While the amount of new funding proposed for such institutions in the Biden-backed Build Back Better Act has decreased during the negotiation process in Congress, Biden has not cut existing funding to HBCUs.<\/p>\n<p><span><strong>Fact Check:<\/strong><\/span><\/p>\n<p>The <a href=\"https:\/\/www.instagram.com\/p\/CUx7X1pl-zd\/?utm_source=ig_embed&amp;ig_rid=4191d66d-56f7-454b-a210-b6378ab66287\" target=\"_blank\" rel=\"noopener noreferrer\">Instagram post<\/a> attempts to compare Trump and Biden\u2019s handling of HBCU government funding, saying, \u201cSay what you want about Trump\u2026 but he permanently funded HBCUs. Biden defunded them by $30 billion dollars. The black community was manipulated for votes.\u201d<\/p>\n<p>Trump did sign the <a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/5363\" target=\"_blank\" rel=\"noopener noreferrer\">FUTURE Act<\/a> into law in December 2019. That bipartisan bill permanently authorized $255 million a year for HBCUs and other minority-serving educational institutions, according to <a href=\"https:\/\/www.forbes.com\/sites\/michaeltnietzel\/2020\/02\/20\/the-presidential-candidates-are-paying-new-attention-to-the-hbcus-heres-what-they-propose\/?sh=1015683f2a85\" target=\"_blank\" rel=\"noopener noreferrer\">Forbes<\/a>. <strong><a href=\"https:\/\/checkyourfact.com\/2021\/02\/11\/fact-check-joe-biden-cancel-250-million-historically-black-colleges-universities\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Did Joe Biden Cancel $250 Million For Historically Black Colleges And Universities?)<\/a><\/strong><\/p>\n<p>The post\u2019s claim about Biden \u201cdefunding\u201d HBCUs by $30 million, however, doesn\u2019t hold up under scrutiny. The $3.5 trillion reconciliation bill, a key piece of Biden\u2019s domestic agenda that is still being negotiated in Congress, originally proposed $45 billion in new, additional funding to HBCUs and minority-serving institutions, according to the <a href=\"https:\/\/www.usnews.com\/news\/politics\/articles\/2021-10-05\/black-colleges-funding-hopes-dim-amid-federal-budget-battle\" target=\"_blank\" rel=\"noopener noreferrer\">Associated Press<\/a>. That new funding has since been reduced to $2 billion in a more recent version of the legislation, the outlet <a href=\"https:\/\/www.usnews.com\/news\/politics\/articles\/2021-10-05\/black-colleges-funding-hopes-dim-amid-federal-budget-battle\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a> Oct. 5.<\/p>\n<p>\u201cThe Build Back Better Act proposes a new $2 billion fund for HBCUs and Minority Serving Institutions (MSIs) research infrastructure,\u201d <a href=\"https:\/\/www.linkedin.com\/in\/victor-santos-mpa-0b17935a\" target=\"_blank\" rel=\"noopener noreferrer\">Victor Santos<\/a>, senior director for government relations at the public HBCU-representing <a href=\"https:\/\/www.tmcf.org\/about-us\/who-we-are\/\" target=\"_blank\" rel=\"noopener noreferrer\">Thurgood Marshall College Fund<\/a>, told Check Your Fact via email. \u201cThis is a brand new pot of money that has not previously existed. The bill also includes a $27.5 billion tuition-assistance fund for students at HBCUs and MSIs.\u201d<\/p>\n<p>Santos added that \u201cthere has been a decrease based upon the original proposals set forth by the administration, but again, these were not existing programs but new programs and the original figures presented were aspirational goals.\u201d <strong><a href=\"https:\/\/checkyourfact.com\/2021\/09\/30\/fact-check-joe-biden-build-back-better-agenda-cost-zero-dollars\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Would Joe Biden\u2019s Build Back Better Agenda \u2018Cost Zero Dollars\u2019?)<\/a><\/strong><\/p>\n<div readability=\"34.201010668164\">\n<p>\u201cIn addition, dollars would have been and still are competitive grants between HBCUs and MSIs. There are 569 Hispanic Serving Institutions or HSIs (one type of MSI) and only 101 HBCUs. HSIs include schools like the University of Miami, University of California, and the University of Texas. It is likely that even from the larger number originally proposed aspirationally \u2013 HBCUs would have only received a small percentage,\u201d Santos went on to say. \u201cThe Build Back Better Act also includes a $1.45 billion increase in mandatory appropriations for HBCUs and MSIs over 10 years.\u201d<\/p>\n<p>Walter M. Kimbrough, president of <a href=\"https:\/\/www.dillard.edu\/president\/\" target=\"_blank\" rel=\"noopener noreferrer\">Dillard University<\/a>, called the \u201c$30 billion HBCU cut\u201d claim a \u201clie\u201d and said \u201cthere has not been a cut in funding\u201d in an <a href=\"https:\/\/twitter.com\/HipHopPrez\/status\/1445442390446198784?s=20\" target=\"_blank\" rel=\"noopener noreferrer\">Oct. 5 tweet thread<\/a>.
