Biden plans to sign the bill later Thursday, avoiding a devastating government shutdown.<\/p>\n<p>While Congress was able to compromise on the package, which includes billions for wildfire and hurricane relief and to help resettle Afghan refugees, Democrats and Republicans remain at odds over raising the debt ceiling as the nation inches closer to a potential default. Treasury Secretary Janet Yellen has warned that it must be raised by Oct. 18, as not doing so would risk jobs and benefits for millions of Americans, but neither side has budged.<\/p>\n<p>Republicans have consistently <a href=\"https:\/\/dailycaller.com\/2021\/09\/15\/think-im-bluffing-mitch-mcconnell-doubles-down-against-debt-ceiling-raise-government-shutdown\/\" target=\"_blank\" rel=\"noopener noreferrer\">opposed any effort to raise it<\/a>, even <a href=\"https:\/\/dailycaller.com\/2021\/09\/27\/senate-republicans-filibuster-government-funding-bill-debt-ceiling-three-days-shutdown\/\" target=\"_blank\" rel=\"noopener noreferrer\">killing<\/a> an earlier bill on Monday that <a href=\"https:\/\/dailycaller.com\/2021\/09\/21\/house-democrats-pass-government-funding-debt-ceiling-bill-dead-on-arrival-senate-shutdown\/\" target=\"_blank\" rel=\"noopener noreferrer\">coupled<\/a> government funding with raising the limit. They instead have demanded that Democrats raise the ceiling on their own by putting it in their <a href=\"https:\/\/dailycaller.com\/2021\/09\/07\/democrats-all-in-budget-joe-biden-congressional-majorities-passage-far-from-certain-budget-reconciliation\/\" target=\"_blank\" rel=\"noopener noreferrer\">filibuster-proof $3.5 trillion budget<\/a>, arguing that the responsibility falls solely on them given their full control of government and large spending packages they are pushing. <strong><a href=\"https:\/\/dailycaller.com\/2021\/09\/30\/senate-passes-short-term-funding-bill-lawmakers-try-avoid-government-shutdown\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Senate Passes Short-Term Funding Bill As Lawmakers Try To Avoid A Government Shutdown)<\/a><\/strong><\/p>\n<div id=\"attachment_7293303\" class=\"wp-caption alignnone\" readability=\"35\">\n<p id=\"caption-attachment-7293303\" class=\"wp-caption-text\">Republicans, led by Sen. Mitch McConnell, have opposed every recent attempt to raise the debt ceiling. (Kevin Dietsch\/Getty Images)<\/p>\n<\/div>\n<p>Democrats, however, have <a href=\"https:\/\/dailycaller.com\/2021\/09\/28\/steny-hoyer-dick-durbin-contradict-debt-ceiling-increase\/\" target=\"_blank\" rel=\"noopener noreferrer\">called<\/a> putting an increase in the budget a \u201cnon-starter,\u201d and have pointed to previous efforts to raise the debt ceiling that were overwhelmingly bipartisan. They have also argued that raising it is Republicans\u2019 responsibility as well, given the approximately $8 trillion of debt incurred under former President Donald Trump.<\/p>\n<p>The House is also supposed to vote Thursday on the bipartisan infrastructure package, which the Senate passed in August and moderates in both parties have championed. However, left-wing Democrats have vowed to oppose it without first passing the $3.5 trillion spending package, and are confident they have enough votes to tank it.<\/p>\n<p>\u201cWe had a deal,\u201d Washington State Rep. Pramila Jayapal, the chair of the House Progressive Caucus, <a href=\"https:\/\/twitter.com\/RepJayapal\/status\/1443637541882716161\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> Thursday. \u201cThe Build Back Better Act and the infrastructure bill go together.
