Experts confirmed such a proposal is not present in either, as well.<\/p>\n<p><span><strong>Fact Check:&nbsp;<\/strong><\/span><\/p>\n<p>President Joe Biden and Democrats in Congress are currently working to pass the <a href=\"https:\/\/docs.house.gov\/meetings\/BU\/BU00\/20210925\/114090\/BILLS-117pih-BuildBackBetterAct.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Build Back Better Act<\/a>, a $3.5 trillion budget reconciliation package, and the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/3684\" target=\"_blank\" rel=\"noopener noreferrer\">Infrastructure Investment and Jobs Act<\/a>, a $1.2 trillion bipartisan infrastructure bill, according to <a href=\"https:\/\/www.cnbc.com\/2021\/10\/04\/schumer-aims-to-pass-biden-infrastructure-build-back-better-plans-in-october.html\" target=\"_blank\" rel=\"noopener noreferrer\">CNBC<\/a>.<\/p>\n<p>\u201cThis \u2018infrastructure bill\u2019 on page 2385 presents a federal property tax of 3% on all homes and land \u2013 both residential and commercial,\u201d one Facebook post <a href=\"https:\/\/www.facebook.com\/photo.php?fbid=10159866479163678&amp;set=a.10153187443808678&amp;type=3&amp;theater\" target=\"_blank\" rel=\"noopener noreferrer\">recently claimed<\/a>. \u201cThis means the average American with a 400k home will pay 12k per year on this tax \u2013 into infinity \u2013 forever. Unbelievable!\u201d<\/p>\n<p>However, neither the Build Back Better Act nor the bipartisan infrastructure bill mention a 3 percent federal property tax on page 2,385, a review by Check Your Fact found. That page in the <a href=\"https:\/\/docs.house.gov\/meetings\/BU\/BU00\/20210925\/114090\/BILLS-117pih-BuildBackBetterAct.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Build Back Better Act<\/a> talks about drug prices, while the page in the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/3684\/text\" target=\"_blank\" rel=\"noopener noreferrer\">Infrastructure Investment and Jobs Act<\/a> discusses ferry services.<\/p>\n<p>Media outlets have covered <a href=\"https:\/\/www.cnn.com\/2021\/07\/28\/politics\/infrastructure-bill-explained\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">both<\/a> <a href=\"https:\/\/www.wsj.com\/articles\/infrastructure-bill-2021-what-11627515002\">pieces<\/a> <a href=\"https:\/\/www.cbsnews.com\/news\/budget-reconciliation-bill-build-back-better-act\/\" target=\"_blank\" rel=\"noopener noreferrer\">of legislation<\/a> extensively. There are no credible reports of either bill proposing a 3 percent federal property tax.<\/p>\n<p><a href=\"https:\/\/www.urban.org\/author\/jim-parrott\" target=\"_blank\" rel=\"noopener noreferrer\">Jim Parrott<\/a>, a non-resident fellow at the Urban Institute, confirmed to Check Your Fact in an email that neither bill contained a federal property tax, saying, \u201cWhoever is making this claim is either confusing what\u2019s in the package or simply making it up, as there is no such property tax.\u201d<\/p>\n<p><a href=\"https:\/\/taxfoundation.org\/staff\/garrett-watson\/\" target=\"_blank\" rel=\"noopener noreferrer\">Garrett Watson<\/a>, a senior policy analyst at the Tax Foundation, also told Check Your Fact in an email that the claim was \u201cnot true,\u201d noting, \u201cSpecifically, <a href=\"https:\/\/docs.house.gov\/meetings\/BU\/BU00\/20210925\/114090\/BILLS-117pih-BuildBackBetterAct.pdf\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/docs.house.gov\/meetings\/BU\/BU00\/20210925\/114090\/BILLS-117pih-BuildBackBetterAct.pdf&amp;source=gmail&amp;ust=1633447872173000&amp;usg=AFQjCNG-25-pPYXDwoLgaChSRgS7YJUg0Q\">page 2385 of the Build Back Better Act<\/a> relates to drug pricing proposals, not a 3% federal property tax.\u201d<\/p>\n<p>A 3 percent federal property tax is \u201cprobably not even constitutional,\u201d <a href=\"https:\/\/www.crfb.org\/biography\/staff\/marc-goldwein\" target=\"_blank\" rel=\"noopener noreferrer\">Marc Goldwein<\/a>, the senior vice president and senior policy director for the government spending watchdog group Committee for a Responsible Federal Budget, told Check Your Fact in a phone interview.
