It passed 65-35 and now heads to the House, which is expected to overwhelmingly approve it, before landing on President Joe Biden\u2019s desk.<\/p>\n<p>\u201cI\u2019m confident the House will approve this measure later this afternoon and send it to the president\u2019s desk before funding runs out,\u201d Majority Leader Chuck Schumer said on the Senate floor. \u201cThis is a good outcome, one I\u2019m happy we are getting done.\u201d<\/p>\n<p>The bill omitted a provision to lift the debt ceiling after Republicans <a href=\"https:\/\/dailycaller.com\/2021\/09\/15\/think-im-bluffing-mitch-mcconnell-doubles-down-against-debt-ceiling-raise-government-shutdown\/\" target=\"_blank\" rel=\"noopener noreferrer\">vowed to oppose it<\/a>. They <a href=\"https:\/\/dailycaller.com\/2021\/09\/27\/senate-republicans-filibuster-government-funding-bill-debt-ceiling-three-days-shutdown\/\" target=\"_blank\" rel=\"noopener noreferrer\">filibustered<\/a> an <a href=\"https:\/\/dailycaller.com\/2021\/09\/21\/house-democrats-pass-government-funding-debt-ceiling-bill-dead-on-arrival-senate-shutdown\/\" target=\"_blank\" rel=\"noopener noreferrer\">earlier version<\/a> Monday that coupled federal funding with a debt ceiling suspension until December 2022, even as they said they supported the provisions to keep the government open.<\/p>\n<p>\u201cWe\u2019re able to fund the government today because the majority accepted reality,\u201d Minority Leader Mitch McConnell said on the Senate floor, reiterating his call for Democrats to raise the debt ceiling on their own and to \u201cstop wasting valuable time.\u201d <a href=\"https:\/\/dailycaller.com\/2021\/09\/28\/steny-hoyer-dick-durbin-contradict-debt-ceiling-increase\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>(RELATED: Top Democrats Contradict Each Other On Debt Ceiling Increase)<\/strong><\/a><\/p>\n<div id=\"attachment_7287127\" class=\"wp-caption alignnone\" readability=\"34\">\n<p id=\"caption-attachment-7287127\" class=\"wp-caption-text\">Republicans, led by Senate Minority Leader Mitch McConnell have repeatedly said that they would not vote for a debt ceiling increase. (Anna Moneymaker\/Getty Images)<\/p>\n<\/div>\n<p>Like the earlier legislation, the Senate-passed bill allocates approximately $29 billion for hurricane relief efforts and $6 billion to help resettle Afghan refugees. While it does not include $1 billion to help replenish Israel\u2019s Iron Dome missile defense system, a standalone bill providing those funds is on its way to becoming law after it <a href=\"https:\/\/dailycaller.com\/2021\/09\/23\/iron-dome-funding-passes-house-representatives\/\" target=\"_blank\" rel=\"noopener noreferrer\">flew through the House with over 400 votes<\/a> last week.<\/p>\n<p>Other amendments, including ones banning federal vaccine mandates and stripping Afghan refugees of certain benefits, were voted down.<\/p>\n<p>Though a shutdown is on its way to being averted, Congress has made little progress on raising the debt ceiling, which Treasury Secretary Janet Yellen says must be done before Oct. 18, when the nation will be out of money and potentially default on its debt. Republicans have insisted that Democrats put it in their <a href=\"https:\/\/dailycaller.com\/2021\/09\/07\/democrats-all-in-budget-joe-biden-congressional-majorities-passage-far-from-certain-budget-reconciliation\/\" target=\"_blank\" rel=\"noopener noreferrer\">filibuster-proof reconciliation bill<\/a>, but Democrats have called that option a \u201cnon-starter,\u201d leaving no visible path forward currently.<\/p>\n<p>House Democrats are also set to vote on the bipartisan infrastructure bill Thursday, even as progressives have vowed to kill it unless the budget, which is not finalized, passes first.
