Of the experts Check Your Fact contacted, the majority were skeptical the bill would be cost neutral. The most credible nonpartisan review of the agenda, from the Committee for a Responsible Federal Budget, estimated it could raise the debt to anywhere between 119% and 129% of Gross Domestic Product by 2031.<\/p>\n<p><strong><span>Fact Check:<\/span><\/strong><\/p>\n<p>Biden\u2019s tweet came a day after he claimed <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2021\/09\/24\/remarks-by-president-biden-on-the-covid-19-response-and-the-vaccination-program-8\/\" target=\"_blank\" rel=\"noopener noreferrer\">in a speech<\/a> that the price tag of the Build Back Better Act was actually \u201cgoing to be zero\u201d because the government is \u201cgoing to pay for everything we spend.\u201d House Speaker Nancy Pelosi <a href=\"https:\/\/www.foxnews.com\/media\/pelosi-blasted-for-repeating-biden-talking-point-that-3-5-trillion-bill-will-cost-zero\" target=\"_blank\" rel=\"noopener noreferrer\">echoed<\/a> Biden\u2019s claim on Sept. 29, saying, \u201cThe dollar amount, as the president has said, is zero. This bill will be paid for.\u201d<\/p>\n<p>Congressional Democrats are currently working to pass the Build Back Better Act through reconciliation, a move that would not require them to get votes from Republicans, <a href=\"https:\/\/thehill.com\/homenews\/senate\/574404-democrats-search-for-sweet-spot-below-35-trillion-price-tag\" target=\"_blank\" rel=\"noopener noreferrer\">The Hill<\/a> reported. The legislation has not yet reached a definitive form, but a preliminary $3.5 trillion version proposes growing programs in health care, education and other areas that would supposedly be paid for by measures such as increasing taxes on high-income earners and corporations, according to the <a href=\"https:\/\/apnews.com\/article\/joe-biden-business-financial-markets-nancy-pelosi-3b591443b048d2fbfb7a9f9b6f646f7a\" target=\"_blank\" rel=\"noopener noreferrer\">Associated Press<\/a>.<\/p>\n<p>Check Your Fact reached out to multiple experts for their takes on Biden\u2019s claim. Some of them declined to make cost projections on the Build Back Better Act until its provisions have been finalized, while others expressed skepticism that the plan would pay for itself. <strong><a href=\"https:\/\/checkyourfact.com\/2020\/08\/13\/fact-check-nancy-pelosi-tweet-legislation-united-nations-peacekeepers\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Did Nancy Pelosi Tweet, \u2018I Will Be Introducing Legislation To Welcome United Nations Peacekeepers Into The United States\u2019?)<\/a><\/strong><\/p>\n<p><a href=\"https:\/\/profiles.stanford.edu\/michael-boskin\" target=\"_blank\" rel=\"noopener noreferrer\">Dr. Michael Boskin<\/a>, a Stanford University economist and senior fellow at the conservative-leaning Hoover Institution, provided this perspective:<\/p>\n<blockquote readability=\"15\">\n<p>While there is not yet any clear indication of what will be in the final bill, either on the spending or tax side, nor is there a CBO score, the provisions most consistently described in public reporting would 1) result in a substantial increase in the national debt, of about $1.5-3.0 trillion over the next ten years, depending on whether the many temporary provisions become permanent; and 2) because of the likely negative effect on the economy\u2019s growth from the many large increases in marginal tax rates, especially on capital formation, the longer term increase in the national debt would grow considerably larger. The debt is already too large for safety and is already projected to increase considerably because of growing unfunded entitlement spending.<\/p>\n<\/blockquote>\n<p>Federal tax economist <a href=\"https:\/\/taxfoundation.org\/staff\/alex-durante\/\" target=\"_blank\" rel=\"noopener noreferrer\">Alex Durante<\/a> of the conservative-leaning Tax Foundation said his team\u2019s <a href=\"https:\/\/taxfoundation.org\/build-back-better-plan-reconciliation-bill-tax\/\" target=\"_blank\" rel=\"noopener noreferrer\">modeling<\/a> of the Build Back Better agenda found it would not be \u201crevenue neutral over the next ten years (through 2031).\u201d<\/p>\n<p>\u201cWe found that the tax proposals under the plan would raise about $2 trillion in revenue, which would not be enough to offset the $3.5 trillion cost of the bill,\u201d he told Check Your Fact via email. \u201cMy understanding is that the administration is claiming the remaining savings will be made up through drug pricing reform and economic growth effects from increased spending, but I would characterize such estimates as wildly optimistic. The plan will almost certainly add somewhere between $1 trillion and $2 trillion to the national debt.