At no point during the panel did Fauci or Bright make comments that indicate a plot to stage a \u201cmassive health scare\u201d using a \u201cnew virus.\u201d<\/p>\n<p><b>Fact Check:<\/b><\/p>\n<p>Featured in the <a href=\"https:\/\/www.instagram.com\/p\/CUoa3gPlByj\/?utm_source=ig_embed&amp;utm_campaign=embed_video_watch_again\" target=\"_blank\" rel=\"noopener noreferrer\">viral video<\/a> are two clips, one of Fauci and one of Bright, both participating in a panel discussion. The footage shows part of a <a href=\"https:\/\/www.c-span.org\/video\/?465845-1\/universal-flu-vaccine&amp;playEventhttps:\/\/www.c-span.org\/video\/?465845-1\/universal-flu-vaccine&amp;playEvent\" target=\"_blank\" rel=\"noopener noreferrer\">Milken Institute Future of Health Summit<\/a> that Fauci and Bright <a href=\"https:\/\/milkeninstitute.org\/events\/future-of-health-summit-2019\/program\" target=\"_blank\" rel=\"noopener noreferrer\">attended<\/a> in October 2019.<\/p>\n<p>\u201cThere might be a need or even an urgent call for an entity of excitement out there that\u2019s completely disruptive, that\u2019s not beholden to bureaucratic strings and processes,\u201d Bright says in the Instagram video, while Fauci can seen saying, \u201cSo we really do have a problem of how the world perceives influenza, and it\u2019s gonna be difficult to change that, unless you do it from within and say, \u2018I don\u2019t care what your perception is, we\u2019re gonna address the problem.&#8217;\u201d<\/p>\n<p>The <a href=\"https:\/\/www.instagram.com\/p\/CUoa3gPlByj\/?utm_source=ig_embed&amp;utm_campaign=embed_video_watch_again\" target=\"_blank\" rel=\"noopener noreferrer\">Instagram video<\/a> appears to come from <a href=\"https:\/\/www.infowars.com\/posts\/monday-night-emergency-broadcast-video-of-fauci-and-hhs-plotting-to-stage-massive-health-scare-using-new-virus-emerges\/\" target=\"_blank\" rel=\"noopener noreferrer\">a recent, longer video<\/a> published by InfoWars, a website that has <a href=\"https:\/\/www.politifact.com\/personalities\/alex-jones\/\" target=\"_blank\" rel=\"noopener noreferrer\">promoted conspiracy theories<\/a> in the past. The Instagram video takes Bright and Fauci\u2019s comments during a panel about a universal influenza vaccine out of context to suggest Fauci and the Department of Health and Human Services are \u201cplotting TO stage massive health scare using \u2018new virus.&#8217;\u201d<\/p>\n<p>Bright <a href=\"https:\/\/www.c-span.org\/video\/?465845-1\/universal-flu-vaccine&amp;playEvent\" target=\"_blank\" rel=\"noopener noreferrer\">made the comment<\/a> about an \u201centity of excitement out there that\u2019s completely disruptive\u201d after other panel participants suggested that researching influenza is not as attractive to PhD and post-doctoral students as other research topics. One of the other panelists mentioned that non-government organizations had provided grants for influenza research and that increasing inter-disciplinary collaboration could help influenza research.<\/p>\n<p>Here\u2019s what Bright said, in part:<\/p>\n<blockquote readability=\"14\">\n<p>To make it sexy, I think we have to \u2013 I like the concept \u2013 disrupting this field. If we are just continuing thinking we\u2019re going to work on another iteration or \u2013 and no offense, I think we need to continue what we\u2019re doing \u2013 another iteration or another assay or another step, I don\u2019t know if that\u2019s enough to excite those really creative thinkers. So, in addition to doing what we\u2019re doing so good at, I think in parallel there might be a need or even an urgent call for an entity of excitement that\u2019s completely disruptive, that\u2019s not beholden to bureaucratic strings and processes.<\/p>\n<\/blockquote>\n<p>Fauci then jumped in, saying at one point that the \u201ceasiest way to get a grad student really excited about something that isn\u2019t sexy is to, you know, put a gown on it by having a lot of money\u201d and that more funding could draw \u201cnew people with new ideas,\u201d according to <a href=\"https:\/\/www.c-span.org\/video\/?465845-1\/universal-flu-vaccine&amp;playEvent\" target=\"_blank\" rel=\"noopener noreferrer\">C-SPAN<\/a>.<\/p>\n<p>The remark Fauci made in the Instagram video comes around the <a href=\"https:\/\/www.c-span.org\/video\/?465845-1\/universal-flu-vaccine&amp;playEvent\" target=\"_blank\" rel=\"noopener noreferrer\">41-minute mark of C-SPAN\u2019s footage<\/a> of the panel, while he was talking about how he believes there is a \u201cmisperception\u201d that influenza is not a serious disease and that it is a barrier for progress on influenza research.<\/p>\n<p>\u201cIt\u2019s the diversity of what influenza means to the community. For some people, they get the flu \u2013 the real flu, not like \u2018I have the stomach flu,\u2019 but the real flu. They get better. So there\u2019s sort of this perception, if it\u2019s so serious, how come people get flu each year and it isn\u2019t a catastrophe,\u201d he said shortly before making the comment shown in the Instagram video. \u201cWhen you\u2019re dealing with a disease like HIV, if you get HIV, it\u2019s serious whether you\u2019re young, whether you\u2019re middle age, whether you\u2019re old. If you get cancer, that\u2019s bad, whether you\u2019re young, whether it\u2019s intermediate.
