The Hyde Amendment, which has protected taxpayers from having to fund most abortions since the 1970s, has become the center of fresh controversy since Senator Joe Manchin (D-WV) insisted that he will not vote for any spending bill that does not include the pro-life provision. One of the foremost leaders of House progressives has claimed that the majority of Americans does not support this amendment. Here are the facts you need to know.<\/p>\n<p><strong>The claim<\/strong><\/p>\n<p>On Sunday\u2019s \u201cState of the Union,\u201d CNN\u2019s Dana Bash asked Rep. Pramila Jayapal (D-WA) about Senator Manchin\u2019s <a href=\"https:\/\/www.dailywire.com\/news\/democrat-senator-deals-death-blow-to-bidens-3-5-trillion-agenda-definition-of-fiscal-insanity\">comments<\/a> to National Review that any reconciliation bill that comes before him without the Hyde Amendment is \u201cdead on arrival.\u201d<\/p>\n<p>Jayapal, the chair of the House Progressive Caucus, has said she has enough votes to kill President Joe Biden\u2019s proposed $3.5 trillion spending bill if it does not include progressive priorities. Jayapal is an outspoken supporter of abortion. During a House Oversight Committee hearing last Thursday, she and <a href=\"https:\/\/www.dailywire.com\/news\/the-views-sunny-hostin-says-democrats-personal-abortion-stories-left-her-cringing-i-wasnt-convinced\">shared<\/a> the story of her own abortion, as did Rep. Cori Bush (D-MO) and Rep. Barbara Lee (D-CA)<\/p>\n<p>\u201cI know this is personal for you,\u201d Bash told Jayapal. &nbsp;\u201cCan you vote for a bill that has the Hyde Amendment in it?\u201d<\/p>\n<p>\u201cNo,\u201d Jayapal replied. She said, while Democrats continue negotiating over the terms of the continuing resolution, \u201cthe Hyde Amendment is something that the majority of the country does not support.\u201d<\/p>\n<p>Representative Jayapal then echoed others who have replaced the term \u201cwoman\u201d with language that includes women who consider themselves transgender males, saying that the decision to have an abortion should be up to \u201cthe people that [sic] carry the babies.\u201d<\/p>\n<p>Bash made no effort to push back on Jayapal\u2019s assertion about public support for the Hyde Amendment. But how do Americans really feel about abortion funding?<\/p>\n<p><strong>The facts<\/strong><\/p>\n<p>Polls consistently show that Americans oppose forcing taxpayers to fund abortion-on-demand. A strong majority of all Americans \u2014 including two-thirds of registered independents and 31% of Democrats \u2014 oppose federal funding of abortion, <a href=\"https:\/\/www.kofc.org\/en\/resources\/news-room\/polls\/kofc-americans-opinions-on-abortion012021.pdf\">according<\/a> to the most recent Marist\/Knights of Columbus poll released in January. (Even stronger majorities \u2014 77% of Americans and 55% of Democrats \u2014 oppose taxpayer funding for abortions overseas.)<\/p>\n<p>\u201cSurveys taken in the past three years debunk much of what the left believes, not just about public support for government-funded abortions but also about how attitudes on that issue intersect with gender, class, and reproductive freedom,\u201d <a href=\"https:\/\/slate.com\/news-and-politics\/2019\/06\/joe-biden-hyde-amendment-democratic-support.html\">wrote<\/a> William Saletan at Slate in 2019, as he cited a series of other polls that come to the same conclusion:<\/p>\n<blockquote readability=\"15.626817447496\">\n<p><em>Respondents support \u201cbanning federal funding for abortion\u201d except in rape cases or to save the woman\u2019s life (<a href=\"https:\/\/www.politico.com\/f\/?id=0000016b-4360-dc80-a3ff-f37c33ee0000\">Politico\/Morning Consult<\/a><\/em><em>, 2019). They believe that \u201cgovernment health insurance programs for low-income women, like Medicaid,\u201d should not \u201ccover abortion\u201d (<a href=\"https:\/\/www.prri.org\/research\/young-people-set-to-impact-the-debate-on-womens-health-issues\/\">PRRI<\/a><\/em><em>, 2018). \u2026 They oppose allowing \u201cMedicaid funds to be used to pay for abortions\u201d (<a href=\"https:\/\/www.politico.com\/f\/?id=00000158-039b-d881-adda-77db04b70000\">Politico\/Harvard<\/a><\/em><em>, 2016). When they\u2019re told that \u201cthe Hyde Amendment prohibits federal funds from being used to fund abortions, except in the case of incest, rape or to save the life of the mother,\u201d they endorse the amendment (<a href=\"https:\/\/today.yougov.com\/topics\/politics\/articles-reports\/2016\/08\/12\/taxation-and-morality\">YouGov<\/a><\/em><em>, 2016).&nbsp;<\/em><\/p>\n<\/blockquote>\n<p>Whatever its popularity, forbidding Medicaid to fund abortion in most cases (except for rape and incest) has resulted in millions of births that otherwise would not have occurred, experts say. \u201cI now estimate that the Hyde Amendment has saved a total of 2,409,311 lives since 1976,\u201d wrote Michael J. New, a <a href=\"https:\/\/business.catholic.edu\/faculty-and-research\/faculty-profiles\/new-michael\/index.html\">visiting assistant professor<\/a> at The Catholic University of America, in a <a href=\"https:\/\/lozierinstitute.org\/addendum-to-hyde-40-analyzing-the-impact-of-the-hyde-amendment\/\">study<\/a> for the pro-life <a href=\"https:\/\/lozierinstitute.org\/\">Charlotte Lozier Institute<\/a>.<\/p>\n<p><strong>The verdict<\/strong><\/p>\n<p>Polls have consistently shown that Americans support limits on abortion, including the time it may be performed, the conditions under which abortion should be legal, and who pays for it.
