That price tag doesn\u2019t factor in the other costly measures approved by the House Ways and Means, Agriculture, Natural Resources, Oversight and Transportation committees last month.<\/p>\n<p>\u201cThis bill is crammed with green welfare subsidies, specifically for corporations and the wealthy,\u201d House Ways and Means Ranking Member Kevin Brady told the Daily Caller News Foundation in an interview.<\/p>\n<p>\u201cThey are extending and creating a whole host of green energy tax credits such as electric transmission property, zero emissions facilities and clean hydrogen,\u201d the Texas Republican continued. \u201cThese are no longer merely tax credits, which count against the taxes you owe. These are direct pay. In effect, they\u2019re government checks from Washington.\u201d<\/p>\n<p>The credits Brady referenced would <a href=\"https:\/\/acore.org\/wp-content\/uploads\/2020\/10\/ACORE-Transmission-ITC-One-Pager.pdf\">incentivize<\/a> the development of new transmission lines delivering renewable energy nationwide, <a href=\"https:\/\/www.finance.senate.gov\/chairmans-news\/-wyden-colleagues-introduce-legislation-to-overhaul-energy-tax-code-create-jobs-combat-climate-crisis\">reward facilities<\/a> that produce zero or net negative carbon emissions and <a href=\"https:\/\/www.nixonpeabody.com\/en\/ideas\/articles\/2021\/07\/27\/clean-hydrogen-developments\">offset<\/a> major costs associated with producing clean hydrogen power. But these subsidies represent a small portion of the giveaways packed into the legislation.<\/p>\n<p>Overall, the bill includes major aspects of the <a href=\"https:\/\/dailycaller.com\/2020\/07\/01\/2021-green-new-deal-alexandria-ocasio-cortez-congress-trump-midterms\/\">Green New Deal<\/a>, the behemoth climate legislation <a href=\"https:\/\/dailycaller.com\/2021\/04\/19\/democrats-alexandria-ocasico-cortez-reintroduce-green-new-deal\/\">first proposed<\/a> by progressive lawmakers in 2019. Roughly $13.5 billion would be invested in building new electric vehicle infrastructure nationwide.<\/p>\n<p>President Joe Biden recently <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/08\/05\/fact-sheet-president-biden-announces-steps-to-drive-american-leadership-forward-on-clean-cars-and-trucks\/\">set a goal<\/a> for 50% of all vehicles purchased in 2030 to be electric. In addition, his administration <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/04\/22\/fact-sheet-president-biden-sets-2030-greenhouse-gas-pollution-reduction-target-aimed-at-creating-good-paying-union-jobs-and-securing-u-s-leadership-on-clean-energy-technologies\/\">said<\/a> the U.S. would cut emissions 50% by 2030, have 100% carbon-free electricity by 2035 and achieve net-zero emissions by 2050.<\/p>\n<p>\u201cThe whole thing is ridiculous,\u201d Ebell told the DCNF. \u201cIt would be laughable except it\u2019s not laughable because it\u2019s going to have tremendously negative economic consequences. We can\u2019t meet any of these targets, but in trying to do so we can do a huge amount of economic damage.\u201d <strong><a href=\"https:\/\/dailycaller.com\/2021\/10\/15\/joe-biden-interior-department-deb-haaland-europe-energy-wind\/\">(RELATED: Experts Slam Biden\u2019s Plan To Build Government-Funded Wind Farms)<\/a><\/strong><\/p>\n<p>The budget is a key cog in the president\u2019s aggressive climate agenda and crusade against global warming which his <a href=\"https:\/\/www.sustainability.gov\/adaptation\/\">administration<\/a> has <a href=\"https:\/\/dailycaller.com\/2021\/09\/14\/joe-biden-climate-change-crisis-colorado-build-back-better-agenda\/\">labeled<\/a> a \u201ccrisis\u201d <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/10\/15\/fact-sheet-biden-administration-roadmap-to-build-an-economy-resilient-to-climate-change-impacts\/\">multiple times<\/a> since he took office. Days into his presidency, Biden <a href=\"https:\/\/dailycaller.com\/2021\/05\/17\/joe-biden-keystone-xl-pipeline-montana\/\">nixed<\/a> the Keystone XL pipeline permit, <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/01\/20\/executive-order-protecting-public-health-and-environment-and-restoring-science-to-tackle-climate-crisis\/\">opened the door<\/a> for sweeping regulation on fossil fuel producers and <a href=\"https:\/\/dailycaller.com\/2021\/06\/15\/jeff-landry-joe-biden-louisiana\/\">banned<\/a> new oil and gas leasing on federal lands, but each executive action was met with a fierce response from states.<\/p>\n<p>Since then, the president hasn\u2019t just railed against fossil fuels, instead actively promoting renewable energy technology. (Brendan Smialowski\/AFP via Getty Images)<\/p>\n<\/div>\n<p>\u201cThese technologies aren\u2019t science fiction,\u201d Biden <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2021\/09\/14\/remarks-by-president-biden-on-the-build-back-better-agenda-and-bipartisan-infrastructure-deal-arvada-co\/#:~:text=i%20had%20a%20chance%20to%20see%20the%20state-of-the-art%20wind%20turbine%20testing\" target=\"_blank\" rel=\"noopener noreferrer\">remarked<\/a> after a Sept. 14 tour of a National Renewable Energy Laboratory facility in Colorado. \u201cThey\u2019re ready to be installed across the country right now.\u201d<\/p>\n<p>The Build Back Better Act would additionally implement a production tax credit for wind, solar and geothermal energy, according to Ebell. There is also an investment tax credit in the bill that would benefit developers of energy storage devices. <strong><a href=\"https:\/\/dailycaller.com\/2021\/10\/14\/west-virginia-states-congress-energy-prices-methane-fee\/\">(RELATED: \u2018Americans Are Hurting\u2019: 19 States Urge Congress To Reject Policies That Would Cause Higher Energy Prices)<\/a><\/strong><\/p>\n<h3><strong>Clean Electricity Performance Program<\/strong><\/h3>\n<p>Perhaps chief among the climate policies found in the Build Back Better Act is the $150 billion Clean Electricity Performance Program (CEPP). The program, which is the centerpiece of the bill\u2019s climate agenda, would incentivize energy companies to produce fewer emissions through a series of grants and fees.<\/p>\n<p>\u201cThe CEPP is a repackaged version of a number of green energy proposals that have been made both recently and over the years to \u2014 we used to say nudge \u2014 now it\u2019s much more of a heavy push towards utilities generating at least 85% clean energy,\u201d American Institute for Economic Research senior faculty Ryan Yonk told the DCNF.<\/p>\n<p>If an energy supplier increases their clean output by 4% compared to the previous year, it would be eligible for a sizable grant under the CEPP, <a href=\"https:\/\/energycommerce.house.gov\/sites\/democrats.energycommerce.house.gov\/files\/documents\/Updated%20Fact%20Sheet%20on%20E%26C%20Build%20Back%20Better%20Key%20Provisions.pdf#page=4\" target=\"_blank\" rel=\"noopener noreferrer\">according<\/a> to the Energy and Commerce Committee. It also prohibits them from passing program costs to consumers, but fails to outline how it would ensure price increases aren\u2019t tied to CEPP fines.<\/p>\n<p>CEPP, though, continues to face opposition from Democratic West Virginia Sen. Joe Manchin, who could be the deciding vote for the budget, Politico <a href=\"https:\/\/www.politico.com\/newsletters\/morning-energy\/2021\/10\/14\/a-cepp-for-manchins-taste-798192\">reported<\/a>. Manchin reportedly wants to gut much of the program and include a broader definition of \u201cclean energy.\u201d<\/p>\n<p>However, when asked in September about whether he would sign a budget bill with fewer climate provisions, Biden <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2021\/09\/14\/remarks-by-president-biden-during-a-tour-of-the-national-renewable-energy-laboratory\/\">said<\/a> he was \u201cfor more climate measures.