\u201d<\/p>\n<p>The progressive-leaning Center for American Progress (CAP) said <a href=\"https:\/\/www.americanprogress.org\/issues\/economy\/news\/2021\/09\/22\/504116\/build-back-better-agenda-boosts-productivity-long-term-economic-growth-numerous-ways\/\" target=\"_blank\" rel=\"noopener noreferrer\">in a report<\/a> that the budget resolution approved by Congress in August that would be enacted as the reconciliation bill \u201callows for a fully financed bill \u2013 and even one that reduces deficits.\u201d The CAP report argued Biden\u2019s previously-unveiled <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/03\/31\/fact-sheet-the-american-jobs-plan\/\" target=\"_blank\" rel=\"noopener noreferrer\">American Jobs Plan<\/a> and <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/04\/28\/fact-sheet-the-american-families-plan\/\" target=\"_blank\" rel=\"noopener noreferrer\">American Families Plan<\/a>, collectively called the \u201cBuild Back Better agenda,\u201d would be \u201cfully paid for over less than 15 years\u201d and \u201cwould reduce deficits by $1.7 trillion over 20 years.\u201d<\/p>\n<p>The non-partisan <a href=\"https:\/\/www.crfb.org\/blogs\/how-much-could-build-back-better-add-debt-update\" target=\"_blank\" rel=\"noopener noreferrer\">Committee for a Responsible Federal Budget<\/a> (CRFB) in August released an analysis of the bipartisan infrastructure bill and borrowing permitted by a just-passed Senate reconciliation resolution. The <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/3684\" target=\"_blank\" rel=\"noopener noreferrer\">bipartisan infrastructure bill<\/a>, which is currently in the \u201cresolving differences\u201d phase, would add an estimated \u201c$256 billion to projected deficits\u201d over the 2021-2031 period, according to the <a href=\"https:\/\/www.cbo.gov\/system\/files\/2021-08\/hr3684_infrastructure.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Congressional Budget Office<\/a>. The CRFB <a href=\"https:\/\/www.crfb.org\/blogs\/infrastructure-plan-will-add-400-billion-deficit-cbo-finds\" target=\"_blank\" rel=\"noopener noreferrer\">has posited<\/a> the infrastructure bill could actually add nearly $400 billion to the deficit.<\/p>\n<p>In the <a href=\"https:\/\/www.crfb.org\/blogs\/how-much-could-build-back-better-add-debt-update\" target=\"_blank\" rel=\"noopener noreferrer\">CRFB analysis<\/a>, the organization said the Build Back Better agenda could have a total potential net cost of $4.28 trillion. It <a href=\"https:\/\/www.crfb.org\/blogs\/how-much-could-build-back-better-add-debt-update\" target=\"_blank\" rel=\"noopener noreferrer\">also noted<\/a> that Congress had the ability to borrow up to $1.75 trillion for the reconciliation package and that the possible future extensions of temporary measures in the reconciliation package could rack up another $1.9 trillion with interest.<\/p>\n<p>Check Your Fact asked <a href=\"https:\/\/www.urban.org\/author\/c-eugene-steuerle\" target=\"_blank\" rel=\"noopener noreferrer\">C. Eugene Steuerle<\/a>, an Urban Institute fellow and former deputy assistant secretary of the U.S. Department of the Treasury for Tax Analysis, if the Build Back Better Act\u2019s provisions would result in a national debt increase. <strong><a href=\"https:\/\/checkyourfact.com\/2021\/09\/27\/fact-check-us-fourth-highest-poverty-rate-world\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Facebook Post Claims The U.S. Has The Fourth-Highest Poverty Rate In The World At 17.8%)<\/a><\/strong><\/p>\n<p>\u201cIt\u2019s complicated,\u201d he stated. \u201cDeficits go up for a few years. Then some of the items in the agenda basically end, such as the increase in the child credit and later on some of the clean environment credits.&nbsp; At that point some permanent increases in tax continue, grow somewhat with the economy, and would be larger than the spending increases, so annual deficits would fall.&nbsp; After enough years, technically speaking, if that was all that happened, the spending increases and tax cuts would be paid for mainly by the tax increases.\u201d<\/p>\n<p>However, Steuerle said many of the agenda\u2019s items such as child tax credits were clearly intended to be extended, with estimates presuming an end to the 2017 tax cuts.
