Joe Manchin of West Virginia reportedly opposed two pieces of his party\u2019s spending package as negotiations over its price tag and reach continue to stall.<\/p>\n<p>Democratic Sen. Joe Manchin of West Virginia\u2019s opposition reportedly relates to the Democrats\u2019 climate change and child tax credit provisions of the budget proposal. While the majority of his party lauded both programs, the 50-50 Senate means that any one Democratic senator could tank the bill, giving Manchin veto-like power while representing a rural, coal-producing state that voted for former President Donald Trump by almost 40 points in 2020.<\/p>\n<p>Multiple reports surfaced Friday suggesting that the Clean Electricity Payment Program would likely be scrapped from the bill due to Manchin\u2019s objections, part of Democrats\u2019 attempt to fight climate change. Those backing the program, which would provide incentives for clean energy use while implementing fines and penalties for organizations continuing to rely on fossil fuels, see it as a <a href=\"https:\/\/dailycaller.com\/2021\/07\/09\/climate-change-the-squad-alexandria-ocasio-cortez-joe-biden-pramila-jayapal-nancy-pelosi\/\" target=\"_blank\" rel=\"noopener noreferrer\">fundamental piece<\/a> of the Democrats\u2019 agenda and key to reaching President Joe Biden\u2019s goal of reducing U.S. emissions by <a href=\"https:\/\/dailycaller.com\/2021\/04\/13\/joe-biden-apple-united-nations\/\" target=\"_blank\" rel=\"noopener noreferrer\">50% of what they were in 2005<\/a> by 2030. <strong><a href=\"https:\/\/dailycaller.com\/2021\/10\/12\/pelosi-budget-fewer-things-well-democrat-cuts\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Pelosi Says Budget Will Do \u2018Fewer Things Well\u2019 As Dems Brace For Cuts)<\/a><\/strong><\/p>\n<div id=\"attachment_7303588\" class=\"wp-caption alignnone\" readability=\"34\">\n<p id=\"caption-attachment-7303588\" class=\"wp-caption-text\">Steam billows from the smoke stacks of a power plant in Winfield, West Virginia. (MICHAEL MATHES\/AFP via Getty Images)<\/p>\n<\/div>\n<p>Axios&nbsp;<a href=\"https:\/\/www.axios.com\/scoop-manchins-red-lines-f9f5f7f7-56d8-4bf6-8345-13abb75ef03f.html\">reported<\/a> Sunday that Manchin insisted that the child tax credit proposal have a work requirement and that it be limited to families with an income below approximately $60,000. The credit was expanded in the coronavirus relief package passed in March, allowing for monthly payments of $300 for each child under six and $250 for each child between ages six and 17.<\/p>\n<p>Single parents earning $75,000 or less and married couples earning $150,000 or less are <a href=\"https:\/\/dailycaller.com\/2021\/07\/14\/child-tax-credit-joe-biden-american-rescue-plan\/\" target=\"_blank\" rel=\"noopener noreferrer\">eligible for the full credit<\/a>, which extends through next July, while \u201chead of household\u201d filers can earn as much as $112,500 and remain eligible. Advocates for the program credited the expansion for cutting child poverty in half, and while some studies have shown that the program is <a href=\"https:\/\/dailycaller.com\/2021\/10\/06\/biden-child-tax-credit-democrats-permanent\/\" target=\"_blank\" rel=\"noopener noreferrer\">not as widely popular<\/a> as Democrats believed, others showed that the payments are more likely to lead to <a href=\"https:\/\/dailycaller.com\/2021\/09\/23\/94-parents-child-tax-credit-payments-allow-more-work\/\" target=\"_blank\" rel=\"noopener noreferrer\">parents working even more<\/a>. <strong><a href=\"https:\/\/dailycaller.com\/2021\/08\/17\/americans-support-child-tax-credits-republicans-congress\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Americans Support Monthly Child Tax Credit Payments. Why Don\u2019t Congressional Republicans?)<\/a><\/strong><\/p>\n<p>\u201cI want work requirements for everything,\u201d Manchin <a href=\"https:\/\/thehill.com\/homenews\/senate\/577142-manchin-lays-down-demands-for-child-tax-credit-report\" target=\"_blank\" rel=\"noopener noreferrer\">told<\/a> reporters in late September. \u201cMeans testing and work requirements.\u201d<\/p>\n<p>Manchin also insisted on other red lines that infuriated many in the House Progressive Caucus (HPC), the group vowing to tank the bipartisan infrastructure bill if the budget fails to advance. He <a href=\"https:\/\/dailycaller.com\/2021\/09\/29\/joe-manchin-reconciliation-hyde-amendment-pramila-jayapal\/\" target=\"_blank\" rel=\"noopener noreferrer\">vowed<\/a> to oppose any budget that excludes the Hyde Amendment, which forbids federal health care programs from funding abortions, a stance to which Democratic Rep. Pramila Jayapal of Washington, the chair of the HPC, is opposed.<\/p>\n<p>He also insisted that he would not support a package larger than <a href=\"https:\/\/dailycaller.com\/2021\/09\/30\/joe-manchin-1-5-trillion-top-line-spending-number-reconciliation-joe-biden-wants-more\/\" target=\"_blank\" rel=\"noopener noreferrer\">$1.5 trillion<\/a>, down from the $3.5 trillion that many on the left already labeled a compromise.
