Both of the airlines are based in Texas.<\/p>\n<p>Abbott\u2019s order countered guidance issued by the Biden administration in September that stated:<\/p>\n<p><em>The Guidance applies to all covered contractor employees and to all contractor or subcontractor workplace locations. While at a Federal workplace, covered contractor employees must also comply with any additional agency workplace safety requirements for that workplace. Because covered contractor employees working on a covered contract need to be fully vaccinated after December 8, 2021, covered contractor employees who work only at a Federal workplace need to be fully vaccinated by that date as well, unless legally entitled to an accommodation.<\/em><\/p>\n<p>\u201cSouthwest said it \u2018would be expected to comply with the President\u2019s Order to remain compliant as a federal contractor.\u2019 American said while it was reviewing Abbott\u2019s executive order, \u2018this does not change anything\u2019 for the company,\u2019\u201d <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/rebuffing-texas-governor-american-airlines-southwest-stand-by-vaccine-mandate-2021-10-12\/\">Reuters<\/a> reported, adding, \u201cBoth carriers have asked U.S.-based employees to submit proof of vaccination by Nov. 24.\u201d<\/p>\n<p>On October 4, Southwest Airlines <a href=\"https:\/\/www.swamedia.com\/releases\/release-66d1c9ae7fd4aa2df09a33d586c3b894-southwest-airlines-complying-with-directive-for-federal-contractors-by-requiring-all-employees-to-become-fully-vaccinated-against-covid-19\">stated<\/a> that it had \u201ccompleted a thorough review of President Biden\u2019s COVID Action Plan and determined that the carrier\u2019s contracts with the U.S. government require full compliance with the federal vaccination directive. Employees of Southwest Airlines must be fully vaccinated against COVID-19, or be approved for a religious, medical, or disability accommodation, by Dec. 8, 2021, to continue employment with the airline.\u201d<\/p>\n<p>Gary Kelly, Southwest Airlines chairman and CEO, stated at the time, \u201cSouthwest Airlines must join our industry peers in complying with the federal government\u2019s COVID-19 vaccination directive. I encourage all Southwest Employees to meet the federal directive, as quickly as possible, since we value every individual and want to ensure job security for all.\u201d<\/p>\n<p>On Monday, Abbott, who had already banned vaccine mandates from governmental entities, went further than that, issuing an <a href=\"https:\/\/gov.texas.gov\/uploads\/files\/press\/EO-GA-40_prohibiting_vaccine_mandates_legislative_action_IMAGE_10-11-2021.pdf\">executive order<\/a>&nbsp;entirely banning vaccine mandates in the state by employers, including private employers.
