than nearly any other country on earth. Since August, the Foreign Ministry has <a href=\"https:\/\/www.breitbart.com\/politics\/2021\/10\/26\/pakistan-china-back-u-n-call-for-world-to-fund-afghanistan-recovery\/\">insisted<\/a> that global institutions unfreeze Afghan government assets to allow the Taliban to pay for its operations.
