Democratic Sens. Joe Manchin of West Virginia and Kyrsten Sinema of Arizona have openly balked at the $3.5 trillion price tag for the reconciliation bill and in response, <a href=\"https:\/\/dailycaller.com\/2021\/09\/22\/pramila-jayapal-progressive-caucus-moderates-crash-entire-democratic-agenda\/\">progressives<\/a> have issued threats to tank the bipartisan bill.<\/p>\n<p>While the price tag is one of the focal points for Manchin and Sinema, it\u2019s not the only issue. Manchin, who has long <a href=\"https:\/\/dailycaller.com\/2018\/08\/28\/manchin-planned-parenthood-funding-abortions\/\">issued<\/a> pro-life comments, <a href=\"https:\/\/dailycaller.com\/2021\/09\/29\/joe-manchin-reconciliation-hyde-amendment-pramila-jayapal\/\">told the<\/a> National Review last week that the <a href=\"https:\/\/dailycaller.com\/2021\/06\/23\/democrats-roe-v-wade-hyde-amendment\/\">bill<\/a> is \u201cdead on arrival\u201d if it doesn\u2019t include the Hyde Amendment.<\/p>\n<p>\u201cWe\u2019re not taking the Hyde amendment off. Hyde\u2019s going to be on,\u201d Manchin said. \u201cIt has to be. It has to be. That\u2019s dead on arrival if that\u2019s gone.\u201d<\/p>\n<p>Following Manchin\u2019s comments, Democratic Washington Rep. Pramila Jayapal, chairwoman of the Progressive Caucus, <a href=\"https:\/\/www.cnn.com\/videos\/politics\/2021\/10\/03\/pramila-jayapal-manchin-hyde-amendment-sot-sotu-vpx.cnn\">told CNN<\/a> on Sunday that she absolutely would not vote for a bill that includes the amendment. She later noted that it\u2019s \u201ca negotiation\u201d while claiming that most \u201cof the country does not support\u201d the Hyde Amendment.<\/p>\n<p>White House press secretary Jen Psaki also weighed in on the debate when asked where Biden stands on including the amendment in the reconciliation bill. She told reporters Monday that Biden \u201copposes the Hyde Amendment\u201d and his opinion has \u201cnot changed,\u201d though she declined to directly address Manchin\u2019s comments.<\/p>\n<p>Psaki also said she wouldn\u2019t be negotiating on the package from the podium, a comment often heard from the administration amid their efforts to get Democrats united on Biden\u2019s agenda.<\/p>\n<blockquote class=\"twitter-tweet\" readability=\"11.061889250814\">\n<p dir=\"ltr\" lang=\"en\">Manchin wants the Hyde Amendment in the reconciliation bill. The administration has so far kept its negotiating tactics close, opting to allow lawmakers to speak for themselves regarding meetings and discussions with Biden. <strong><a href=\"https:\/\/dailycaller.com\/2021\/03\/04\/catholic-vote-manchin-becerra\/\">(RELATED: CatholicVote Appeals To Sen. Manchin\u2019s Faith, Calls On Him To Reject Becerra Nomination)<\/a><\/strong><\/p>\n<p>While it\u2019s clear Biden remains steadfastly against the Hyde Amendment \u2013 and Manchin for it \u2013 what\u2019s unclear is how much the current president is willing to negotiate on the subject. If the president buckles on the Hyde Amendment to get Manchin\u2019s support, other Democratic lawmakers like Jayapal appear ready to step up and oppose the bill.<\/p>\n<p>Senate Majority Whip Dick Durbin, for one, <a href=\"https:\/\/www.cnn.com\/videos\/politics\/2021\/10\/03\/sotu-sen-durbin-hyde-amendment-dana-bash.cnn\">expressed concern<\/a> over the subject, telling CNN on Sunday that he\u2019s seen countless \u201cmajor pieces of legislation founder on this issue\u201d throughout his Senatorial career.<\/p>\n<p>\u201cI don\u2019t want to say anything now to jeopardize the negotiations, but I hope that we\u2019ll keep in perspective that what we\u2019re trying to do is going to have a positive impact on families and children,\u201d Durbin said. \u201cAnd we should move toward that goal together. We\u2019ve got to find ways to deal with this issue, honestly, but I hope it is not the decisive issue when it comes to the future of this package.\u201d<\/p>\n<p>Durbin noted that he\u2019s voted both ways in the past and said he doesn\u2019t \u201cwant to let the entire package break down\u201d over this issue.<\/p>\n<p>Biden\u2019s stance on the Hyde Amendment is a new one \u2013 up until June 2019, the president backed the amendment. Biden issued a <a href=\"https:\/\/dailycaller.com\/2019\/06\/06\/biden-flips-hyde-amendment-pressure\/\">surprising flip<\/a> during his run for president just one day after his campaign reaffirmed his support for the Hyde Amendment.<\/p>\n<p>The president\u2019s reversal followed multiple 2020 Democratic contenders using his original position to go after the current president.<\/p>\n<p>\u201cI can\u2019t justify leaving millions of women without access to the care they need and the ability to \u2026 exercise their constitutionally protected right,\u201d Biden said during a Democratic National Committee gala in 2019. \u201cIf I believe health care is a right, as I do, I can no longer support an amendment that makes that right dependent on someone\u2019s ZIP code.\u201d<\/p>\n<p>Biden said he would not apologize for his \u201clast position\u201d and slammed Republicans during the speech over health care.<\/p>\n<p>\u201cWhen, in fact, there is this enormous pressure and even threat to close down clinics that are available in the past for women who do not have the funds, but are able to have them paid for privately as we\u2019ve been able to do, that was one thing.
