Sean Casten blasted West Virginia\u2019s economy as \u201cirrelevant,\u201d following criticisms from the state\u2019s Democratic Sen. Joe Manchin, of the Build Back Better Act\u2019s chief climate provision, the Clean Energy Performance Program (CEPP).<\/p>\n<p>\u201cIf you came and said to me, \u2018We will pass the CEPP as written but we will exempt West Virginia from it,\u2019 I would take that deal. Do I think that\u2019s possible? I mean, probably not, but that would be acceptable, right? Because West Virginia is an irrelevant part of our economy,\u201d Casten <a href=\"https:\/\/www.politico.com\/newsletters\/morning-energy\/2021\/10\/18\/will-the-cepp-make-it-798264\">told<\/a> Politico on Monday.<\/p>\n<p>West Virginia is the second-largest coal-producing state in the country, behind only Wyoming, <a href=\"https:\/\/www.energywv.org\/wv-energy-profile\/coal\">according<\/a> to the West Virginia Department of Energy. The coal industry directly employs more than 30,000 West Virginians, <a href=\"https:\/\/minesafety.wv.gov\/historical-statistical-data\/wv-coal-facts\/\">according<\/a> to the state\u2019s Office of Miner Health, Safety, and Training. Coal added $12.9 billion to the state\u2019s economy in 2017, nearly 17% of West Virginia\u2019s total output, a West Virginia University study <a href=\"http:\/\/busecon.wvu.edu\/bber\/pdfs\/Econ-Impact-Coal-2018.pdf\">found<\/a>.<\/p>\n<p>As a result, Manchin has expressed skepticism of the CEPP, which would <a href=\"https:\/\/dailycaller.com\/2021\/10\/16\/green-new-deal-handouts-subsidies-democrats-joe-biden-budget-energy-climate-change\/?tpcc%3D=newsletter\">provide<\/a> grants to companies to experiment with greener energy. It would also fine companies for not ramping up green energy use, while preventing them from passing along increased costs to consumers. Manchin has <a href=\"https:\/\/www.politico.com\/newsletters\/morning-energy\/2021\/10\/14\/a-cepp-for-manchins-taste-798192\">argued<\/a> that energy companies are already reducing emissions, and called for some carbon emissions to be allowed under the CEPP\u2019s provisions.<\/p>\n<p>Casten, a member of the House Select Committee on the Climate Crisis, claimed in a Saturday tweet thread that Manchin\u2019s opposition to CEPP is \u201cthe proximate issue\u201d for him.<\/p>\n<blockquote class=\"twitter-tweet\" readability=\"10.56\">\n<p dir=\"ltr\" lang=\"en\">16\/ One last note. Independent Vermont Sen.
