Chris Rabb of the Pennsylvania House of Representatives tweeted Saturday that his bill would require &#8220;all inseminators&#8221; to get vasectomies after having their third child or 40th birthday, whichever comes first. The Texas law allows citizens to sue for $10,000 in damages for illegal abortions that terminate a baby with a beating heart.&nbsp;<\/span><\/p>\n<p><span>Rabb said his forced vasectomy bill idea was inspired by Rep. Kelly Cassidy, a Democratic legislator in Illinois. Cassidy <\/span><a href=\"https:\/\/www.wsj.com\/articles\/BL-LB-42151\"><span>proposed<\/span><\/a><span> an amendment to a bill that would force men to watch a graphic video on the side effects of Viagra before purchasing it.
