The bill is sponsored by Democratic Sen. Amy Klobuchar of Minnesota, who chairs the Senate Judiciary subcommittee on antitrust issues, and Republican Sen. Chuck Grassley of Iowa, who serves as Ranking Member on the Senate Judiciary Committee.<\/p>\n<p>The legislation would prevent dominant online platforms from prioritizing their own services in search results or through algorithmic manipulation in addition to excluding or discriminating against competitors. Platforms covered by the legislation must have a market capitalization of $550 billion, which would include Apple, Facebook, Google parent company Alphabet, Amazon and Microsoft.<\/p>\n<p>\u201cWhen dominant tech companies exclude rivals (and) kill competition, it hurts small businesses and can increase costs for (you),\u201d Klobuchar <a href=\"https:\/\/twitter.com\/amyklobuchar\/status\/1448640382133284876\">tweeted<\/a>&nbsp;Thursday. \u201cMy new bipartisan legislation with @ChuckGrassley will establish new rules of the road to prevent large companies from boxing out their smaller competitors.\u201d<\/p>\n<div id=\"attachment_7130334\" class=\"wp-caption alignnone\" readability=\"38\">\n<p id=\"caption-attachment-7130334\" class=\"wp-caption-text\">Sen. Lindsey Graham, Richard Blumenthal, John Kennedy, Cory Booker and Cynthia Lummis. <strong><a href=\"https:\/\/dailycaller.com\/2021\/07\/02\/amy-klobuchar-mike-lee-ken-buck-federal-trade-commission-lina-khan-facebook\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Mike Lee, Klobuchar Urge FTC To \u2018Consider All Available Options\u2019 Against Facebook)<\/a><\/strong><\/p>\n<p>If passed, the bill would prevent major tech platforms from mandating that businesses pay for priority placement, and it would prevent online platforms from collecting data on businesses to disadvantage their products.<\/p>\n<p>Klobuchar told The Wall Street Journal that antitrust efforts targeting major tech platforms received a boost of urgency following <a href=\"https:\/\/dailycaller.com\/2021\/10\/05\/facebook-whistleblower-frances-haugen-senate\/\">testimony<\/a>&nbsp;from Facebook whistleblower Frances Haugen.<\/p>\n<p>\u201cIt is a catalyst to action,\u201d she told the WSJ. \u201cWe\u2019re able to disabuse people of this notion that they should keep subscribing to the tech mantra of \u2018trust us, just trust us.\u2019\u201d<\/p>\n<p>The bill is the second piece of companion legislation to the House antitrust bills, following a <a href=\"https:\/\/thehill.com\/policy\/technology\/573625-senate-panel-advances-antitrust-bill-that-eyes-google-facebook\">bill<\/a>&nbsp;advanced out of the Senate Judiciary Committee in September that allowed state attorneys general to select venue when filing antitrust complaints. Senators, including Republican Sen. Tom Cotton of Arkansas and Republican Sen.
