Compressing the timeframe further is the fact that the Senate is out until Sept. 13, while the House is out for another week after.<\/p>\n<p>While House Democrats can pass a <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/3755\/cosponsors?r=9&amp;s=4\" target=\"_blank\" rel=\"noopener noreferrer\">bill<\/a> codifying Roe v. Wade, the Supreme Court decision which guaranteed abortion access nationwide, without Republican votes, that will still take time from the other priorities they have committed to passing before the month\u2019s end. And any such bill would need 10 Senate Republicans to vote in favor to overcome a filibuster, making it dead on arrival once it enters the chamber.<\/p>\n<p>Democrats may have a harder time passing the annual defense bill, given that they need Republican support for it to pass. (NICHOLAS KAMM\/AFP via Getty Images)<\/p>\n<\/div>\n<p>House Democrats also want to pass their $3.5 trillion budget by the end of the month, despite total opposition from Republicans and disagreements between moderates and progressives over its size, scope and prioritization. The House moderates want to first pass the bipartisan infrastructure package, which the Senate did in August, and each wing has <a href=\"https:\/\/dailycaller.com\/2021\/06\/24\/ilhan-omar-nancy-pelosi-joe-biden-bernie-sanders-elizabeth-warren-american-jobs-plan-chuck-schumer\/\" target=\"_blank\" rel=\"noopener noreferrer\">threatened<\/a> to <a href=\"https:\/\/dailycaller.com\/2021\/08\/23\/moderate-dems-double-down-vow-block-budget-infrastructure-first\/\" target=\"_blank\" rel=\"noopener noreferrer\">tank<\/a> their non-preferred bill if they don\u2019t get their way.<\/p>\n<p>Each wing is indeed large enough to tank either bill, giving Democratic leadership almost no room for error with a three-vote margin in the House and an equally split Senate that relies on Vice President Kamala Harris\u2019 vote to pass party-line legislation. <strong><a href=\"https:\/\/dailycaller.com\/2021\/09\/07\/democrats-all-in-budget-joe-biden-congressional-majorities-passage-far-from-certain-budget-reconciliation\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Democrats Are Going All-In On The Largest Budget In History. Its Passage Is Far From Certain)<\/a><\/strong><\/p>\n<p>Since the budget can be passed on party lines, Republicans have <a href=\"https:\/\/dailycaller.com\/2021\/08\/09\/shared-responsibility-janet-yellen-raise-debt-ceiling-treasury-secretary\/\" target=\"_blank\" rel=\"noopener noreferrer\">called on Democrats<\/a> to include the debt ceiling increase in it.<\/p>\n<p>\u201cIn order for this spending to occur, our nation\u2019s debt limit will have to be increased significantly,\u201d they&nbsp;<a href=\"https:\/\/www.foxnews.com\/politics\/house-republicans-vote-debt-ceiling-limit-letter-democrats-biden-reconciliation\">wrote<\/a>. \u201cBecause Democrats are responsible for the spending, they need to take responsibility for increasing the debt ceiling.\u201d<\/p>\n<p>But Democrats have refused to do so, accusing Republicans of shirking a measure that has been passed on a bipartisan basis in recent years, all while the Treasury Secretary <a href=\"https:\/\/dailycaller.com\/2021\/07\/23\/treasury-secretary-janet-yellen-irreprable-harm-congress-debt-ceilng-mitch-mcconnell-nancy-pelosi\/\" target=\"_blank\" rel=\"noopener noreferrer\">warns<\/a> of \u201cirreparable harm\u201d to the economy as soon as October if Congress fails to raise it.<\/p>\n<p>Congress must also pass a broader funding bill to keep federal agencies open for the next fiscal year, which begins Oct. 1.
