Rafael Anchia said before the vote, <a href=\"https:\/\/www.texastribune.org\/2021\/10\/18\/texas-congressional-maps-redistricting\/\" target=\"_blank\" rel=\"noopener noreferrer\">according<\/a> to The Texas Tribune. \u201cI\u2019d love to be able to say it is a stain on the legacy of voting rights, but that seems to be the playbook decade after decade.\u201d<\/p>\n<p>Though Texas\u2019 Latino population has recently grown at nearly 11 times the rate of the white population, the state\u2019s two new seats to represent populations that consist of over 60% white residents, the Tribune noted. The new map also cuts the number of Hispanic-majority districts from eight to seven and the number of black-majority districts from one to zero. <strong><a href=\"https:\/\/dailycaller.com\/2021\/09\/07\/greg-abbott-signs-texas-voting-bill-intense-fight\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Abbott Signs Voting Reform Bill Into Law After Bitter, Partisan Fight)<\/a><\/strong><\/p>\n<div id=\"attachment_7270630\" class=\"wp-caption alignnone\" readability=\"33\">\n<p id=\"caption-attachment-7270630\" class=\"wp-caption-text\">Texas state representatives and visitors gather in the House chamber on the first day of the 87th Legislature\u2019s special session. Joan Huffman, who led the state Senate\u2019s redistricting process, reportedly said that there was \u201cno strong basis in evidence\u201d for creating new majority-minority districts. Huffman added&nbsp;that districts were \u201cdrawn blind to race,\u201d <a href=\"https:\/\/apnews.com\/article\/texas-race-and-ethnicity-racial-injustice-voting-rights-greg-abbott-99a18f465674a8ac6882a690a864304c\" target=\"_blank\" rel=\"noopener noreferrer\">according<\/a> to the Associated Press.&nbsp;<strong><a href=\"https:\/\/dailycaller.com\/2021\/10\/18\/illinois-democrats-float-congressional-map-jeopardize-3-of-5-republicans\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Illinois Democrats Float Map That Jeopardizes Three Of Its Five Congressional Republicans)<\/a><\/strong><\/p>\n<p>This is the first redistricting process since the 1960s after which states with a history of racial discrimination can draw maps without scrutiny by the U.S. Department of Justice because of a 2013 Supreme Court ruling invalidating that provision of the Voting Rights Act. Despite this freedom, the new map may be challenged in court once it is enacted.<\/p>\n<p>\u201cAs soon as this map is enacted, I expect Texas will be sued,\u201d Democratic lawyer Marc Elias <a href=\"https:\/\/twitter.com\/marceelias\/status\/1450230598086311937\">said<\/a> Monday.<\/p>\n<p>Republican Gov.
