This would allow users to sue platforms for recommending harmful content.<\/p>\n<p>To lose liability protections, platforms must also have at least five million monthly visitors, and must either \u201crecklessly\u201d or knowingly recommend content that harms users. <strong><a href=\"https:\/\/dailycaller.com\/2021\/09\/30\/josh-hawley-big-tech-facebook-section-230\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Josh Hawley Proposes Bill Holding Tech Companies Liable For Harm To Children)<\/a><\/strong><\/p>\n<p>The lawmakers said the bill would help suppress the spread of \u201cdisinformation\u201d and \u201cextremism,\u201d citing Facebook whistleblower Frances Haugen\u2019s <a href=\"https:\/\/dailycaller.com\/2021\/10\/05\/facebook-whistleblower-frances-haugen-senate\/\" target=\"_blank\" rel=\"noopener noreferrer\">testimony<\/a> before Congress on the tech giant\u2019s amplification of speech it recognized as harmful.<\/p>\n<div id=\"attachment_7296992\" class=\"wp-caption alignnone\" readability=\"40\">\n<p id=\"caption-attachment-7296992\" class=\"wp-caption-text\">Former Facebook employee and whistleblower Frances Haugen testifies during a Senate Committee on Commerce, Science, and Transportation hearing entitled \u2018Protecting Kids Online: Testimony from a Facebook Whistleblower\u2019 on Capitol Hill on Capitol Hill, October 05, 2021 in Washington, DC.(Photo by Jabin Botsford-Pool\/Getty Images)<\/p>\n<\/div>\n<p>\u201cThe time for self-regulation is over, and this bill holds them accountable,\u201d Rep. Frank Pallone Jr., who chairs the Energy and Commerce Committee, said in a <a href=\"https:\/\/energycommerce.house.gov\/newsroom\/press-releases\/ec-leaders-announce-legislation-to-reform-section-230\">press release<\/a>. \u201cDesigning personalized algorithms that promote extremism, disinformation, and harmful content is a conscious choice, and platforms should have to answer for it.\u201d<\/p>\n<p>The proposal echoes <a href=\"https:\/\/dailycaller.com\/2021\/10\/13\/facebook-frances-haugen-big-tech-mark-zuckerberg\/\">suggestions<\/a>&nbsp;made by Haugen herself, who when testifying before Congress last Tuesday urged lawmakers to expand tech companies\u2019 liability.<\/p>\n<p>\u201cI strongly encourage reforming Section 230 to exempt decisions about algorithms,\u201d Haugen said. \u201cThey [Facebook] have a hundred percent control over their algorithms, and Facebook should not get a free pass on choices it makes to prioritize growth and virality and reactiveness over public safety.\u201d<\/p>\n<p>The bill is co-sponsored by Reps.
