The new development will go into effect on November 8th of this year.<\/p>\n<p class=\"p1\">In a <a href=\"https:\/\/www.hhs.gov\/about\/news\/2021\/10\/04\/hhs-issues-final-regulation-aimed-at-ensuring-access-to-equitable-affordable-client-centered-quality-family-planning-services.html\"><span class=\"s1\">statement<\/span><\/a> from HHS, the department said it had issued a rule that \u201crealigns the nation\u2019s family planning program with&nbsp;<span class=\"s2\">nationally recognized standards of care<\/span>, reinforces the program\u2019s emphasis on quality, equity, and dignity for all individuals who seek Title X services, and modernizes the more than 50-year old program to better reflect the current healthcare system.\u201d<\/p>\n<p class=\"p1\">It added, \u201cThis new rule replaces the 2019 Title X Rule, reversing the Trump administration\u2019s changes to the program.\u201d<\/p>\n<p class=\"p1\">As <a href=\"https:\/\/thehill.com\/policy\/healthcare\/575246-biden-administration-reverses-trump-abortion-referral-ban-for-family?rl=1\"><span class=\"s1\">reported<\/span><\/a> by The Hill, \u201cTitle X has always prohibited direct funding from going to abortion care. But with the&nbsp;Trump administration\u2019s regulation, these clinics also could not refer patients for abortions, in what critics and reproductive rights groups called a \u2018gag rule.\u2019\u201d<\/p>\n<p class=\"p1\">The rule <a href=\"https:\/\/public-inspection.federalregister.gov\/2021-21542.pdf\"><span class=\"s1\">stated<\/span><\/a>:<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<blockquote readability=\"10\">\n<p class=\"p1\"><i>The effect of this 2021 final rule is to revoke the requirements of the 2019 regulations, including removing restrictions on nondirective options counseling and referrals for abortion services and eliminating requirements for strict physical and financial separation between abortion-related activities and Title X project activities, thereby reversing the negative public health consequences of the 2019 regulations.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/i><\/p>\n<\/blockquote>\n<p class=\"p1\">\u201cThis rule is a step forward for family planning care as it aims to strengthen and restore our nation\u2019s Title X program,\u201d&nbsp;said HHS Secretary Xavier Becerra. \u201cOur nation\u2019s family planning clinics play a critical role in delivering health care, and today more than ever, we are making clear that access to quality family planning care includes accurate information and referrals\u2014based on a patient\u2019s needs and direction.\u201d<\/p>\n<p class=\"p1\">The move comes after Senator Joe Manchin (D-WV) stated that he would not support a reconciliation bill that did not include the Hyde Amendment, which prevents federal taxpayer dollars from going to most abortions.<span class=\"Apple-converted-space\">&nbsp;<\/span><\/p>\n<p class=\"p1\">As The Daily Wire <a href=\"https:\/\/www.dailywire.com\/news\/democrat-senator-deals-death-blow-to-bidens-3-5-trillion-agenda-definition-of-fiscal-insanity\"><span class=\"s1\">reported<\/span><\/a>, Manchin explained his position to National Review:<\/p>\n<blockquote readability=\"16\">\n<p class=\"p1\"><b><i>National Review<\/i><\/b><i>: Senator, you\u2019ve been very firm on keeping the Hyde amendment on the appropriations bills. Are you concerned about that issue at all in reconciliation\u2014<\/i><\/p>\n<p class=\"p1\"><b><i>Manchin<\/i><\/b><i>: Certainly\u2014<\/i><\/p>\n<p class=\"p1\"><b><i>NR<\/i><\/b><i>: \u2014with this new Medicaid program?<\/i><\/p>\n<p class=\"p1\"><b><i>Manchin<\/i><\/b><i>: Yeah, we\u2019re not taking the Hyde amendment off. That\u2019s dead on arrival if that\u2019s gone.<\/i><\/p>\n<\/blockquote>\n<p class=\"p1\">Many in the nation are watching upcoming Supreme Court decisions, specifically one regarding an abortion case involving a pro-life law out of Mississippi.<\/p>\n<p class=\"p1\">As The Daily Wire <a href=\"https:\/\/www.dailywire.com\/news\/supreme-court-sets-date-to-hear-mississippi-abortion-case\"><span class=\"s1\">reported<\/span><\/a>, the Supreme Court set the date of December 1st to hear the Mississippi <a href=\"https:\/\/www.npr.org\/2021\/09\/20\/1038972266\/supreme-court-date-roe-wade-dobbs-jackson-womens\">case<\/a>. <i>Dobbs v. Jackson Women\u2019s Health Organization<\/i>&nbsp;has to do with a law banning most abortions after 15 weeks of pregnancy. Based on previous rulings from the court, states are required to allow pre-viability abortions, which occur before a fetus can survive on its own outside the womb \u2014 typically around 20 to 24 weeks of pregnancy.<\/p>\n<p class=\"p1\">When it agreed to hear the case in May, the high court&nbsp;<a href=\"https:\/\/www.supremecourt.gov\/docket\/docketfiles\/html\/qp\/19-01392qp.pdf\"><span class=\"s1\">granted<\/span><\/a>&nbsp;review of the question, \u201cWhether all pre-viability prohibitions on elective abortions are unconstitutional,\u201d meaning that if the court sides with Mississippi, states would potentially be allowed to decide their own abortion laws.
