Title X,&nbsp;<a href=\"https:\/\/www.presidency.ucsb.edu\/documents\/statement-signing-the-family-planning-services-and-population-research-act-1970\">created in 1970<\/a> under the direction of former President Richard Nixon, has always forbidden the funds from directly paying for abortions, according to the Post.<\/p>\n<p>\u201cToday more than ever, we are making clear that access to quality family planning care includes accurate information and referrals \u2014 based on a patient\u2019s needs and direction,\u201d Health and Human Services (HHS) Secretary Xavier Becerra said in a Monday statement, the Post reported. <strong><a href=\"https:\/\/dailycaller.com\/2021\/04\/14\/biden-trump-pro-life-protect-life-rule\/\">(RELATED: Biden Begins Rolling Back Trump\u2019s Pro-Life Protections)<\/a><\/strong><\/p>\n<p>Former President Donald Trump&nbsp;<a href=\"https:\/\/dailycaller.com\/2021\/03\/02\/covid-19-relief-package-title-x-abortion-biden\/\">ordered in July 2019<\/a> that family planning clinics be stripped of their Title X funding if they refer women for abortions, taking the Title X rule even further than Nixon. Under former President Ronald Reagan, the rule <a href=\"https:\/\/www.nytimes.com\/1988\/01\/30\/us\/reagan-bars-mention-of-abortion-at-clinics-receiving-us-money.html\" target=\"_blank\" rel=\"noopener noreferrer\">forbade<\/a>&nbsp;the funds from being used for abortion counseling.<\/p>\n<p>Trump\u2019s rules required that organizations that perform <a href=\"https:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=5&amp;cad=rja&amp;uact=8&amp;ved=2ahUKEwj0mdW1gfniAhViUN8KHembBtYQFjAEegQIAxAB&amp;url=https%3A%2F%2Fdailycaller.com%2F2019%2F06%2F18%2Fcelebrities-abortion-georgia%2F&amp;usg=AOvVaw0Hqn5r9kCLeXVHWl-93--V\" target=\"_blank\" rel=\"noopener noreferrer\">abortions<\/a>&nbsp;and make abortion referrals do so in separate buildings from those receiving Title X federal funds.<\/p>\n<div id=\"attachment_7295184\" class=\"wp-caption alignnone\" readability=\"32\">\n<p id=\"caption-attachment-7295184\" class=\"wp-caption-text\">(Photo by NICHOLAS KAMM\/AFP via Getty Images)<\/p>\n<\/div>\n<p>The Biden administration&nbsp;<a href=\"https:\/\/dailycaller.com\/2021\/01\/28\/biden-executive-action-abortion-health-care-insurance-mexico-city-policy-title-x-obamacare-affordable-care-act\/\">quickly took steps to reverse<\/a>&nbsp;Trump\u2019s policy. In a Jan. 28 executive <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/01\/28\/memorandum-on-protecting-womens-health-at-home-and-abroad\/\" target=\"_blank\" rel=\"noopener noreferrer\">order<\/a>, the new president ordered HHS to perform a review of Title X family planning regulations and consider \u201cas soon as practicable, whether to suspend, revise, or rescind, or publish for notice and comment proposed rules suspending, revising, or rescinding, those regulations.\u201d<\/p>\n<p>The pro-life Susan B.
