Tom Cotton said Wednesday that Democrats have discarded Bill and Hillary Clinton\u2019s \u201csafe, legal, and rare\u201d stance on abortion because it implies that there is \u201csomething wrong about the practice.\u201d<\/p>\n<p>Cotton <a href=\"https:\/\/www.youtube.com\/watch?v=1TQrlsrv5e8\">questioned<\/a> Democratic Texas State Rep. Donna Howard on her abortion stances Wednesday during a Senate Judiciary Committee, asking Howard whether she agreed with the Clintons that abortion should be \u201csafe, legal, and rare.\u201d <strong><a href=\"https:\/\/dailycaller.com\/2019\/10\/20\/clintons-tulsi-gabbard-abortion\/\">(RELATED: The Clintons Coined The Phrase \u2018Safe, Legal And Rare,\u2019 But Abortion Activists Say This Is Stigmatizing)<\/a><\/strong><\/p>\n<p>\u201cI would think that there\u2019s a lot of options that we could put in place that would limit the need for abortion in terms of supporting healthcare for women, access to contraceptives, making sure that they have insurance coverage or Medicaid coverage,\u201d Howard told Cotton.<\/p>\n<p>\u201cThere are many things that we could do that would give them more choice in their own, how they have healthcare, so that they don\u2019t necessarily have an unwanted pregnancy,\u201d she continued. \u201cBut when they do have one, I think they have a right to make the decision about whether or not they want to continue that pregnancy.\u201d<\/p>\n<p>Cotton fired back at Texas representative, telling her that her \u201cunwillingness to say yes\u201d demonstrates his point that \u201cDemocrats today will not concede what Bill and Hillary Clinton conceded, that abortion should be rare, because it implies that there is something wrong about the practice.\u201d<\/p>\n<p>\u201cIt is wrong and the Democrats will no longer recognize that it is wrong,\u201d he said. <strong><a href=\"https:\/\/dailycaller.com\/2019\/10\/18\/hillary-tulsi-gabbard-russians\/\">(RELATED: Hillary Clinton: Tulsi Is A \u2018Favorite Of The Russians\u2019)<\/a><\/strong><\/p>\n<p>\u201cOur vision should be of an America where abortion is safe and legal but rare,\u201d <a href=\"https:\/\/www.c-span.org\/video\/?c4823634\/bill-clinton-january-22-1993-safe-legal-rare\">said<\/a> Bill Clinton in January 1993 as he explained the Clinton administration\u2019s attempts to reduce abortions.<\/p>\n<p>The former U.S. president echoed these sentiments during his presidential nomination acceptance speech in 1996, <a href=\"https:\/\/www.c-span.org\/video\/?75441-1\/president-clinton-1996-acceptance-speech&amp;start=4670\" target=\"_blank\" rel=\"noopener noreferrer\">saying<\/a>, \u201c<span class=\"hidden-full-transcript-text\">We respect the individual conscience of every American on the painful issue of abortion but believe as a matter of law that this decision should be left to a woman, her conscience, her doctor and her God. <\/span>But abortion should not only be safe and&nbsp;<span class=\"highlight_text\">legal<\/span>; it should be rare.\u201d<\/p>\n<p>Hillary Clinton has also repeatedly used the phrase to discuss how abortions should be approached. On the campaign trail in 2005 she <a href=\"https:\/\/www.mediamatters.org\/nbc\/matthews-accused-sen-clinton-taking-poll-tested-path-and-trying-play-it-safe-abortion\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a>: \u201cWe can support a woman\u2019s right to choose that makes abortions safe, legal and rare and reduces the number of abortions.\u201d<\/p>\n<p>The former first lady also <a href=\"https:\/\/www.vox.com\/2019\/10\/18\/20917406\/abortion-safe-legal-and-rare-tulsi-gabbard\" target=\"_blank\" rel=\"noopener noreferrer\">re-iterated the sentiment<\/a> during her 2008 presidential run, saying, \u201cBy rare, I mean rare,\u201d but later tweaked her language during the 2016 presidential election and <a href=\"https:\/\/www.latimes.com\/opinion\/opinion-la\/la-ol-hillaryclinton-abortion-campaign-20160209-story.html\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> abortion should be merely \u201csafe and legal.\u201d<\/p>\n<p>Former presidential candidate Tulsi Gabbard also referenced the Clinton phrase during the 2020 presidential debates.<\/p>\n<p>\u201cI agree with Hillary Clinton on&nbsp;<span id=\"subtitle4385\" class=\"subtitle processed\" data-id=\"4385\" data-start=\"8543668\" data-end=\"8546004\">one thing, disagree with her on<\/span>&nbsp;<span id=\"subtitle4386\" class=\"subtitle processed\" data-id=\"4386\" data-start=\"8546070\" data-end=\"8548239\">many others, but when she said<\/span>&nbsp;<span id=\"subtitle4387\" class=\"subtitle processed\" data-id=\"4387\" data-start=\"8548606\" data-end=\"8549607\">abortion should be safe, legal<\/span>&nbsp;<span id=\"subtitle4388\" class=\"subtitle processed\" data-id=\"4388\" data-start=\"8549607\" data-end=\"8551209\">and rare, I think she\u2019s correct,\u201d Gabbard said in October 2019.
