West Virginia Sen. Joe Manchin <a href=\"https:\/\/dailycaller.com\/2021\/09\/29\/joe-manchin-reconciliation-hyde-amendment-pramila-jayapal\/\">told<\/a> National Review last week that the bill is \u201cdead on arrival\u201d without the amendment and reiterated his stance on Monday. Democratic Washington Rep. Pramila Jayapal, on the other hand, noted she will not sign a bill with this inclusion.<\/p>\n<p>\u201cI want to get the bill passed,\u201d Biden told reporters Tuesday. \u201cI\u2019d sign it either way.\u201d<\/p>\n<p>The president\u2019s comments seem to fly in the face of White House press secretary Jen Psaki\u2019s statement on the issue. Psaki told reporters Monday that Biden \u201copposes the Hyde Amendment\u201d and his opinion has \u201cnot changed,\u201d though she declined to directly address Manchin\u2019s comments.<\/p>\n<div id=\"attachment_7296102\" class=\"wp-caption aligncenter\" readability=\"39\">\n<p id=\"caption-attachment-7296102\" class=\"wp-caption-text\">WASHINGTON, DC \u2013 SEPTEMBER 30: Sen. (Photo by Drew Angerer\/Getty Images)<\/p>\n<\/div>\n<p>Psaki also said she would not negotiate from the podium \u2013 a comment often heard from the White House amid discussions with Democratic lawmakers on Biden\u2019s agenda.<\/p>\n<p>Biden flipped his stance on the Hyde Amendment in 2019 after pressure from fellow 2020&nbsp;Democratic contenders. One day after his campaign reaffirmed his support for the <a href=\"https:\/\/dailycaller.com\/2021\/06\/10\/manchin-hyde-amendment-abortion\/\">amendment<\/a>, the president came out and declared he could \u201cno longer support an amendment that makes that right dependent on someone\u2019s ZIP code.\u201d<\/p>\n<p>The president appears to be putting the ball squarely in Democratic lawmakers\u2019 court on the issue. With Biden unwilling to take a firm stance on whether or not to include the Hyde Amendment, it\u2019s up to <a href=\"https:\/\/dailycaller.com\/2021\/09\/22\/pramila-jayapal-progressive-caucus-moderates-crash-entire-democratic-agenda\/\">Democrats<\/a> in his party to agree to a solution.<\/p>\n<p>Senate Majority Whip Dick Durbin, who didn\u2019t rule out signing a bill with the amendment,&nbsp;<a href=\"https:\/\/www.cnn.com\/videos\/politics\/2021\/10\/03\/sotu-sen-durbin-hyde-amendment-dana-bash.cnn\">expressed concern<\/a> over the subject. He told CNN on Sunday that he\u2019s seen countless \u201cmajor pieces of legislation founder on this issue\u201d throughout his Senatorial career. <strong><a href=\"https:\/\/dailycaller.com\/2021\/10\/05\/hyde-amendment-disagreements-threaten-to-permanently-derail-bidens-big-spending-bill\/\">(RELATED:&nbsp;Hyde Amendment Disagreements Threaten To Permanently Derail Biden\u2019s Big Spending Bill)<\/a><\/strong><\/p>\n<p>\u201cI don\u2019t want to say anything now to jeopardize the negotiations, but I hope that we\u2019ll keep in perspective that what we\u2019re trying to do is going to have a positive impact on families and children,\u201d Durbin said. \u201cAnd we should move toward that goal together.