\u201d <strong><a href=\"https:\/\/dailycaller.com\/2021\/10\/13\/republicans-climate-change-environment-conservation-plan\/\">(RELATED: \u2018We\u2019re Off Track\u2019: Here\u2019s How Republicans Plan To Move The Needle On Climate Change)<\/a><\/strong><\/p>\n<h3>\u2018What\u2019s the goal?\u2019<\/h3>\n<p>\u201cIt\u2019s not based on science. It\u2019s not based on an overall strategic plan. It\u2019s a lot of feel good stuff,\u201d Republican Utah Rep. John Curtis, a member of the House Energy and Commerce Committee and chair of the Conservative Climate Caucus, told the DCNF when asked about the budget. \u201cWhat are we trying to accomplish? What\u2019s the goal? Nobody\u2019s articulated that.\u201d<\/p>\n<p>He noted, for example, that the U.S. falls far short of the grid capacity to handle the number of electric vehicle charging stations the budget would fund. The budget hasn\u2019t received the support of a single elected Republican, not even Curtis, who has <a href=\"https:\/\/dailycaller.com\/2021\/10\/13\/republicans-climate-change-environment-conservation-plan\/\">backed<\/a> many climate policies.<\/p>\n<p>The bill also fails to acknowledge the shortfalls of such a rapid transition to renewable energy, Yonk said. (Robyn Beck\/AFP via Getty Images)<\/p>\n<\/div>\n<p>In 2020, just 12% of the energy consumed by Americans came from renewables, <a href=\"https:\/\/www.eia.gov\/energyexplained\/us-energy-facts\/\">according<\/a> to the Energy Information Administration (EIA). Solar and wind, which account for a large fraction of renewable energy produced, are nature-dependent and <a href=\"https:\/\/dailycaller.com\/2021\/10\/15\/joe-biden-interior-department-deb-haaland-europe-energy-wind\/\">can be unreliable<\/a>.<\/p>\n<p>While producers often tout the energy capacity of solar and wind, they produce less than half of that capacity on average, EIA data <a href=\"https:\/\/www.eia.gov\/outlooks\/aeo\/pdf\/electricity_generation.pdf#page=7\">showed<\/a>. A rapid shift to renewables in Europe was a catalyst in the ongoing energy crisis that has seen oil, gas and coal prices skyrocket, The Wall Street Journal <a href=\"https:\/\/www.wsj.com\/articles\/how-not-to-do-an-energy-transition-11633432585\">reported<\/a>.<\/p>\n<p>Renewables require large battery storage facilities to overcome some of the problems posed by their intermittent nature, but the U.S. has a total storage power capacity of almost 2 gigawatts, <a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=49236\">according<\/a> to an EIA report in August. By comparison, the U.S. <a href=\"https:\/\/www.eia.gov\/energyexplained\/electricity\/use-of-electricity.php\">consumed<\/a> about 3.8 million gigawatts per hour last year. <strong><a href=\"https:\/\/dailycaller.com\/2021\/10\/13\/democrats-green-energy-electric-vehicle-union-workers-tax-credit\/\">(RELATED: Democrats Push For Green Energy Tax Credit Benefiting Union Workers In Budget)<\/a><\/strong><\/p>\n<p>\u201cWe really don\u2019t know what an energy market could look like because we subsidize and regulate all the different pieces of it,\u201d Yonk told the DCNF. \u201cWe\u2019ve taken what could be determined by individuals making their own choices and substituted it with a political solution where the values of those who lobby \u2014 whether they be on the green side or the energy production side \u2014 are what actually determines where we get things from.\u201d<\/p>\n<p>\u201cAs a result, we get things like the production tax credit or the investment tax credit that says, \u2018okay, if you do these narrow list of things, we will provide a subsidy,&#8217;\u201d he continued.<\/p>\n<p>Content created by The Daily Caller News Foundation is available without charge to any eligible news publisher that can provide a large audience.
