I think that would be a sad statement of Republican responsibility<\/span><\/span>,\u201d he <a href=\"https:\/\/www.politico.com\/minutes\/congress\/09-28-2021\/hoyer-talks-debt-strategy\/\">told<\/a> reporters at the Capitol. The comments contradicted the position of top Senate Democrats, including Majority Leader Chuck <a href=\"https:\/\/thehill.com\/homenews\/senate\/574319-schumer-raising-debt-limit-through-budget-reconciliation-is-a-non-starter\">Schumer<\/a> and Whip Dick <a href=\"https:\/\/www.politico.com\/news\/2021\/09\/28\/biden-debt-ceiling-strategy-514469\">Durbin<\/a>, both of whom have called the legislative maneuver a \u201cnon-starter.\u201d<\/p>\n<p>Hoyer quickly walked back his comments.<\/p>\n<p>Raising the debt limit via reconciliation \u201c<span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\">is certainly not the best option, nor the option we\u2019re pursuing,\u201d he tweeted Tuesday afternoon.<\/span><\/p>\n<blockquote class=\"twitter-tweet\" readability=\"10.403614457831\">\n<p dir=\"ltr\" lang=\"en\">Today I was asked whether reconciliation is an option to address the debt limit. It is certainly not the best option, nor the option we\u2019re pursuing. Senate GOP are putting our economy &amp; families at risk. They have a responsibility to the country to ensure the US does not default.<\/p>\n<p>\u2014 Steny Hoyer (@LeaderHoyer) <a href=\"https:\/\/twitter.com\/LeaderHoyer\/status\/1442899215336697859?ref_src=twsrc%5Etfw\">September 28, 2021<\/a><\/p>\n<\/blockquote>\n<p>Senate Minority Leader Mitch <a href=\"https:\/\/dailycaller.com\/2021\/09\/15\/think-im-bluffing-mitch-mcconnell-doubles-down-against-debt-ceiling-raise-government-shutdown\/\">McConnell<\/a> has urged Democrats to use the reconciliation process, which allows bills to pass the Senate with 51 votes, to pass a debt limit increase. Without a funding package, the federal government would shut <a href=\"https:\/\/dailycaller.com\/2018\/12\/22\/national-parks-open-government-shutdown\/\">down<\/a> for the fourth <a href=\"https:\/\/dailycaller.com\/2018\/01\/17\/congress-inches-closer-to-govt-shutdown\/\">time<\/a> in a <a href=\"https:\/\/dailycaller.com\/2019\/01\/21\/shutdown-immigration-cases-canceled\/\">decade<\/a>. Without a debt ceiling increase, the federal government would default on its financial obligations by Oct. 18, <a href=\"https:\/\/www.washingtonpost.com\/us-policy\/2021\/09\/28\/yellen-debt-ceiling\/\" target=\"_blank\" rel=\"noopener noreferrer\">according<\/a> to Secretary of the Treasury Janet Yellen.<\/p>\n<p>\u201cWhose responsibility is it to do it? A Democratic president, a Democratic House, a Democratic Senate,\u201d McConnell said of his position. \u201cWe have opposed virtually everything they\u2019ve done this year. They\u2019ve done it through two reconciliation bills, a rescue bill and now they\u2019re trying to do it again. It\u2019s their obligation. They should step up. It\u2019s hard being in the majority.\u201d<\/p>\n<p>McConnell and Republican Alabama Sen. Richard Shelby <a href=\"https:\/\/thehill.com\/homenews\/senate\/573324-mcconnell-shelby-offer-government-funding-bill-without-debt-ceiling\">introduced<\/a> a bill Sept. 21 that would avoid a shutdown by funding the federal government, but would not raise the debt ceiling.<\/p>\n<p>Punchbowl News\u2019 John Bresnahan reported Tuesday that Congress is likely to avoid a federal shutdown by <a href=\"https:\/\/mobile.twitter.com\/bresreports\/status\/1442974895344812032\">passing<\/a> a funding bill. However, that legislation would not address the looming debt ceiling crisis.<\/p>\n<p>In order to raise the debt ceiling by reconciliation, Democrats would have to move quickly. The budget reconciliation process is triggered by the passing of a budget resolution by the House and the Senate. That resolution assigns specific dollar instructions to be raised or lowered by various committees, <a href=\"https:\/\/www.brookings.edu\/blog\/up-front\/2021\/02\/05\/what-is-reconciliation-in-congress\/\" target=\"_blank\" rel=\"noopener noreferrer\">according<\/a> to the Brookings Institute. Once the resolution passes, Congress can pass legislation that directly addresses the specific dollar amounts. The whole process culminates in a \u201c<a href=\"https:\/\/dailycaller.com\/2021\/03\/05\/vote-a-rama-senate-republicans-force-votes-on-issues-blocking-stimulus-checks-illegal-immigrants\/\">vote-a-rama<\/a>,\u201d an hours-long session in which senators can propose amendments to the bill on any topic. <a href=\"https:\/\/dailycaller.com\/2021\/04\/12\/chuck-schumer-democrats-budget-reconciliation-senate-parliamentarian\/\"><strong>(RELATED: Democrats Want To Use Budget Reconciliation A Second Time. How Would It Work?)<\/strong><\/a><\/p>\n<p>\u201cWe could start the process over with a separate budget-reconciliation bill that is devoted to just raising the debt limit; the law allows us to do that,\u201d House Budget Committee Chairman John Yarmuth, a Democrat from Kentucky, <a href=\"https:\/\/web.archive.org\/web\/20210923110528\/https:\/\/www.bloomberg.com\/news\/articles\/2021-09-22\/key-lawmaker-says-democrats-lack-time-to-raise-debt-limit-on-own\" target=\"_blank\" rel=\"noopener noreferrer\">told<\/a> reporters Sept. 22. \u201cThat\u2019s a matter of weeks. So, you\u2019re up against a potential deadline.\u201d<\/p>\n<p>During the budget reconciliation process, the Senate Parliamentarian plays a starring role. The parliamentarian is the Senate\u2019s rules official, and under the Congressional Budget Act, they can rule that certain provisions that legislators want to include in a reconciliation package are extraneous or incidental to the budget, so they may not be included. However, the parliamentarian only issues rulings on whether or not a provision is relevant to a budget resolution when a senator challenges it. Since Republicans have called for Democrats to use the maneuver to raise the debt ceiling, they are unlikely to do so.<\/p>\n<p>However, Senate Parliamentarian Elizabeth <a href=\"https:\/\/www.politico.com\/minutes\/congress\/09-28-2021\/another-debt-offramp-blocked\/\">MacDonough<\/a> will not be able to work over the next two weeks due to breast cancer surgery, complicating matters. During her sick leave, announced by McConnell and Schumer on Tuesday, deputies will fulfill her role.<\/p>\n<p>Democrats <a href=\"https:\/\/dailycaller.com\/2021\/08\/23\/house-vote-3-5-trillion-budget-moderates-jeopardizing-passage\/\">passed<\/a> a budget resolution in August in connection with President Joe Biden\u2019s $3.5 trillion Build Back Better Act. Congress could include debt limit instructions alongside the funds allocated for the Build Back Better Act, but that would require Democrats to pass the bill before Yellen\u2019s default date of Oct. 18.
