It also required \u2018physical and financial separation\u2019 between family planning and abortion services at places that offered both,\u201d the New York Times said, noting that the rule was aimed at providers for whom the funds could be fungible \u2014 that is, go to offset other costs, allowing abortion providers to spend more of their budget on abortion services, even as they were unable to receive direct taxpayer funding.<\/p>\n<p>When then-President Donald Trump\u2019s HHS ruled that groups like Planned Parenthood, who received nearly 40% of Title X patients, would be barred from referring pregnant women for abortions, abortion providers largely withdrew from the program.<\/p>\n<p>The change marked a \u201csignificant shift\u201d for the group, according to <a href=\"https:\/\/www.npr.org\/2019\/08\/19\/752438119\/planned-parenthood-out-of-title-x-over-trump-rule\">National Public Radio<\/a>.<\/p>\n<p>\u201cPlanned Parenthood\u2019s withdrawal from the $286 million federal program represents a significant shift in the way the family planning program operates,\u201d the outlet noted during the Trump administration. \u201cThe organization has been involved in the program since its inception, and officials say it serves about 40% of the nation\u2019s 4 million Title X recipients, who receive services such as contraception and STD screenings.\u201d<\/p>\n<p>Planned Parenthood and others challenged the rule in court but lost.<\/p>\n<div class=\"css-53u6y8\" readability=\"34.822027134876\">\n<p class=\"css-axufdj evys1bk0\">\u201cPresident Biden signaled shortly after taking office that he intended to rescind the Trump-era rule, writing in a memorandum calling for action on women\u2019s health issues that it put \u2018women\u2019s health at risk by making it harder for women to receive complete medical information,&#8217;\u201d t<a href=\"https:\/\/www.nytimes.com\/2021\/10\/04\/us\/politics\/abortion-biden-trump.html\">the New York Times reported Tuesday<\/a>.<\/p>\n<p>Planned Parenthood called the rule reversal <strong class=\"css-8qgvsz ebyp5n10\"> \u201c<\/strong>a major victory for patients, access to sexual and reproductive health care, and health equity,\u201d and called the grant program a \u201ccritical piece of our social safety net that can, and should, ensure that people with low incomes can access essential health care without forcing providers to withhold referrals for all of the options available to them.\u201d<\/p>\n<p>The group still suggested, however, that the Biden administration\u2019s HHS did not go far enough, because it allows \u201cobjecting individuals and grantees\u201d \u2014 presumably crisis pregnancy centers and other religious organizations that provide women\u2019s health services \u2014 not to refer patients to abortion providers.<\/p>\n<p><i>The Daily Wire is one of America\u2019s fastest-growing conservative media companies and counter-cultural outlets for news, opinion, and entertainment.
