Kathy Hochul (NY) signed and boasted of progressive legislation that releases convicts who violate their parole.<\/p>\n<p>From the Monroe Country jail alone, 17 felons were released this week pursuant to the \u201cLess is More\u201d Act signed by Hochul on Friday.&nbsp;One of the men released was 21-year-old murder suspect Joseph Rivera, who\u2019s accused of killing 47-year-old Heather Majors at her home in July.<\/p>\n<p>Rivera allegedly used a hatchet to kill Majors, striking her some 30-plus times as she held her hands in a defensive position to fight off the attack, local radio host Bob Lonsberry outlined Thursday. It\u2019s suspected that Rivera, a neighbor of the well-liked Majors, was attempting to rob her, though the motive is unknown.<\/p>\n<p>After Rivera was suspected of the crime, he was snagged on a parole violation from an earlier felony conviction&nbsp;and put in jail while authorities worked to formally charge him in the murder.<\/p>\n<p>On Tuesday, though, Rivera was released.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\" readability=\"9.9901639344262\">\n<p lang=\"en\" dir=\"ltr\">NEW:  The Monroe County Police Chief&#8217;s Association just learned 17 felons being held in the Monroe County Jail for parole violations will be released based on the new &#8220;Less is More&#8221; law signed Friday.  Press conference at 3:30pm, <a href=\"https:\/\/twitter.com\/news10nbc?ref_src=twsrc%5Etfw\">@news10nbc<\/a> will be there.<\/p>\n<p>\u2014 Jennifer Lewke (@WHEC_JLewke) <a href=\"https:\/\/twitter.com\/WHEC_JLewke\/status\/1440384946380541957?ref_src=twsrc%5Etfw\">September 21, 2021<\/a><\/p>\n<\/blockquote>\n<p>\u201cI heard on the news that he was released,\u201d the victim\u2019s sister, Jessica Majors, <a href=\"https:\/\/www.whec.com\/politics\/less-is-more-law-new-york-arrest-for-parole-violations\/6246297\/\">told<\/a> News10 NBC.&nbsp;\u201cHe shouldn\u2019t have been released.\u201d<\/p>\n<p>\u201cHe killed my sister like an animal,\u201d Jessica said. \u201cAnd he\u2019s 21 years old and if he can be that brutal, commit that rule of a crime at 21, he doesn\u2019t need to be out.\u201d<\/p>\n<p>Hours after his release from the \u201cLess is More\u201d Act, police had to scramble to re-arrest Rivera.
